Department of Tourism, Government Of Uttarakhand is a major department in the state as tourism is a primary source of revenue.

 The department has the Uttarakhand Tourism Development Board, a superior administrative and working which takes care of tourism matters and advise Government on all matters relating to tourism in the State.

Uttarakhand Tourism Development Board

Uttarakhand Tourism Development Board is headed by the Tourism Minister Govt. of Uttarakhand. The vice chairman is chaired by the Chief Secretary of Uttarakhand and Principal Secretary/ Secretary tourism acts as Chief Executive Officer. The board also have five non-official members from the private sector and experts in tourism related matters. The board also work as a regulatory and licensing Authority.

Known as 'Devbhoomi', Uttarakhand serves one of the best tourist attraction of India. Being a Himalayan state there is lots of opportunity of tourism in Uttarakhand. All the tourism related issues, schemes and decisions are taken by Tourism Department of Uttarakhand. The name of the body is Uttarakhand Tourism Department Board  and this legal board is chaired by the Tourism Minister Govt. of Uttarakhand and Chief Secretary of Uttarakhand is it's vice chairman.

Sachin Kurve takes charge as Secretary, Tourism, Uttarakhand and CEO, UTDB

Sachin Kurve, Secretary, Tourism, Govt of Uttarakhand & CEO, UTDB

Shri Sachin Kurve, a 2003 batch IAS officer of the Uttarakhand cadre, has taken charge as Secretary of Tourism, Government of Uttarakhand, and CEO, Uttarakhand Tourism Development Board.

He has held several senior key positions so far in his career spanning close to two decades. Out of these, he has held key positions in the governments of Uttarakhand and Maharashtra.

The prime positions he held during this tenure included, the District Magistrate of Rudraprayag, Tehri-Garhwal, Dehradun, and Haridwar and Director and Additional Secretary, Panchayati Raj Department, and Additional Secretary to the Governor.

In early 2015, he moved to Maharashtra on deputation wherein he again held several key positions including District Collector, Revenue and Forest Department in Nagpur and Mumbai Sub Urban. Prime positions held during his deputation include Secretary to the Chief Minister, Secretary to the Governor, and Investment Commissioner, Industries.

In the middle of September 2020, he shifted back to Uttarakhand as Secretary, Industries and Excise, positions which he still holds along with food, civil supply & consumer affairs with his current role as secretary of Tourism and CEO of Uttarakhand Tourism Development Board.

'Over 30,000 E-Passes Issued for Chaardham Yatra from October 13 to 31'

What are the major guidelines and latest developments for the tourism sector in the fifth phase of Unlock UTDB is committed on the revival of tourism sector in the state and therefore in Unlock 5, the Uttarakhand government has removed all restrictions on the inter-state movement of persons/goods. Tourists/visitors can now enter the state after mandatory registration on the smart city portal [https://smartcitydehradun.uk.gov.in/] and can freely visit any public places without the need of being quarantined. The restrictions on the minimal stay/booking in hotels/homestays have also been removed by the state. In addition to above, the helicopter services for Chardhaam and the adventure activities like rafting in Rishikesh has also been opened up for the tourists.  

We are fully committed towards the revival of the tourism business and working under the guidance of the MoHA for more relaxations in the months to come. 

How long do you think is the road to recovery for tourism We have already set our journey towards recovery. With the restrictions being lifted for tourists to visit Uttarakhand, including the mandatory Covid negative report, business activities are gaining ground in the tourism sector. Uttarakhand is the obvious choice for many travel enthusiasts as our destinations pampers the mind, body and soul of all kind of visitors. Following the relaxations we have seen a huge upsurge in the number of tourists entering the state. The Hotels across major tourist destinations have received over 80% bookings following the relaxations. The Chardhaam yatra and Adventure tourism have also started picking up the pace. According to the recent data available to us, over 30,000 e-passes have already been issued for Chaardham Yatra from 13 th to 31 st October, and Rishikesh alone-recorded over 12,000 tourist&rsquos inflow since Sep 26, following the reopening of the popular white water river rafting adventure activity.

Looking at the positive impact of the initiatives I am hopeful that very soon we should be able to bring back the normalcy in the tourism sector. 

What role will tourism play in the economic recovery For Uttarakhand too, tourism is an important economic pillar for the state. Its development is no longer a choice or a luxury. The return of normalcy in tourism sector will have a direct impact over the economic recovery in the state and further in the creation of jobs. 

What are the prerequisites for travellers willing to come to Uttarakhand With Unlock 5 we have removed all restrictions for the travellers. After registering themselves on the smart city portal [[https://smartcitydehradun.uk.gov.in/], the tourists are free to enter Uttarakhand and visit any public places.

Keeping social distancing in mind, what will be the top traveller-friendly destinations Uttarakhand is blessed with the rolling mist and towering deodars which has always attracted travellers and tourists from all over the world. The destinations like Munsiyari in Pithoragarh, Binsar in Almora, Mukteshwar and Pangot in Nainital etc., in Uttarakhand offer the best offbeat places that one can visit while still maintaining social distancing, thanks to the remoteness of these locations. The tourists can also choose from an array of homestays in these places, which are tailored to provide lodging facilities to the visitors, without the latter having to worry about the social distancing aspect. These homestays are located in isolated yet accessible areas, offering state-of-the-art facilities to the guests.

Are there any benefits for travellers choosing homestays over hotels  Homestays in Uttarakhand offers the budget friendly accommodation amidst the mesmerizing view of forests, hill, meadows and starry night skies. Additionally, the immunity boosting and unadulterated delicacies, the off beat locations and outdoor activities such as hiking, trekking, bird watching etc., allow visitors to experience the ultimate cultural immersion. Some of our homestays also offer pet-friendly environment. Being located as the remote rural areas, Home Stays are an ideal destination to follow the social distancing norms during the Covid era. Tourists may choose the wide variety of Homestays from Ancient Havelis, heritage buildings, rural huts to modern abodes, located in different parts of the state. 

What do you think the world of travel and tourism holds in the future, with respect to Uttarakhand The post-pandemic travel behaviour analysis has brought Health & Wellness and Rural tourism into the lime-light and we see a huge potential of these new segments of tourism in our state. We are working along with the relevant partners to explore the opportunities and develop the tourism-friendly ecosystem around these sectors.   For instance, Uttarakhand is a repository of polyherbs, spices that are known for its therapeutic use and used by the Rishis and exponents of the Ayurveda for centuries. We are considering developing the State as a culinary tourism hub of &lsquoHimalayan Immunity Cuisine&rsquo by combining the rich heritage of Kumaoni and Garhwali cuisines.

Similarly, the return of the migrants has breathed fresh life into many ghost villages across our borders, that are looking lively again as many have begun ploughing their fields. In the post-pandemic, we see it as an opportunity to give boost to the rural tourism.  We are in discussion with the centre to lift the 'Inner Line Permit' in some areas of the hill state adjoining the border areas with an aim to develop areas for 'border tourism'. Additionally, we are making efforts to repopulate empty villages in border areas and have sanctioned Rs. 10 crores for developing necessary infrastructure. We also see a huge potential for Home Stays in the post-pandemic era. Understanding this trend, we recently introduced the &lsquoTrekking Traction Centre Homestay Grant Scheme&rsquo, which aims to build the associated infrastructure and provide necessary financial aid for the development and maintenance of Homestays in the villages, near the trekking traction centres of Uttarakhand leading to self-employment opportunities for the residents across villages.

Tourism will be an antidote to migration, says Uttarakhand tourism secretary

Uttarakhand tourism will be an antidote to migration. it will also help people get jobs in their own hometown or village and boost the economy of the place.

The state government is taking all efforts to tap its tourism potential and several plans are in the pipeline. In a conversation with Nitika Kakkar , secretary of tourism Dilip Jawalkar elaborated on the projects planned in the tourism sector and their probable impact on other areas as well. Edited excerpts:

Tourism will be an antidote to migration. It will also help people get jobs in their own hometown or village and boost the economy of the place. After the Char Dham yatra season, there is a lull. I hope that home stays, changing habits of people, adventure tourism, religious tourism and other activities would get people up to the hilly areas, which would turn positive for the economy of that area.

There are around 680 home stays registered in Uttarakhand. We have announced incentives for home stays and made their registration compulsory as this sector needs encouragement and regulation. We don’t want them to end up on the wrong side. As far as the incentives are concerned, selection of the beneficiaries is done by the district magistrates in a transparent manner. On an average, 15-20 beneficiaries have been identified in each district and their applications have been forwarded to the banks. Now banks have to sanction loans. The money for subsidy has already been released to the districts. We have told the banks to expedite the process so that it can move to the next stage.

Yes, very much. Tehri is being developed as a lake destination. Nainital is a successful example of a lake city and Tehri has huge potential. We are investing in a big manner in the development of a particular area. Auli is another destination where we are investing heavily. We are also focusing on Munsyari and Dharchula, though things are still in the initial phase.

The state government has declared the scheme of 13 districts as 13 destinations. That is to bolster the economic activity so that each district should contribute towards the development and promotion of tourism. We are developing a detailed project with respect to that. Each district magistrate has been given Rs 50 lakh for initial consultancy and they can ask more if required.

In the Investors’ Summit also we are not focusing on having hotels and resorts everywhere but we are actually seeking participation of private stakeholders for their investment in creating infrastructure. These could be some new PPP models, creation of ropeways or transportation activities. These ancillary activities will help in sharing the responsibilities and will also help in earning reasonable returns on the investment.

The Uttarakhand government is all set to revolutionise tourism with the launch of India’s first-ever Himalayan AirSafari using compact, agile aircraft known as gyrocopters. The first gyrocopter trial flight was successfully completed at Bairagi Camp, Haridwar on Saturday.

The Uttarakhand Tourism Development Board, in collaboration with Rajas Aerosports and Adventures Pvt Ltd, is introducing gyrocopters as a novel way to explore its stunning landscapes.

Additional chief executive officer of the board Colonel Ashwini Pundir, who was part of the trial flight, said the Himalayan Air Safari scheme using gyrocopter will be launched soon. As part of the scheme, tourists will fly from one place to another in a gyrocopter enjoying the natural beauty of the Himalayan peaks and rivers.

Pundir said Uttarakhand Tourism is committed to providing safe and unique options to tourists to explore the state’s beauty. He added that state-of-the-art gyrocopters from Germany have been procured and the operations will initially be led by expertly trained German pilots. Plans are underway to develop specialised airstrips across various scenic locales in collaboration with the Civil Aviation Department and district authorities.

According to a statement issued by the state tourism department, this venture is more than just a scenic tour as it is a bridge connecting tourists to the lesser-known, remote jewels of Uttarakhand. “It offers a unique opportunity to explore hidden destinations, all within a short, exhilarating gyrocopter ride. Get ready to experience the Himalayas like never before – from the skies,” it said.

Under the innovative Himalayan Air Safari scheme, part of the Breakfast Tourism initiative started by the department, tourists will soar across the skies, enjoying aerial views of the majestic Himalayan ranges and serene rivers, transitioning smoothly from one exotic location to another.

Talking to The Indian Express , Sachin Kurve, the Secretary of Tourism and CEO of Uttarakhand Tourism Development Board, highlighted the innovative idea of “breakfast tourism”. The concept aims to provide tourists with the opportunity to explore lesser-known, picturesque locations in Uttarakhand while enjoying a peaceful breakfast surrounded by nature. The intention is to cater to travellers with limited time, offering them a chance to experience the region’s beauty within a short duration.

The board is planning to actively implement the ‘breakfast tourism’ initiative by organising helicopter rides from the George Everest Estate. Gyrocopters can also be used for these rides that will transport visitors to serene spots like Dayara Bugyal, where they can relish a tranquil breakfast amid breathtaking natural scenery. The entire trip is envisioned to be efficiently structured, allowing tourists to enjoy the unique experience and return within three to four hours.
