2000 F250 Speedometer not working, already replaced all speed sensors

I have a 2000 F250 7.3l 4x4. The speedometer stopped working one day. I replaced the speed sensor on the rear differential, and both front wheel abs speed sensors. Still nothing. Here's the kicker. When I bought the truck, it had no GEM module. But the speedo worked fine. Went to the junkyard, grabbed a GEM out of a 2wd F250, installed it and drove directly to the dealer to have them reprogram the GEM. I noticed the speedo didn't work when I picked it up from the dealer. Even after they "programmed" the GEM, cruise control, 4wd switch, horn and speedo all didn't work. I took that to mean that the GEM was not programmed correctly. Contacted the dealer and they said they'd take a look again. They said the GEM was programmed correctly and it wasn't their fault. The want to charge me another 175 to rediagnose it. Any other ideas of what could be wrong? I'm still leaning toward the GEM, but I'm fairly new to these power strokes. It just seems like the common denominator from what it sounds like it all controls. Also, as a side note. I took it to an independent diesel shop after the dealer to get their take on it. He tells me the front driver side hub bearing needs to be replaced because of a safety issue and he won't do anything else until it's replaced. I said fine and paid 300 for that. He then refused to diagnose the speedo and other things until I okayed a $1200 repair for ball joints, u joints, another joint in the front end. Even though I had already paid his diag fee. I told him no thanks and went and picked up my truck. After I paid and was getting ready to leave, he tells me that on the side they did the hub bearing assembly, the seal was trashed and unable to be reused, so they just reassembled everything without the axle seal. On my way home the hub locker on that side fell out. I notice when I'm almost home and get out only to see that missing and the axle just bouncing around in there. Livid, I call the shop back and he tells me to ***** and to never bring my ****** truck back to his shop. The reason this is relevant is because when I picked it up the trip counter read .2 but it was at 0 when I dropped it off. So at some point they were able to get the speedo working during their test drives. That's the only thing that makes me wonder if it isn't the GEM, because they didn't mention about trying a different GEM. Also, how hard is it to put that seal and a new locker in? I'm somewhat mechanically inclined but have never done this particular job before. Thank you for any input, I just keep chasing my tail with this. Spent over 700$ already just trying to figure out what's wrong with the speedo lol
FYI From the service manual Speedometer The electronic speedometer receives a speed signal from the 4WABS module (if equipped with 4WABS) or the generic electronic module (GEM)/central timer module (CTM) (if equipped with RABS). That means that if you have 4 wheel ABS, the GEM has nothing to do with the speedometer functioning. The ford dealer should have known that. But if you just had them program the GEM, and didn't ask them to diagnose the speedometer, then they might not have looked at that. If you have 4 wheel ABS on your truck, you may need to check the ABS module rather than the GEM. But you know what diesel shop NOT to go back to. He saw you coming about a mile away. Here's some additional info from the service manual. Vehicle Speed Sensor (VSS) On vehicles equipped with 4-wheel anti-lock brake systems (4WABS), the vehicle speed signal is generated by the rear anti-lock brake sensor and sent to the 4WABS module. The 4WABS module sends the vehicle speed signal via circuit 679 (GY/BK) to all systems that require a vehicle speed signal input. Vehicles equipped with rear anti-lock brakes (RABS) generate a vehicle speed signal from the rear axle speed sensor. The generic electronic module (GEM) receives this signal (VSS_GEM) for internal use and then distributes it to the appropriate other users (i.e., the powertrain control module [PCM], speed control module, and speedometer). If it was the 4WABS module, would there be an abs light? I don't even know if I have an abs light, as I do not see one illuminate when I turn the key to on, as all my other lights on the dash

abs light on as well? even tho you changed the speed sensor did you clean the contacts really well? i had the same problem i replaced the sensor and nothing.... then found out the contacts were corroded took the sensor back off and cleaned the contacts. works like a charm! try that and let us know if that helps.

Yes it is the tool for fuel lines and ac lines. Your local autoparts store should have them, they are universal. You need to use the small end for the fuel filter.

Ford Expedition Speedometer Not Working: Causes + How to Fix
One of the most inconvenient things that can happen to your Ford Expedition is when the speedometer stops working. You don’t realize how much you look at the thing until it’s always sitting at 0 MPH while driving down the road.
If your vehicle’s speedometer is not working, it’s usually caused by an issue with the VSS (vehicle speed sensor) or the gauge itself. The VSS is generally not very expensive and relatively easy to replace.
A bad vehicle speed sensor or faulty speedometer or the two leading causes of a speedometer not working.

Cable Driven (Obsolete)
Not so long ago, vehicles used a cable that usually ran from the transmission to the speedometer. The cable turned and moved the speedometer. It was easy to diagnose why it wasn’t working.
All modern vehicles use an electronic speedometer. They’re more accurate and are pretty easy to diagnose.
Modern vehicles (like the Ford Expedition) use a vehicle speed sensor that relays vehicle speed information to the ECM and the speedometer.
The VSS is one part of a system of sensors that helps keep you safe (traction control, ABS, cruise control).
Speedometer Not Working Causes: Ford Expedition
Your Expedition’s speedometer takes information from the VSS and sends that data to the ECU. The ECU is programmed with your Expedition’s gear ratios and stock tire height. It combines this data to send the speed reading to the instrument cluster. The causes of a bad speedometer will typically be found in these four things:
VSS (Vehicle Speed Sensor)
A faulty speed sensor will often be accompanied by a check engine light and trouble code. For example, P0500 (VSS circuit malfunction) is the most popular code related to the speedometer not working in the Ford Expedition.
Your vehicle’s VSS does more than control the speedometer; it also helps to control the cruise control system and may even affect the way that the engine runs (some engines may stall when coming to a complete stop).
If the service engine soon light is on, check the code with an OBDII scanner. If you don’t have a scanner, take it to the local parts store and have them do a quick scan.
Bad Wiring (VSS)
Exposed wiring to or from the VSS can cause your Expedition’s speedometer to no longer work. This will often manifest itself after driving through heavy water.

Malfunctioning Speedometer or Instrument Cluster
The odds of your Ford Expedition’s speedometer going out all by itself while the rest of the gauges continue to work are not great. Most of the time, if the speedometer is out, it means that there is a bigger problem with the entire instrument cluster.
Do all of the other gauges work? If yes, the problem is probably not in the speedometer but in the signal going to it. Other gauges went out too? Looking at the instrument panel is going to be where to start.
ECU (Not as Likely as the VSS or Speedometer)
Your Expedition’s Engine Control Unit (ECU) is the computer that takes all the information from the vehicle sensors and modules and uses it to keep the vehicle running and you safe.
If something is wrong with your vehicle’s ECU, it may no longer be able to send the speed telemetry to the instrument panel. This one is a possibility if there are no VSS-related trouble codes, but taking a look at the wiring would be a better place to go before taking a look at the ECU.
Diagnosing a Faulty Speedometer: Ford Expedition
Keeping in mind that the two main issues causing your Ford Expedition’s speedometer not to work are a broken speed sensor or speedometer, here’s how to determine which one is at fault.
1. Is the check engine light on?
If the check engine light is on, pull the codes if there are error codes related to the vehicle speed sensor. The most common one is P0500 (VSS Malfunction), which indicates the VSS needs to be replaced.
2. Is the Odometer Working?
If your Ford Expedition’s odometer is working normally, the VSS is working fine, which means the speedometer has likely failed.
3. Does Cruise Control Work?
Take your Expedition out and see if the cruise control still works. If it does, that’s a good indication that the vehicle speed sensor is fine. If cruise control isn’t working, the VSS is likely at fault.
After testing the cruise control, you want to move on to the VSS and the wiring going to and from it.
4. Use a Scanner to Determine if the VSS is Reporting any Speed
Plug a good scanner into the OBD II port. You can configure it to report the vehicle’s speed as reported by the VSS. If it says 0 MPH while driving, the VSS has likely caused your Ford Expedition’s speedometer to stop working.

How do you fix a broken speedometer?
There are dedicated instrument panel repair shops around most major metropolitan areas. They have the tools and experience to get the job done right and quickly.
How much does it cost to repair a speedometer that’s not working?
The repair cost for a speedometer that’s not working is usually between $150-$400 to repair the instrument panel. A VSS is generally under $100 for the part.
Can I still drive my Expedition with a broken speedometer?
It should be fine to drive your Expedition without the speedometer. If the VSS is bad and the engine is stalling at low speed, you may need to repair it right away. Otherwise, you’re just giving up knowing your vehicle’s speed.
Several apps use your smartphone’s GPS to give you speed data until you can repair your Expedition’s speedometer. Speedbox is free and works great ( iOS , Android ).
Driving your Ford Expedition without a working speedometer is not a breakdown risk. We recommend using a speedometer app to keep tabs on your speed. They use the GPS built into your smartphone to give a very accurate speed reading. You can throw it on your dash until you get it fixed.

Hi all, long time no see! So I noticed the other day that the odometer quit on our 97 EB. Speedometer works fine still, just looking for a way to fix the odometer without having to hunt down another cluster. Any ideas?

I just fixed mine yesterday. I had put it off for a very long time. The screws holding the cluster into the dash and the surrounding trim are all the same so no reason to worry about reassembly. You will need a #15 Torx to take the rear of the cluster apart. I soldered it in about 30 seconds. What got me motivated is that my PRNDL indicator also went off mark this week so I have to fix the adjuster for that with a tye wrap. While I had the PRNDL indicator removed from the bottom of the cluster, I repainted the orange flag as it was faded. I should add, that fixing your cluster retains the true mileage because the ODO continues to count miles even though the VFD display is not lit. If you get a junk yard cluster the true miles will be lost. I have a low miles (93K) 2001 so don't want to lose that.

I don't know if that year the cluster is tied into the Pats but on a 2001 f150 it is. You cannot just swap cluster. will lock out and cause a no start. been there done that last week!!!!!!

Speedometer isn't working correctly
As I was leaving my destination I noticed while I was driving that the speedometer wasn't working correctly, It was saying that I was doing over 90 mph but I was probably going 30/35 mph.
Would that be the speedometer sensor? Any info would be greatly appreciated.
