The Peru tourist visa is usually multiple entry, allowing for a maximum 183-day stay within a one-year period. Peru tourist visas not used within the 6-month validity period will be deemed null and void.

Peru Tourist Visa Requirements

Foreign nationals applying for a Peru tourist visa should meet the following requirements:

A machine-readable passport valid for at least 6 months from the date of entry into Peru.

Peru Tourist Visa 2024: What You Need To Know

2024 Updated information about how to get your Peru tourist visa, which nationalities require a visa and everything you need to know to visit Peru as a tourist.

Getting a Peru tourist visa has never been easier. Most countries (excluding only a handful of Asian countries) don’t require a visa. Or, at least, the visa is issued upon arrival to the country, be it by air, land, or water. There are no vaccination requirements, just the suggestion of the yellow fever vaccination, particularly when travelers are planning to visit the jungle regions. Even if you don’t get it before entry, it can be found and administered at almost any pharmacy. Entering Peru

To enter Peru you must have six months of passport validity remaining at the time of entry, and at least one page for your entry stamp (and, in turn, space for your exit stamp). You may also be required to show proof of return/onward travel- a plane ticket or your Peru Hop ticket if it passes over the border to Bolivia. A normal tourist visa will last for anywhere between 30 and 183 days, and depends a lot on the person who issues it. This can be extended with a visit to migrations, with a limit of 183 days in total from when you first entered the country. This 183 days is valid for 1 calendar year and cannot be extended after this time. If you overstay your visa you will be required to pay a fine of $1.50 per day, for every day you overstay. This must be paid in cash on exit. Ensure that you have the correct money as you leave, or you could find yourself having problems. There is a limit of $30,000 USD for entry and exit. Anything higher that $10,000 USD must be declared. If your entry is refused for whatever reason, airlines are obliged to return you to your point of origin.

Exiting Peru

If you do not have an entry record, you will not be allowed to exit the country until immigration authorities officially confirm the time and place of your entry. This is a long, expensive process and best avoided. Be sure that you have a correct entry record. This is particularly important at remote border crossings, where the proper officials may not be present.

Stolen or lost passports must be reported to the police immediately. You must keep a record of this report and apply for a new passport at your local embassy, and you must have the replacement before leaving the country.

In order to enter Peru you must have evidence to show that you will be leaving it. This evidence can come in the form of an air ticket, or even using one of Peru Hop’s tickets that pass over the border into Bolivia if you plan to continue your travels in South America. Travel with Minors: Regardless of nationality, all children who are traveling with both birth parents are required to have a valid passport and the necessary visa or citizenship of the country where they are traveling. Peruvian immigration procedures are complex for minors traveling without one or both parents/legal guardians.

Foreign nationals who wish to enter and/or leave Peruvian territory must present the following:

Citizens of U.S., Canada, United Kingdom of Great Britain and Ireland, and Australia, do not need a Peruvian tourist visa. However, they do need to apply for a business visa to be legally able to enter into contracts or agreements.

They need a passport legitimately issued by a country with a minimum validity of six months from the date of entry into the country.

The maximum length of stay that the authorities grant is 90 days, which cannot be extended.

A travel document or Laissez Passer legitimately issued by a country or relating to international treaties and conventions to which Peru is a signatory, for humanitarian reasons.

A valid letter of safe-conduct, legitimately issued by a country and only in exceptional cases as established in international treaties and conventions to which Peru is a signatory, or when approved by the country that issued the letter of safe-conduct, provided that the conditions have been recognized and accepted by the Peruvian authorities. A valid travel document issued by the Peruvian Immigration Department is also valid.

A travel document for refugees and asylum seekers issued by Peru or another country within the framework of the international treaties and conventions to which Peru is a signatory.

Other valid travel documents, conforming to international treaties and conventions to which Peru is a signatory and which regulate and define the circumstances in which they will apply.

It depends on their nationality. US Green Card holders whose country of nationality is from non-visa-exempt countries must apply for a visa for Peru before traveling. You can easily apply at the nearest Peru Embassy . 

Peru visa requirements for US Green Card holders

When applying for a Peru visa for US citizens, ensure you have the following documents:

Application form: You must submit the correctly filled-out Peru visa application form . 

Passport: The passport must be valid for at least 6 months from arriving in Peru.

Passport-size photograph: One passport-size colored photograph with a white background. 

Proof of residence: Demonstrate your legal and permanent residence in the United States by presenting a Valid Green Card. 

Round trip ticket to Peru : It can be a ticket, an electronic ticket, or a reservation.  

Hotel reservation: You must provide the details of your hotel reservation. Suppose you will stay at the home of a family member or friend. In that case, you must present the original copy of the Letter of Invitation (which must necessarily be legalized by the Ministry of Foreign Affairs of Peru). 

Proof of financial solvency: You must present the last 3 months' original bank account statements. 

Police Background Check : Make sure that it is issued in the jurisdiction of the Consulate where you are applying.

Proof of residence in the Consulate ’s jurisdiction : It is to ensure that you only apply at the Consulate that overlooks your region. The proof can be a driver's license or ID, etc.

The Peru visa fee for US citizens is $ 30 . Note that the visa fees can be paid at most of the Embassies or Consulate s in cash only.

Peru visa application process for US Green card holders

The entire Peru visa application process is offline. You must submit the required documents and visa fees in person at the nearest Peru Embassy . 

Here’s how the process works:

• Three recent coloured, passport-size photographs (4.3 X 3.5 cm) with white background. The face size should cover between 70% - 80% of the photograph.
• Cover letter duly signed by the applicant.
• If employed, the applicant must present a non-objection certificate furnished by the employer, indicating the date they joined the organization, as well as the purpose and the time of their stay in Peru.
• Round-trip flight itinerary to Peru.
• Day-by-day detailed activities while in Peru.
• Hotel reservation(s) in Peru.
• Proof of financial solvency, e.g. bank statements, fixed deposits. These are required even if the trip is sponsored.
• Personal Income Tax Return (ITR) of Form 16 (1 year), if applicable.
• Sponsor in Peru or India should present a guarantee letter attesting that he or she will be responsible to bear some or all costs of boarding and lodging of the applicant, or repatriation, if needed.
• Valid identification document of the sponsor, e.g. Peruvian DNI, Aadhar card, Passport or any other valid national identification document.
• Proof of financial solvency of the sponsor, e.g. bank statements, fixed deposit.
• In addition to the abovementioned documents, nationals of Bangladesh, Nepal and Sri Lanka are required to furnish a police clearance certificate.
• Visa applications may ONLY be submitted and processed at the Embassy of Peru in New Delhi. The Embassy accepts submissions of documents at its premises by the applicants themselves, except in the case of minors. Any exemptions to this may only be evaluated on a per case basis. The Embassy  does not charge any additional fees  beyond the official visa cost.
• Applicants may approach the Embassy premises between 10:00-12:00 hrs from Monday to Friday, except Government Holidays, as communicated by the Department of Personnel and Training ( https://dopt.gov.in / ).
• Submission of a complete visa file will be acknowledged by an email, containing a link to schedule an interview. Standalone documents sent by email or courier do not initiate the processing of a visa. Only a complete file submitted to the Embassy, acknowledged by email can be considered for the start of the visa processing time.
• The updated estimated time of tourist and business visa processing for Indian is of 7-10 working days, which are counted after the personal interview. Non-Indian nationals' applications may take around 10 additional working days to be processed.
• Once an application is submitted, the Consular Section of the Embassy of Peru reserves its right to request additional documents.
• The submission of a complete visa application and supporting documents does not guarantee automatic issuance of a visa. Each application is assessed individually by the Consular Section.
• Visas issued by the Peruvian government must be used within the first six months of being issued, otherwise they automatically expire. In this case you will be required to reapply for a visa.
• All tourist and business visas have a validity of 183 days and grant multiple entries to Peru.
• Queries related to issuance of visas are dealt through email. Please contact [email protected]  in case of any queries.
• I have a valid US, Canada, United Kingdom, Australia or Schengen visa. ¿Do I require a visa to travel to Peru? No, as long as your other visa has a validity of at least six months, even if you have not used it yet. The rules do not specify the visa category that enables this exemption (e.g. tourist, business, transit, etc.).
• ¿Do I require a transit visa to travel to Peru? No. Peru does not issue transit visas. An Indian national may transit through Peru en route to a third country so as long he or she does not leave the international area of the airport.
• I am an Indian national. ¿Can I obtain a visa on arrival to Peru? Peru does not issue visas on arrival. Instead, there is a visa exemption for Indian citizens who hold valid US, Canada, United Kingdom, Australia or Schengen visas. When exempted from a Peruvian visa in this way, there is no “visa on arrival” payment to be done at the airport, upon arrival to Peru.
• I have to submit a visa application in another Embassy. ¿Can I present my application file without my passport? No. Withdrawing part or the totality of your documents while no decision has been made regarding your visa application will render the whole process void. You will need to resubmit your complete files at a later date.
• ¿Does Peru require Indians to present a yellow fever certificate to enter its territory? Peru does not require travellers to hold a valid yellow fever certificate.
• ¿What are the sanitary restrictions that Peru has enacted to curb the spread of COVID-19? A foreigner that wants to travel to Peru needs to show proof of having completed its full cycle of vaccinations abroad, as per the guidelines of his or her country of residence. For people (of any nationality) legally residing of India, this implies showing a CoWin certificate of full vaccination (2 doses). Peru recognizes all vaccines of the Indian vaccination drive. However, legal residents of Peru, whether Peruvian or foreigner, are required to have been inoculated with three doses of a COVID vaccine, whether in Peru or abroad. If you are not vaccinated, you may still travel to Peru by showing a negative PCR test result obtained less than 48 hours before your flight. Minors younger than 12 years old only need to be asymptomatic to board a flight to Peru. • I not an Indian citizen but I reside in India. ¿Can I apply for a visa? Yes. However, the time to process your visa may be longer than usual due to additional verifications and permissions required to assess your application.
• I had a Peruvian visa but I was not allowed to enter Peru when arriving to the airport.¿ How is this possible? While a visa allows a person to travel to Peru, it is ultimately the decision of the Migratory authority at the airport whether to allow any one person to enter the country. The Embassy may not interfere with the decision taken by said authority.
• I want to work in Peru, ¿Can I apply for a visa? The Embassy requires special authorizations to process any visa type beyond tourism and business. Work visa applications are processed by the Superintendency of Migrations in Lima.
• ¿How much minimum balance do I need to have in my bank account to apply for a visa? There is no minimum balance requirement but you have to keep in mind that the issuing officer needs to be satisfied that your visit to Peru complies with the visa category description.
• ¿Can I get a visa for Peru from the Honorary Consulates in Mumbai, Kolkata, Bangalore or Chennai? No. you may only apply for a visa at the Embassy of Peru in New Delhi.

For the past two decades, every few years the regulations in Peru would change, determining if foreigners can extend their stay as a tourist in the country or not. Since August 2021, foreign tourists couldn't extend their time in Peru anymore. However, this general “no” for tourist visa extensions was softened with the implementation of new Migraciones administrative regulations on October 22, 2023, which allow foreign nationals from member countries of the Andean Community, and only these (!), to extend their stay as a tourist again and abolished with the new Foreigner Law, Decreto Legislativo 1582 on November 14, 2023.

The new Foreigner Law , Decreto Legislativo 1582 , published on November 14, 2023, states that foreign tourists can stay in Peru for 183 accumulated days in a 365-day period ; so, half a year within one year. It further describes that in case foreign tourists don't get the full 183 days, an extension can be granted until the 183 days are reached, unless international agreements or conventions determine a shorter period or don't allow extensions.

As till today (end of January 2024) the administrative regulations, called TUPA, necessary for the implementation of the new Foreigner Law still haven't been published, we don't know, which foreign nationals can extend or for which nationalities there might be restrictions or when foreigners might be able to extend or how it works. The only foreign nationals, who already now can extend their stay as a tourist, are Bolivians, Ecuadorians and Colombians, which is stated in the TUPA from October 2023.

Anyway, right now we have to wait for more official news.

Overstaying as a tourist in peru.

To understand what's going on with tourist visa extensions in Peru, first some important background information about the situation from May 2018 to March 2020 and from March 2020 to August 2021, and then the unpleasant situation since August 2021 and the new development that gives hope for the future since October 2023.

From May 15, 2018 to March 2020, when Covid hit Peru, tourists who got less than the from the 2017 foreigner law allowed 183 days in a 365-day period when entering the country could extend their tourist visa, for those you can enter Peru visa-free the "temporary authorization to enter and stay as a tourist" (which is nothing more than an entry in the Migraciones database while in Peru quick and easy online. The procedure was and still is called "Prórroga de Permanencia - PRPL". However, it seemed that the online extension process was only supposed to work for South American nationals according to bi- and multilateral agreements and Migraciones was a bit surprised to find that all nationalities, some with problems, could suddenly extend online.

Back then, the platform to extend a “tourist visa” was embedded in the Migraciones website - where you still, however unfunctional, can find it - and didn’t work properly. While some foreigners could extend without any problems, others got seemingly never-ending error messages from “no data record found”, to “information of the bank receipt not found”, to “requested extension days invalid”. If the problems were just the result of bad programming or that the system supposedly only was intended to work for some nationalities - which makes sense to me and seems plausible as the Banco de la Nacion payment code with which you paid for the extension under "prorroga permanencia" explicitly stated that this option is only for South Americans - we will never know.

Anyway, in June 2019, it got a bit more complicated - welcome to Peru. The Peruvian Ministry of Foreign Affairs quietly published an updated list showing which nationals need a "real" tourist visa issued by a Peruvian consulate before coming to Peru and which nationals can travel visa-free to Peru and for how long. With this new publication, the general rule to be allowed to stay 183 days in a 365-day period became outdated for most nationalities.

So suddenly and mostly unnoticed, next to Schengen State nationals, many other nationalities including, for example, US and Canadian nationals were only allowed to stay for up to 90 days in a 180-day period. Immigration officers increasingly applied the new regulations from the Ministry of Foreign Affairs, giving many nationalities only the for their nationality allowed 90 days upon entry, which resulted in an increasing number of visitors in need of an extension and challenging the system.

Then, in March 2020, Covid hit Peru, borders and airports were closed from one day to the other and thousands of tourists were stuck in the country for months. The Peruvian government assured all visitors that they can stay in the country, even with an expired "tourist visa" without having to fear any reprisals. As long as Peru is under the State of Emergency “tourist visa” extensions wouldn't be necessary and all overstaying fees would be waved. Additionally, visitors would get a 45-day grace period to leave the country after the State of Emergency is lifted.

Then in mid-2020, Migraciones - back then all offices were still closed - introduced a completely new online platform for Peruvians and foreigners, the Agencia Digital . Since then foreigners can for example change their immigration status (so apply for or change their residence visa), extend their residence visa, apply for different permits (such as the permit to sign contracts ), check the status of several procedures, etc. online. One menu point of the Agencia Digital is named “Prórroga de Permanencia”, so the extension of your temporary stay which technically includes the tourist visa / authorization to enter as a tourist.

However, in March 2021 the Supreme Decree 002-2021-IN , which updated and partly changed the Peruvian foreigner law ( Decreto Legislativo 1350 ) from 2017, and in July 2021 a new TUPA, which establishes new administrative regulations and procedures under the jurisdiction of the National Superintendency of Migration, was published. Both new texts lack any information regarding tourist visa extensions and only establish the rules and regulations for extending "real" temporary visas, such as a temporary student visa or the temporary work visa.

Despite still being in a State of Emergency, in mid-August 2021 Migraciones announced that - with air travel being possible for months now - the grace period for foreigners being in the country on an expired tourist visa /authorization to enter as a tourist is over. Starting August 20, 2021 foreigners who are in the country on an expired tourist visa / authorization to enter as a tourist have to pay the overstay fee of S/ 4.40 (0.1% of an UIT ) per day they overstayed when leaving.

Furthermore, it was communicated that at the moment, the "tourist visas" of those that are already in the country are not extended anymore. Those visitors only have the option of leaving Peru or applying for a temporary or permanent residency.

Visitors who entered Peru in or after August 2021 might have noticed that they only got 90 days, which - except for a few nationalities - is now the number of days most foreigners are allowed to stay in Peru on a "tourist visa". And even today nothing changed. Tourists still can NOT extend their tourist visa / authorization to enter as a tourist anymore.

Tourist visa extension in Peru from October 22 to November 13, 2023

As already explained above, since August 2021, foreign nationals, those who can travel to Peru visa-free and those who have a real tourist visa in their passport, can not extend their stay as a tourist in Peru anymore.

Upon entry all foreign tourists get up to (!) 90 days, which - except for a few nationalities - is the number of days most foreigners are allowed to stay in Peru as a tourist in a 180-day period. But even those few nationalities, who are allowed to stay longer or who have a real tourist visa allowing them to stay longer, still only get up to 90 days upon entry.

However, while the number of days foreign tourist get when they enter the country for now seems to remain at up to 90 days, on October 22, 2023, a new TUPA, a document establishing the Migraciones administrative regulations and procedures, was published.

There you find that now foreign tourists in Peru, whose home country is a member of the Andean Community, which includes Bolivia, Colombia, Ecuador, and Peru, can extend their stay as a tourist for up to 90 days if they don’t exceed the maximum allowed stay as a tourist of 180 days per year.

If you prefer to read the administrative procedure for the so-called "Prorroga de Permanencia de Turista por Estatuto Migratorio Andino" yourself check out the new TUPA . You find the information on page 235, which is page 238 of the PDF document.

At the moment it’s not clear how the extension works. It's as well unknown if there could be already plans allowing other foreign nationals to extend their stay as a tourist as well (or if there is a glitch in the system as we had from 2018 to 2020 making it possible that everyone, some with problems, could extend).

So, as of today, officially tourist visa extensions are only possible for foreigners from Bolivia, Colombia, and Ecuador . According to the current regulations, other foreign tourists still cannot extend their stay .

On November 14, 2023, a new Foreigner Law, Decreto Legislativo 1582 , was published, stating that foreign tourists can stay in Peru for 183 accumulated days in a 365-day period; so, half a year within one year. It further describes that in case foreign tourists don't get the full 183 days, an extension can be granted, unless international agreements or conventions determine a shorter period or don't allow extensions.

If your allowed time as a tourist in Peru is up, you either have to apply for a temporary or resident visa or leave the country. If you, however, decide to overstay, since January 1, 2024, a fine of S/ 5.15 (0.1% of an UIT) per overstayed day in 2024 (S/ 4.95 per overstayed day in 2023) has to be paid when leaving the country.

The Peruvian visitoror permit is an endorsement that lets individuals enter the country to visitor their family members or friends living in the country. It is also a part of the Peru tourist permit. Citizens from a number of countries can actually enter Peru without a visa. However, as India is not among them, a Peru visitor visa for Indian citizens is a mandatory requirement. 

If you possess a valid multiple-entry permit from Australia, Canada, Schengen/EU, UK, or the US, you will be able to enter Peru without a Peruvian visitoror visa, for a stay of up to 180 days in a 1-year period. The application for Peru visitor visa for Indians is an entirely offline process. You can either do it by yourself, or you can use the services of a visa agency for it. Since doing on your own would require you to travel to the Embassy, it is suggested that you apply through an agency. 

However, before starting your application, you must ensure that you are eligible to travel to Peru on the visitoror category. You may then proceed to make the application as follows - 

• visitor the website of the Peruvian embassy and download the visa application form .
• Fill in the application form with all the required details. 
• Affix your photograph, fingerprint, and sign the application form. 
•  Along with the completed application form, documents, and the fees, visitor the Embassy of Peru in New Delhi in person. Alternately, you can send it through a travel agent.

Ensure that you fill in the application form with all the correct details, and provide only genuine documents. Providing false information or fake documents can lead to visa rejection. 

As per the requirements for the Peru visitor visa from India , you must meet the following conditions to be able to apply for the permit. 

• You must be living in India while lodging the application. If you are living on a residence permit in another nation, you will have to apply to the respective authority there.
• You must hold a passport valid for at least 6 months from the date of your entry in the country. 
• Your primary purpose of the visitor must be to visitor your family/friends and take part in tourism.
• You must possess sufficient funds to support your stay.

As per the Peru visitor visa requirements from India , the set of documents you will need to make the visitor visa application are as follows - 

• A passport valid for at least 6 months from the date of intended travel.
• 2 filled application forms.
• 3 photos as per the specifications.
• Personal covering letter mentioning the details of the visitor.
• An invitation letter from your family/friend.
• Detailed travel itinerary. 
• Confirmed flight tickets. 
• Hotel bookings.
• Bank statements for the past 3 months.

The Peru visitor visa photo requirements state that the photographs submitted must meet the following specifications - 

• Dimensions: 35mm X 45mm
• Colour: Coloured
• Head must occupy the central position
• Must be captured within the last 3 months
• Background: Solid, plain white or grey
• 80% face coverage
• Neutral expression
• Glasses: Non-thick framed and prescription glasses
• Headgears - only for religious reasons
• Facial hair - permitted

The time taken to process the Peruvian visitoror visa is around 7-10 working days. However, this can vary significantly based on several factors such as the volume of applications at the embassy, the number of entries, the duration and validity, and so on. As a result, ensure that you apply well in advance.

The fee for the visitoror category varies slightly depending on the foreign exchange rates. The Embassy also has the right to update the fees without any prior notice. As a result, ensure that you check the exact amount before starting your application. 

Once you have made the application at the embassy, it will then begin processing. If the embassy requires it, they may ask you to attend an interview in person or even to submit additional documents. Note that, once you have made the application, you will not be able to modify it. 

Once a decision has been made regarding the application, you may collect the passport from the embassy during the allotted hours on the working days. If you have applied to a travel agency, they can collect it for you.

Since the entire process of the visitor application is offline, there is no online tracking service provided by the embassy. However, if you have applied through a travel agent, you can contact them to check if they can check the status by contacting the embassy directly.

On successfully obtaining your visitor visa, you must keep in mind the following few points to ensure that you have a hassle-free journey -

Before you travel - 

• Note the validity, stay duration, and the number of entries mentioned on your visa. You must not stay in the country beyond this period. 
• Carry all your travel documents before you travel to the country. 

At the border

• You must show your passport with the visa to the immigration officer at the port of entry. Your entry stamp will be placed on the passport.
• You may be asked to show the copy of the other documents submitted as part of your application. 
• You may be asked about the basic details of your visitor. Ensure that you answer honestly and without any hesitance. 

When you enter Peru

• While you are on a visitor or permit, you cannot work on the payroll of a Peruvian company or even take part in business activities. 
• You may be able to extend this type of visa. 
• Carry a copy of your passport and visa while you are travelling within the country.

BOULEVARD, Calif. (AP) — Julia Paredes believed her move to the United States might be now or never. Mexico was days from requiring visas for Peruvian visitors. If she didn't act quickly, she would have to make a far more perilous, surreptitious journey over land to settle with her sister in Dallas.

Mexico began requiring visas for Peruvians on Monday in response to a major influx of migrants from the South American country, after identical moves for Venezuelans, Ecuadorians and Brazilians. It effectively eliminated the option of flying to a Mexican city near the U.S. border, as Paredes, 45, did just before it was too late.

“I had to treat it as a emergency,” said Paredes, who worked serving lunch to miners in Arequipa, Peru, and borrowed money to fly to Mexico's Tijuana, across from San Diego. Last month smugglers guided her through a remote opening in the border wall to a dirt lot in California , where she and about 100 migrants from around the world shivered over campfires after a morning drizzle and waited for overwhelmed Border Patrol agents to drive them to a station for processing.

Senior U.S. officials, speaking to reporters ahead of a meeting of top diplomats from about 20 countries in the Western hemisphere this week in Guatemala, applauded Mexico's crackdown on air travel from Peru and called visa requirements an important tool to jointly confront illegal migration.

For critics, shutting down air travel only encourages more dangerous choices. Illegal migration by Venezuelans plummeted after Mexico imposed visa requirements in January 2022, but the lull was short-lived. Last year Venezuelans made up nearly two-thirds of the record-high 520,000 migrants who walked through the Darien Gap, the notorious jungle spanning parts of Panama and Colombia.

More than 25,000 Chinese traversed the Darien last year. They generally fly to Ecuador, a country known for few travel restrictions, and cross the U.S. border illegally in San Diego to seek asylum. With an immigration court backlog topping 3 million cases, it takes years to decide such claims, during which time people can obtain work permits and establish roots.

“People are going to come no matter what,” said Miguel Yaranga, 22, who flew from Lima, Peru's capital, to Tijuana and was released by the Border Patrol Sunday at a San Diego bus stop. He had orders to appear in immigration court in New York in February 2025, which puzzled him because he said he told agents he would settle with his sister on the other side of the country, in Bakersfield, California.

Jeremy MacGillivray, deputy chief of the Mexico mission of the U.N.'s International Organization for Migration, predicts that Peruvian migration will drop “at least at the beginning” and bounce back as people shift to walking through the Darien Gap and to Central America and Mexico.

Mexico said last month that it would require visas for Peruvians for the first time since 2012 in response to a “substantial increase” in illegal migration. Large-scale Peruvian migration to Mexico began in 2022; Peruvians were stopped in the country an average of 2,160 times a month from January to March of this year, up from a monthly average of 544 times for all of 2023.

Peruvians also began showing up at the U.S. border in 2022. The U.S. Border Patrol arrested Peruvians an average of about 5,300 times a month last year before falling to a monthly average of 3,400 from January through March, amid a broad immigration crackdown by Mexico .

Peru immediately reciprocated Mexico's visa requirement but changed course after a backlash from the country's tourism industry. Peru noted in its reversal that it is part of a regional economic bloc that includes Mexico, Chile and Colombia.

Adam Isacson, an analyst at the Washington Office on Latin America, said Peru's membership with Mexico in the Pacific Alliance allowed its citizens visa-free travel longer than other countries.

It is unclear if Colombia, also a major source of migration , will be next, but Isacson said Mexican President Andrés Manuel López Obrador is in a “lovefest” with his Colombian counterpart, Gustavo Petro, while his relations with Peru's government are more strained.

Colombians are consistently near the top nationalities of migrants arriving at Tijuana's airport. Many find hotels before a guide takes them to boulder-strewn mountains east of the city, where they cross through openings in the border wall and then walk toward dirt lots that the Border Patrol has identified as waiting stations.

Bryan Ramírez, 25, of Colombia, reached U.S. soil with his girlfriend last month, only two days after leaving Bogota for Cancun, Mexico, and continuing on another flight to Tijuana. He waited alongside others overnight for Border Patrol agents to pick him up as cold rain and high winds whipped over the crackle of high-voltage power lines.

The group waiting near Boulevard, a small, loosely defined rural town, included several Peruvians who said they came for economic opportunity and to escape violence and political crises.

Peruvians can still avoid the Darien jungle by flying to El Salvador, which introduced visa-free travel for them in December in reciprocation for a similar move by Peru's government. But they would still have to travel over land through Mexico, where many are robbed or kidnapped.

Ecuadoreans, who have needed visas to enter Mexico since September 2021, can also fly to El Salvador, but not all do. Oscar Palacios, 42, said he walked through Darien because he couldn't afford to fly.

Palacios, who left his wife and year-old child in Ecuador with plans to support them financially from the U.S., said it took him two weeks to travel from his home near the violent city of Esmeralda to Mexico's border with Guatemala. It then took him two months to cross Mexico because immigration authorities turned him around three times and bused him back to the southern part of the country. He said he was robbed repeatedly.

Palacios finally reached Tijuana and, after three nights in a hotel, crossed into the U.S. A Border Patrol agent spotted him with migrants from Turkey and Brazil and drove them to the dirt lot to wait for a van or bus to take them to a station for processing. Looking back on the journey, Palacios said he would rather cross Darien Gap 100 times than Mexico even once.

Palacios finally reached Tijuana and, after three nights in a hotel, crossed into the U.S. A Border Patrol agent spotted him with migrants from Turkey and Brazil and drove them to the dirt lot to wait for a van or bus to take them to a station for processing.
