A water bottle is an essential travel item, but finding the best one—in other words, one that doesn't leak and isn't heavy or fragile—can be challenging. We researched the best water bottles on the market and came up with a list of 26 to put to the test in our New York City testing lab. Travel editors tested the bottles for portability, insulation, durability, drinkability, and overall value by filling up the water bottles, dropping them onto the lab's concrete floor, and taking temperature readings. We then averaged scores for each category to give you the best travel water bottles for any trip or situation.

Our testers liked a lot about the Takeya Actives Spout Insulated Stainless Steel Water Bottle, particularly its drinkability, durability, insulation, and overall value. The superb drinkability ratings start with the bottle's Actives Spout lid, which maximizes water flow without the likelihood of spilling it all over your face a la other brands' wide-mouth bottles. "This is really a perfect cap," one tester said of the lid. "Just the right size so that you can get as much water as you want without spilling and can get a perfect flow of water from it."

The bottle held up well in the shake and durability tests but surprisingly had some leaks after walking around with it in a bag. It was also slightly heavier than some of the other bottles we tested. But where this bottle also stood out compared to others was its insulation. Our original temperature reading put the water temperature at about 55 degrees. At three hours, the temperature dropped to 47.5 degrees thanks to the ice in the bottle. And by six hours, the temperature had only risen to about 50 degrees.

Testers also enjoyed some unique features of this bottle, like the removable rubber anti-skid coaster at its base, the hinge-lock, which keeps the cap out of your way while drinking, and its style. "This is a great water bottle for everyday use," a tester concluded. "But because of the smaller cap and ease of drinking while being in motion, plus its durability, I also think it would be good for someone who is very active."

The coolest thing about this water bottle? It comes with two lids—a chug lid and a straw lid. Both lids are leakproof—clutch for travel—and both passed the drop tests without cracking. We also liked that it was one of the few water bottles to fit in all cup holders and that it has a carrying handle, though we'd like to see that handle have the ability to fold down.

The vacuum insulation claims to keep liquids cold for up to 24 hours or hot for up to 12. After six hours, the temperature of the ice water we put in the bottle only increased from about 51 degrees to just under 55 degrees. The only real drawback we saw with this bottle was the bottle itself did dent when we dropped it. But the straw didn't open, and no leaks started.

The MIRA bottle has a good grip and a cap that stayed intact during the drop tests, and it's a good carrying size. It also did an excellent job of keeping water cold, only increasing from 54.5 degrees to just over 58 degrees over a span of six hours.

Be careful if you go with the MIRA, as many dents formed during the drop tests. "It's now wobbly and doesn't stand perfectly straight and balanced anymore," one tester noted after the drop tests. Still, if you're looking for a basic bottle that won't hurt to lose, this one is a good value that keeps water cold and is nice to drink from.

This bottle has a silicone mouthpiece that our testers liked. "The water tasted great and pure," one tester noted. "The button to open the lid is nice and convenient, as is the handle on top." Our testers had one issue with this bottle: It dented fairly easily, and the seal was compromised when it landed on the lid during the drop tests. But, overall, our testers liked this bottle quite a bit.

The Standard Mouth Flex Cap bottle has quickly become one of our favorites in the Hydro Flask line.

Our testers also liked the Standard Mouth Flex Cap bottle for many reasons, including its textured finish for boosted grip, its superior seal that didn't allow any leaking, and the actual flex cap, which has a loop that pivots and moves with you as you walk. "The size of the bottle fits perfectly into a backpack holder and fits securely in there without feeling top heavy, so it'll fall out. It also fits well into a car cup holder," a tester reported.

Two downsides dropped the overall scoring of this bottle. The temperature increased almost 8 degrees over six hours (although it stayed remarkably stable for three hours). And it dented easily. "A couple more falls could have likely broken the bottom rim and made the bottle unusable," a tester noted. "The lid and cap, however, stayed intact."

When we see a YETI product, we know two things are likely to be true about it. First, it's going to be expensive. Second, it's going to be excellent quality. The Rambler bottle isn't that much more costly than others on this list. But it is of top-shelf quality, and if you don't tend to lose water bottles, it is definitely worth the higher price.

"A delight to drink from," one tester succinctly described the Rambler. "The mouth opening was a great size, and the water tasted terrific and cold."

The Rambler comes with a chug cap, and if you get a smaller size (it comes in five sizes, up to 64 ounces), it's likely to fit easily into a backpack pocket or car cup holder. The temperature only increased by about 2 degrees over six hours. And, because it's YETI, there were basically no dents or scuffs during the drop tests. Like the Hydro Flask, the YETI Rambler has edged its way into our water bottle rotation with our Nalgene, and we're good with it.

Kleen Kanteen TKWide : We liked drinking from this bottle and didn't have any issues with leaking, but it became uncomfortably heavy when filled, especially considering the handle is made of a sturdy metal without rubber.

S'well Stainless Steel Water Bottle : Our testers liked the shape of this bottle and the fact that it easily fits in a cup holder. It's not as durable as we'd like, and after being dented a few times, it wouldn't stand up straight.

Que The Collapsible Bottle : The unique design of the Que bottle played well with our testers. The main drawbacks they found were it had very little insulating capability and that the rubber material tended to pick up dust and hair.

W&P Porter Glass Water Bottle : This pick has a good-sized mouth opening and keeps the water inside tasting pure due to its glass construction. This also means it is more fragile than bottles made of other materials.

Iron Flask Sports Water Bottle : Multiple lids provide a comfortable drinking experience, and the seal was not perfect but still solid. We took points away after the drop test, which resulted in several dents and damaged the cap to the point of causing leakage.

We selected products based on internet research and the expertise of travel writers, editors, and our lab testing team. Internet research included examining what other prominent media sites have featured and highest-rated products on sites like Amazon and REI. Individual expertise came from the experience of TripSavvy's editors and writers and the water bottles we've used over the years.

Once we selected an initial list of products, we narrowed it down to the 26 tested above based on price points, intended uses, features, and styles. We wanted to provide a diverse list of products to fit as many different types of consumers, travelers, and outdoor-focused individuals as possible.

We tested water bottles for drinkability, seal, portability, insulation, durability, and value. Each bottle was rated on a five-point scale for each category. We averaged each score to create an overall score for each bottle.

First, we filled each bottle with ice a quarter of the way. Then we filled the rest with cold water from the water machine in our testing lab. An initial temperature reading was taken. Testers took temperature readings three and six hours after the initial reading. For drinkability, testers took drinks from the bottles while standing still and walking, noting any spills or splashes.

We tested the seal by shaking the bottles, holding them upside down for one minute, tossing them in backpacks, and carrying them around for five minutes. Testers rated portability based on the bottles' grip, carrying handles, and how well they fit in cup holders and backpack carrying pockets.

Every traveler knows the harrowing moment when you reach into a toiletry bag and feel the leakage from toiletry bottles that failed to do their job. To help you avoid the frustration of cleaning up potentially expensive liquids on your next trip, we lab-tested 14 sets of toiletry bottles to uncover the best, most leak-proof options for hassle-free travel. 

After we filled up each container with shampoo, lotion, and micellar water, we squeezed, shook, tossed, and dropped the bottles to see which ones prevailed, and which (quite literally) cracked under the pressure. At one point, it looked like the Bellagio fountain show in our lab with micellar water shooting every which way out of a tube. While we don’t recommend that particular bottle, we discovered six other sets that stood up against our rigorous (but very effective) testing methods.

The lid on one of the small jars broke when we tossed the containers onto the ground.

For short or long trips and everything in between, the Morfone travel bottle set comes with all of the containers you’ll ever need. The 16-piece kit includes silicone bottles, plastic spray bottles, screw-top jars, a funnel, mini spatulas, and a scrub brush for cleaning but, of course, you can easily mix and match the containers to fit your exact needs. Not all of the bottles are the same size with 1- to 3-ounce capacities for storing as much or little product as desired, and all of the bottles have removable lids and wide openings for pouring liquids in or cleaning them out. Plus if you need some help getting liquids into the bottle or extracting the last drops, the mini funnel and spatulas are extremely helpful extras.

When it comes to durability, most of the bottles had no spillage with some rough handling except for one of the plastic jars where the lid did break off. Still, we brought these bottles in carry-on luggage as well as checked bags during our six months of tests and were impressed by their overall quality and the variety in bottle size.

Matador’s toiletry bottles are the ultimate space-saving containers thanks to the fabric pouch design that can lie nearly flat after being filled with liquids. Our favorite part of these 3-ounce pouches is the snap hook at the end of the bag to attach to a backpack or bag . We also loved that the hooks double as labels that can be written on with a permanent marker to quickly identify the contents of each bag.

While we had a bit of trouble getting thicker creams into the bottom of the rectangular-shaped pouch, it was effortless to fill the smaller opening with watery liquids like shampoo. After beating up the bags a bit, there weren’t any spills, ruptures, or breakage so we feel confident that these rugged toiletry pouches have a long life ahead.

One of the best parts of testing a variety of toiletry bottles is discovering that the least expensive set can still rival a pricier alternative. This 11-piece kit has spray, pump, and screw-top bottles so you can fill each one with various liquids or use the two jars for jewelry and medication. The clear bottles are ideal for being able to see how much product is in each container and when it needs to be refilled. 

We had no issues filling each container with micellar water and shampoo but we had a bit of trouble getting the thicker lotion to filter through the funnel. However, once everything was filled up, these budget-friendly bottles stood up against our drops and tosses without even the tiniest droplet escaping. All of the bottles are 1.3 ounces so we wish there was a bit more variety in the capacities but, considering this set is under $1 per bottle, we’re plenty satisfied with the durable and easy-to-use selection.

Best Large Capacity

During a two-week trip, the provided stick-on labels came off of the bottles.

For longer trips, you may want some toiletry bottles that can hold the maximum capacity to be TSA-approved so we recommend these hefty 3-ounce ones. The four silicone tubes come with handy label stickers and a zippered case that fits all of the containers for excellent organization. With the wide-mouth openings, it was a breeze to fill up each bottle with shampoo, micellar water, and thick lotion. You can even see all the way inside the bottle when the lid is off which makes filling it up and cleaning it out even easier.

We put quite a bit of pressure on these easy-squeeze bottles and we’re happy to report that, even when filled to the brim, the contents remained in the bottles without any spillage. After six months of regularly using these bottles on weekend and long-term trips , we never suffered any spills and found the bottles to hold plenty of product.

It’s difficult to get all of the product out of the bottle when it’s low and it can be hard to clean the bottles after they've been emptied.

The color palette of this set of four toiletry bottles is one of the prettiest and most helpful of all the toiletry bottles we tried. Each silicone tube is a different shade so it’s easy to designate a specific color to a liquid and tell them apart; and, after six months of use, we loved that we didn't have to worry about missing labels. (There are also additional sets with more colors so you're not limited to just four different hues.) The 3-ounce capacity is ideal for bringing plenty of shampoo, conditioner, or other liquids on both short and long trips, and the squishy silicone material makes it easy to dispense from the no-drip valve.

We did find it a little difficult to squeeze out the remaining product when the bottle was almost empty but that was our only slight issue. However, we’re big fans of the wide-top opening for loading up any product into the tube and cleaning it out after a trip. Best of all, the tubes didn’t leak at all after rough handling, and they’re easy to pack in the included zippered bag.

Other Toiletry Bottles We Liked

While the containers below didn’t leak badly, the biggest issue we had with these still-high-scoring toiletry bottles is that their quality felt a bit lower than our top performers. 

Cosywell Travel Containers : These ultra-compact screw-top containers are ideal for thicker products like gel or creams but the micellar water leaked ever so slightly, and we wish the set came with a few other bottle types for variety.

Kitsch Travel Bottles : Designed for saving space and lying flat, these baggie-style containers are super easy to fill with product but the quality feels a bit flimsy and we worried that the bags could break open if too much pressure was applied while traveling.

We do some pretty serious testing in our New York City lab when it comes to determining the best of the best travel products and this toiletry bottle test was no exception. For this test, we poured travel essentials like shampoo, micellar water, and lotion into the toiletry bottles, tubes, and capsules to see how easy it was to fill each one up. Then, we squeezed, dropped, tossed, and shook the containers to simulate the rough handling and pressure when you travel by air, car, train, or even on foot with toiletry bottles. Did shampoo explode from one bottle and shoot several feet in the air? Maybe. But don’t worry, we didn’t recommend that one. 

After some rigorous (and occasionally messy) lab testing, we brought each set of toiletry bottles out on real trips to utilize over a six-month period. The most important thing to look for in a toiletry bottle is that it performs as expected which means all of the liquid remains sealed in the container. It’s hard to tell whether or not toiletry bottles are leak-proof until you travel with them so it’s important to read reviews and seal the bottles as tightly as you can before you pack them away for a trip. 

Know the types of bottles 

It’s amazing how many types of miniature containers there are for travel these days so it can be helpful to know which type of bottle you need depending on which products you’ll bring. There are silicone squeeze bottles that are ideal for shampoo or conditioner but if you’re packing any type of spray product, you’ll want a hard plastic bottle that comes with a spray cap. For pills, vitamins, or even jewelry, a capsule or container with a screw lid are a great option for storing smaller items. For face wash or lotion, a hard plastic bottle with a lockable pump lid can be helpful.

Consider the capacity 

The TSA restricts carry-on liquids to 3.4-ounce containers so if you’re planning to only carry a bag into the cabin, you need bottles at or below the size limits. Smaller 1- or 2-ounce containers can be easier to pack but that means you’ll have less product to work with so be sure to pack accordingly depending on the length of your trip and the amount of product you think you’ll need.

For carrying liquids onto a plane, the TSA requires all containers to be at or under the 3.4-ounce size limitations. Toiletry bags that are packed in your checked luggage are not required to follow this rule, or the liquids sizing rule.

Are silicone or plastic toiletry bottles better?

In general, silicone toiletry bottles are more durable than hard plastic bottles, as they aren’t prone to cracking or breaking like harder plastic materials. However, when it comes to leaking, both can have the potential to expel liquids so it depends on the quality of each product. 

How do I clean toiletry bottles?

Cleaning out toiletry bottles can be extremely difficult depending on the style of the container. Bottles with wide mouths can be easily rinsed out and dried but other bottles with smaller necks or no cap can make it difficult to switch products. Just this past month we put more than 35 new and old favorites to the test so we could find out which retained temperature the best, leaked the least, could stand up to drops and were easy to use and clean. We also sent several samples of each water bottle home with consumers to see how they held up in real life.

If you're considering purchasing Owala's FreeSip water bottle, here's everything you need to know, based on our testing and my real-life experience.

What's so good about Owala water bottles?

My absolute favorite thing about the Owala is that you can drink out of the spout like it's a straw or you can tilt it upwards to take bigger gulps. I'm not a fan of water bottles with straws (they require so much work to drink out of and clean!) but this one is a game changer.

It requires barely any effort to drink out of; all you have to do is purse your lips a little around the spout and use the smallest amount of pressure to get a full, smooth drink of water. It's almost as if the spout is customized to the shape of your individual lip — some might even say it's like a pillow for your bottom lip to rest on. One tester thought that it would be too flat to get a good grip on, but said "it was so seamless to use."

In addition to being a joy to drink out of, the Owala is slim and comfortable to hold. While its base is round and can fit into standard cup holders, the sides are flat so you can get a better grip. The lid snaps close and opens quickly and easily with the push of a button. The carrying handle offers a nice touch, too; it folds down into the cap when not in use. All these features make it perfect for travel.

Lastly, let's not forget about all the fun color options. There's one for everyone whether you're looking for one that'll stand out or blend in . One tester specifically commented on how she loved the appearance and colors of the FreeSip. "I like how pretty it looked to carry, like an accessory," she said.

Another fun feature that GH Lab Analyst Eva Bleyer pointed out is the straw is colored so it makes it easy to know which water bottle it belongs to if you have a bunch at home.

What to know before buying an Owala water bottle

  • Owala recommends you hand wash the FreeSip, but I will say that I put mine in the dishwasher and you'd never know the difference.
  • There's a silicone tab in the lid that needs to be removed for cleaning. If you're anything like me, you might forget to put it back on and you'll wonder why your Owala is leaking. But I only made that mistake once!
  • The lid benefits from being washed with a bottle brush to get into all the little crevices.
  • The 24-ounce size might seem small for people who are trying to load up on water. If you're looking for something bigger, you can get the 32-ounce or 40-ounce, but they're wider and don't fit in average sized cup holders.

How we tested

In the Lab, we tested the Owala alongside more than 35 water bottles .

In our tests, the Owala FreeSip did an excellent job at retaining temperature when we tested it with cold water. After one day, the water temperature only increased 13º, while some of the lesser performing water bottles increased more than 20º. For comparison, the best performing water bottles increased only 6º.

The Owala FreeSip was amongst the best when it came to leaking. It didn't leak or spill in any of our three tests. The seal held its ground when it was knocked over, shaken and slid around.

Testers really enjoyed using the Owala at home. All five mentioned that they were surprised by how much they liked the drink spout and carrying it around. Two of us used it while traveling, and one said she wishes she remembered to bring it with her because she liked how easily it would have fit on the side of her backpack. (I can confirm that feature is a nice touch!) I also personally like how the drink spout is fully covered, which allows me to worry about germs a little less on the plane and when moving about.

Do Owala water bottles dent easily?

Unfortunately, the Owala water bottle did not stand up to our drop test. It dented a little on the bottom and leaked after being dropped three times from a height of three feet. It did not break, however, unlike some of the other water bottles we tested.

Are Owala water bottles safe?

After the news about Stanley cups containing lead in their base went viral, many people wondered if Owala bottles are safe. Owala claims that their water bottles do not contain lead . The base is made of stainless steel and the lid and straw are made of plastic.

Is the brand called "Owala" because you look like a koala when you drink out of the bottles?

This theory we learned about on TikTok made us giggle. When we reached out to Owala for comment, they said: " We’ll keep that close to the vest, but we sure love hearing everyone’s theories!"

Should I get an Owala?

In our opinion, yes — they're worth the money. I love mine and so did our testers, who were pleasantly surprised when they started using theirs and now continue to do so often.

Stefani Sassos , our Nutrition and Wellness Lab director, says she particularly likes bringing the Owala to the gym with her. She says: "I love the carrying loop and being able to put it on the exercise bike during a ride; it fits perfectly in the slot."

Meanwhile, a travel fan has told how she found the perfect bag that fits under the seat for her Ryanair flight for just €6 at Dealz.

TikTok user  Mary Kate  took to the platform to share what she calls the “best €6 ever spent”.

In a caption inserted into the video, she wrote: “Listen up for the people who love getting ten euro little city break flights but then get stuck paying €80 add on for luggage."

She begins the video by saying she is going away tomorrow on a €10 flight, noting that she decided this time she wasn’t going to bring a suitcase, she’s opting for carry-on luggage.

She explains that all week she had been searching for a similar bag to the viral one sold on  Amazon , noting that she bought a gym bag but it was “way too big”.

Mary Kate explains that she went to  TikTok , searched “under the seat bag” and found a video from around six months ago speaking about this bag from Dealz.

Convinced Dealz was not going to have it, she went for a look and amazingly they did – and it only came into the store that day.

She shows the bag folded up, inserting a caption that reads: “6 euro!! Forget about the Amazon bag go to Dealz”.

The bag has  Ryanair  measurements to ensure it won’t be an issue at the gate, and Mary Kate says it's “huge”.

Opening the bag up it’s definitely enough to fit all your necessities in before embarking on your city break.

Viewers took to the comments to share their opinions, with many speaking from experience.

One person spoke about the bag from Decathlon costing just €8, saying “the amount of stuff I can fit in it is unbelievable”.

Others shared a warning to Mary Kate about the quality, with one person saying: “Ah our straps on these snapped as we literally stepped into the airport!

Someone else replied to that comment by saying: “same with ours”.

Another person said: “girl those bags from Dealz break so easy”.

One person shared an anecdote in a warning to Mary Kate, saying: “Don’t over pack it! Me and my friends got that one last year going on holidays and the straps broke and the bag burst”.

Others took to the comments to say they were going to take a trip to Dealz after seeing this video, with one person saying: “Thank you for your service. I’m off to Dealz tomorrow."

Ukraine’s Incursion Into Russia Flips the Script on Putin

The reality of 130,000 displaced Russians and a chaotic official response may begin to puncture the official line that Russia is steadily heading toward victory.

Families fleeing invading Ukrainian troops sought shelter from strangers. Russian parents feared that their children might be sent into battle for the first time.

And in a televised crisis meeting on Monday, President Vladimir V. Putin of Russia flipped through a white legal pad, reading aloud from handwritten notes, suggesting that his aides did not have the time to type up a speech for him as they usually do.

Ukraine’s surprise incursion into a sliver of Russia’s Kursk region last week has notshifted the overall course of the war, but it has already struck a blow well beyond the few hundred square miles of Russia that Ukraine now controls: It has thrust a Russian government and society that had largely adapted to war into a new phase of improvisation and uncertainty.

Mr. Putin has said nothing about the incursion since meeting with security and regional officials, a tense gathering in which the president at one point berated the Kursk governor for revealing the depth and breadth of Ukraine’s advance into Russia. Near the border, where, the authorities say, more than 130,000 people have fled or been evacuated, regional officials appeared unprepared for the crisis — prompting grass-roots aid initiatives to jump in.

To opposition-minded politicians, including some of the few remaining inside Russia, Ukraine’s incursion has offered a rare chance to puncture the Kremlin’s narrative that Russia is steadily heading toward victory — even if it was far from certain that Russians would blame Mr. Putin for their ills. One opposition figure, Lev Shlosberg, in the western city of Pskov, compared the state of Russian society to magma gathering beneath a volcano in which it was unclear when or how it would burst to the surface.

“Current events are, of course, intensifying the crisis,” Mr. Shlosberg said in a phone interview. “But we don’t know where and how this energy of dissatisfaction will go.”

In the city of Kursk, about 50 miles from the border where Ukraine invaded, the politician Yekaterina S. Duntsova described meeting people at a shelter who were so disoriented by having to flee that “they hope that this is all some kind of dream.”

Ms. Duntsova, in a phone interview, said one woman told her she had been at the shelter in a university dormitory since “the first day of the war.” It turned out she was referring to the start of Ukraine’s incursion last week.

“So what was happening before then?” Ms. Duntsova recalled replying. “Before then,” the woman told her,” we were living our lives.”

Ms. Duntsova, a journalist, tried to run against Mr. Putin in Russia’s presidential elections this year on an antiwar platform, but was barred from the ballot . Now, she is spearheading a volunteer effort to aid displaced Kursk residents while warning that the embarrassment of Ukraine’s incursion cannot be expected to lead to political change in Russia because few people would dare to speak out.

“Silence is salvation,” she said, shortly after an air raid siren wailed in the background. “We live according to Orwell.”

To Russians opposed to the war, helping people who are fleeing the fighting has become one way to feel as if they are taking action without risking arrest. Some posted on the social messaging app Telegram offering their homes to the displaced. In the city of Oryol, about 80 miles north of Kursk, a tailor named Anastasia, 36, said she had helped find housing for two families.

“When you live in a nightmare, it’s really important to see that there are also people around you who are helping,” said Anastasia, who asked that her last name be withheld for her safety. “It helps you not to go crazy.”

Still, there were signs of public jitters stemming from uncertainty over the involvement of young conscripts in the fighting. Since the start of the war, Mr. Putin has pledged that conscripts — Russian men as young as 18 are required to serve in the military for a year — would not be sent into the Ukraine war zone. But battles on Russian territory could be a different matter, and an exiled Russian investigative news outlet, Important Stories, reported on Wednesday that it had identified 22 conscripted soldiers who had gone missing in Kursk.

Conscripts in Kursk who had retreated from the border after Ukraine’s attack were now being “sent to the defense of Kursk again,” said Grigory Sverdlin, the head of an organization that helps Russians seeking to avoid military service. He said his group, Idite Lesom (Get Lost), had received more than 20 appeals for help from conscripts or their relatives.

The use of conscripts is especially sensitive for Mr. Putin because their families could form a potent antiwar force, as they did during the Soviet Union’s war in Afghanistan in the 1980s and Russia’s war in Chechnya in the 1990s. In Ukraine, by contrast, Russia’s force has mainly been made up of well-paid contract soldiers whose families receive large payments if the men die, as well as prisoners who have been promised freedom if they survive.

Beyond the potential involvement of conscripts, analysts predicted that the effort to drive Ukrainian troops out of Kursk could eventually hinder Russia’s offensive in eastern Ukraine. Ruslan Pukhov, the director of the security research group CAST based in Moscow, said the need to shift some of Russia’s invasion force to Kursk could, in turn, threaten Russia’s strategy of a slow-moving advance across the front line in Ukraine.

“The first days of the Ukrainian operation in the Kursk region should be assessed as very successful, although its ultimate goals remain unclear,” Mr. Pukhov said. “In moral terms, the Russian Federation has taken a powerful blow.”

Russia retains an advantage in the war in terms of personnel and domestic resources, but Ukraine’s incursion underlined Kyiv’s ability to use its nimble forces and Western weaponry to steal some of Russia’s initiative. In the televised meeting on Monday, Mr. Putin blamed the West for “fighting us with the hands of the Ukrainians,” repeating his frequent depiction of the war, which he started with a full-fledged invasion, as a proxy campaign against Russia by the West.

State television has continued to play down the crisis, treating it as a natural disaster or a terrorist attack. Russian forces are “driving the enemy out of our land,” the anchor on the prime-time newscast on Channel One intoned on Tuesday, adding that “the main task now is to help civilian victims.”

But on Telegram, popular pro-war bloggers have criticized Russian officials for hiding the scale of the problem. One noted dryly that despite the Russian Defense Ministry’s regular reports claiming hundreds of “destroyed” Ukrainian soldiers, “the enemy reported to be killed is, nevertheless, continuing to capture our territories.”

Amid the mixed messages from war supporters on television and online, analysts predicted that members of the Russian public could respond either by rallying around the flag over the shock of the incursion or by criticizing the state for failing to protect them.

Aleksei Minyailo, an opposition activist based in Moscow who studies Russian public opinion, said that previous Ukrainian attacks on Russia’s border regions had done more to harden pro-war opinions. But this time, he added, the sense of confusion in the wake of the Kursk incursion could cut into the Kremlin’s message that “everything is going well; we are winning.”

“This screw-up very much breaks this propaganda narrative,” said Mr. Minyailo, the co-founder of a research project, Chronicles, which has been polling Russians in recent months.

Mr. Putin has been mum on how he plans to respond, other than declaring in his meeting on Monday that re-establishing control of the Kursk region was a priority. Some in Russia said they expected Mr. Putin to strike back in some unexpected form of his own, further escalating the violence of the war.

“A red line that seemed to be untouchable has been erased,” Mr. Shlosberg, the opposition politician, said, referring to Ukraine’s foray into Russian territory. “Now Putin has a chance, a reason, to think about what line he should cross.”
