The state of Goa is inviting more travelers by opening up its tourism industry slowly but the key priority is the safety and wellbeing of both the travelers and the residents. Goa Chief Minister Pramod Sawant announced that as a part of Unlock 4.0, they have removed the mandate to carry a negative Covid-19 test but all the other restrictions such as compulsory face mask, social distancing, and sanitization of public places are still in place. Here’s a list of some of the other important Covid-19 guidelines issued by the state of Goa that travelers must follow:

  • The passenger must have completed both the dosages of vaccination.
  • All the visitors must have the Aarogya Setu App downloaded with an updated status of ‘Safe’.
  • All domestic and incoming travellers must undergo thermal screening.
  • Symptomic travellers will need to take a PCR test and stay in isolation if needed.
  • Casinos, cinema halls, schools, colleges, weekly markets, as well as shops are now open and running.
  • Beach shacks are open for serving customers with full capacity.
  • The Baga-Calangute beach belt is open for travelers.
  • Air transportation remains open for domestic flights to and from Goa.
  • Domestic buses are operating on normal routes but with a full capacity.

  • Citizens can apply for a Temporary Pass for Medical Emergency or to withdraw cash from ATM or to buy Medicine/Grocery/Milk and important commodities.
  • The Temporary pass can be applied once in 3 days and the pass is valid for 2 hours.
  • Senior Citizens having age 70 or more can apply pass daily and the pass is valid for 4 hours.

  • Register Individual or Multiple travellers who are stranded in the state as workers/professionals, pilgrims, tourists, students and others who can travel with their own or hired private vehicle.
  • Registrations will be reviewed and authorized by the respective District Collector.
  • The requested registration may be rejected if the document supporting travel requirement is not attached.

TRAVEL BY GOVERNMENT ARRANGED TRANSPORT

  • Register Individual or Multiple travellers who are stranded in the state as workers/professionals, pilgrims, tourists, students and others who need Government arranged travel assistance.

Inter-country Travel (Travel from outside India to Goa)

  • Register Individual or Multiple travellers who are stranded in other country as workers/professionals, pilgrims, tourists, students and others.

For train travellers

COVID-19 testing is mandatory on arrival in the State of Goa and Rs 2000/- per person will be charged for the test except from those who are covered under, Ayushman Bharat Pradhan Mantri Jan Aarogya Yojana or any other exempted category. The testing will be done at a suitable location. Thereafter, you will be kept in isolation till test results are out. This process may take up to 8-10 hours. These are the new entry and quarantine rules for travellers to Goa

Goa has a new set of quarantine rules for air travellers.

If you're travelling to Goa anytime soon, there are some new rules you should know about. While those driving in don't need a permit, the Airports Authority of India has made institutional quarantine mandatory for symptomatic passengers till they test negative for COVID-19 .

Rules for flyers to Goa

All flyers are required to home quarantine for 14 days or opt for 14 days of paid institutional quarantine. They are also expected to certify the status of their health through the Aarogya Setu app or a self-declaration form. There is a way out of this though.

Passengers who produce a COVID-19 negative certificate issued by an ICMR-recognised lab not older than 48 hours before their arrival in Goa. Such passengers can directly move to their accommodation.

Passengers who take a swab test upon arrival (Rs2000) and agree to paid institutional quarantine or home quarantine till the result is available.

What are the home quarantine guidelines for flyers to Goa?

Flyers must have booked accommodation before arrival—only hotels registered with the Department of Tourism will do. The booking should cover the entire duration of the stay.

Flyers will have to undergo basic screening at the point of entry.

Tourists without a COVID-19 negative certificate who are sick or exhibit symptoms of a coronavirus infection will be subjected to a test at a centre or hospital at their cost. They will have to go into self-isolation at their chosen accommodation till the results are available. The accommodation will provide the isolation facility.

If tourists wish to change their booking during their quarantine period, they will be allowed to do so only with accommodation units under the Department of Tourism. They will need to show proof of re-booking to the Rapid Response leader of the stay before they can shift.

Tourists need to fill out a self-declaration form for contact tracing (if necessary).

Rules for entering Goa by road:

If you're travelling to Goa by road, these rules apply:

A self-declaration form is needed now instead of an interstate permit to enter Goa by road, be it in an owned or rented vehicle or a bus.

Installation of the Aarogya Setu app is compulsory and it needs to show your status as "SAFE" before you start your journey.

On submission of an online request, the pre-filled declaration form will be available in your Goa Online login under the "Inbox/Applications" menu.

No travel permit is required to exit Goa. Those travelling are advised to check what's required from the destination state.

If you're travelling to Goa by train, these rules apply:

The Aarogya Setu app should confirm your status as "SAFE" before you start your journey.

COVID-19 testing is mandatory on arrival in Goa. Passengers will be charged Rs2,000 each for the test, except for those covered under the Ayushman Bharat Pradhan Mantri Jan Aarogya Yojana. Once tested, tourists will be kept in isolation till the test results are available. This process may take up to 8 to 10 hours.

If your end destination is Goa, you must have a valid residential address in the state and carry a documentary proof of the same. After being tested negative for COVID-19, you will have to be in mandatory home quarantine for 14 days. You will be marked with indelible ink.

If your end destination is either Maharashtra or Karnataka, travellers have to furnish prior permission from the respective state governments at the station and make necessary travel arrangements for their onward journey without any delay after testing negative. Without a permission letter, travellers will be sent back by the next available train at their own cost. They may also face punitive action.

Passengers need to fill this self-reporting form and submit it at the time of deboarding at the destination station in Goa. They can also obtain a copy of the form from the TTE in the train.
