Tourist arrivals in the Maldives reach 809,603 by mid-2022

July 4, 2022 | News | IMTM

Male’, Maldives, 4th July 2022 – The Maldives welcomed 809,603 tourists by 29th June 2022, halfway to its target of 1.6 million for this year.

The Ministry of Tourism initially set their target for 2022 at 2 million tourist arrivals, in December 2021. However, considering the changing geopolitical climate and global affairs, the Minister of Tourism shared that welcoming 1.6 million tourists by the end of 2022 would still be considered a remarkable achievement. This comment takes into light the loss of the China market and the impact of the Ukraine-Russia conflict on the Maldives’ tourism industry.

Similar to May, the top tourist markets for the Maldives remain the same with India leading with 14.8% market share. The UK falls into second place with 11.9%, followed by Russia (10%), Germany (8.4%) and Italy (6%). This shows a significant difference between the top 5 markets for the country in 2019. Back then, the leading markets were  China, India, Germany, Italy and the UK, in that order. However, the China market has now fallen into 46th position.

tourist arrivals in maldives 2022

Compared to June 2019, there is a 1.3% decrease in tourist arrivals in June this year. June 2019 recorded 108,709 tourists whereas June 2022 saw 107,281 tourist arrivals. This is a short fall compared to the sharp increase of 21.8% in arrivals last month. Yet, considering all monthly statistics comparing 2019 and 2022, tourism in the last month has done considerably well.

‘Please be a part of Maldives’ tourism’: Why island nation is urging Indian travellers to return

On Tuesday, Maldives’ tourism minister appealed to Indians to return to the island nation. This request comes after data reveals a significant drop in Indians travelling to the archipelago — from 73,785 arrivals in the first four months of 2023 to 42,638 this year. After a diplomatic standoff between the two nations, Indian travellers boycotted the holiday destination en masse read more

‘Please be a part of Maldives’ tourism’: Why island nation is urging Indian travellers to return

“Please be a part of Maldives’ tourism. Our economy depends on tourism,” appealed Maldivian tourism minister Ibrahim Faisal amid the ongoing India-Maldives spat.

The request came after Indian tourists shunned the island nation after Maldivian officials made derogatory remarks about India and Prime Minister Narendra Modi on social media.

How badly was Maldivian tourism hurt by Indians? We explore more.

Plea to return

Ibrahim Faisal, Maldives’ tourism minister, on Monday (6 May), in a PTI news interview said: “We have a history. Our newly elected government also wants to work together (with India). We always promote peace and a friendly environment. Our people and the government will give a warm welcome to Indian arrivals. As the tourism minister, I want to tell Indians to please be a part of Maldives’ tourism. Our economy depends on tourism.”

The plea comes after Indians tourists visiting the archipelago began dwindling following the Indo-Maldives spat, which began early in January when three leaders belonging to President Mohamed Muizzu’s government made offensive remarks about India as well as Prime Minister Narendra Modi.

Indians shun the Maldives

Maldivian government data has revealed that the number of Indian tourists has dipped in the first four months of this year. The island nation welcomed a total of 43,991 tourists from India as of 4 May. Moreover, between January and April, Maldives received 42,638 Indians. Compare this to last year, Maldives recorded 73,785 tourist arrivals from India.

Statistics show a total of 12,792 Indians visited the island nation in January 2024. In February, a total of 11,522 Indian tourists visited the Maldives, as compared to a total of 19,497 the same month last year. In March this year, only 8,322 Indians visited the nation, as compared to a total of 18,099 during the same month in 2023.

Indian tourists are among the highest foreign visitors to the Maldives. In 2023, of the total 17 lakh tourists who visited the island nation, more than 2,09,198 visitors were Indians, followed by Russians — 2,09,146 — and China with 1,87,118 tourists.

In 2022, the number of Indian visitors was more than 2.4 lakh while in the previous year, 2021, the number of Indians flying to the island nation was over 2.11 lakh.

And with Indians shunning the island nation, the tourism industry is feeling the pinch. News portal Sun.mv explaining the significance of Indian tourists said: “Indian travellers have a counter-travel pattern to European travellers; meaning Indian visitors frequent to the Maldives during hot seasons, which coincides with a drop in European market arrivals. In other words, India is the most significant ‘filler’ for the Maldives tourism off-peak season.”

Seeing the importance of the Indian tourists, the Maldives Association of Travel Agents and Tour Operators (MATATO) also met with Munu Mahawar, the Indian high commissioner to the Maldives in April “to explore collaborative efforts in tourism promotion”.

On 9 April, the MATATO also said that plans were underway to woo Indian tourists back to the island-nation, including carrying out comprehensive roadshows across key cities in India as well as roping in influencers and conducting media familiarisation trips to the Maldives in the coming months.

The economy of the Maldives is driven by tourism – 25 per cent of its GDP directly and 75 per cent from secondary sources. So if Indian tourists boycott the country en masse, it is likely to hurt.

Why Indians are bidding adieu to Maldives

But what exactly is the cause of Indians shunning the beautiful island nation. The answer stems from the Maldives itself.

President Mohamed Muizzu , who came to power in the Maldives in September last year, has been a proponent of the ‘ India Out ’ campaign and is pro-China. In fact, soon after he assumed charge, he kept his election promise of evicting Indian military personnel from his country.

Moreover, in January three ministers in his government took to X and passed offensive remarks about PM Modi as well as the country. Mariyam Shiuana, a deputy minister in the Maldivian Cabinet, called Modi a “puppet of Israel” and a “clown” on X. Her two other colleagues too joined in, posting derogatory comments about the prime minister and Indians.

The comments, which have since been deleted, angered many Indians, who then called for a boycott of the island nation . Many celebrities, for whom the Maldives has been a preferred holiday destination, also jumped on to the bandwagon, urging people to explore India’s own. Actor Amitabh Bachchan promoted travel to Lakshadweep in a post on X, while Akshay Kumar also batted for the same.

The boycott was further fuelled when EaseMyTrip, one of the country’s leading online travel platforms, declared it wouldn’t be accepting any bookings for the Maldives. However, since then, they have changed their stance, accepting bookings.

However, deteriorating ties with Maldives isn’t the only reason for the dip in Indian tourists to the archipelago. Some tour operators note that other global markets opening up for Indian travellers could also be the reason for a drop in numbers. For instance, several countries such as Kenya, Thailand, Malaysia are granting visa-free travel to Indians.

Maldives Prepares to Address Economic Vulnerabilities, Urgent Fiscal Reforms Critical to Mitigate Risks

MALE’, May 8, 2024 – The Maldives economy is expected to grow by 4.7% in 2024, lower than previous estimates, reflecting a moderation in growth momentum. The outlook faces potential risks due to external and fiscal vulnerabilities, and increased debt risks could arise if fiscal reforms are not implemented, says the World Bank in its twice-a-year update.

According to Scaling Back & Rebuilding Buffers, the latest Maldives Development Update released today, tourism and other major industries are seeing a slowdown. Despite an increase in tourist arrivals, factors such as lower spending per tourist and shorter stays have tempered the positive impact on overall GDP growth.

The forecast also highlights the need for fiscal consolidation in the country, which is expected to impact real household incomes due to subsidy reforms, and a decrease in government spending and investment.

The World Bank cautions of the risks of rising public debt, which stood at $8 billion, equivalent to 122.9% of GDP in 2023. Without a comprehensive fiscal adjustment program, public debt is likely to rise in the medium term, posing debt sustainability risks. The rising debt obligations could lead to further external vulnerabilities, testing the country’s ability to service its external debt. Average annual debt servicing needs are projected at $512 million for 2024 and 2025, followed by a spike of $1.07 billion in 2026.

The continued reliance on expensive external debt, without fiscal reforms, carries a high risk for economic stability. In addition to spending cuts, Maldives' debt and fiscal sustainability require a reprioritization of public spending and improved revenue mobilization.

The report emphasizes the urgency for the government to implement its recently announced fiscal reform agenda, including clear communication with all Maldivians for successful implementation. The report recommends the establishment of an effective mechanism for compensating vulnerable groups for potential losses in welfare and addressing widening inequalities resulting from fiscal tightening, particularly between the greater Male’ region islands and the atolls. The government’s ongoing efforts to establish a targeting mechanism to replace indirect subsidies will be a major instrument to ensure that vulnerable populations are not disproportionately affected by the reforms.

"Implementing the government's fiscal reform agenda is essential to sustaining economic growth in Maldives,” said Faris Hadad-Zervos, World Bank Country Director for Maldives, Nepal, and Sri Lanka . “ The World Bank remains committed to supporting Maldives in these reform efforts. This includes developing a targeted mechanism to support the poor and the vulnerable, phasing out the broad-based subsidy system that is currently inefficient, addressing weaknesses in state-owned enterprises, enhancing the efficiency of health spending, and improving the strategic planning of investments .”

The report recommends the Maldives to diversify the economy to reduce the country’s dependence on tourism. Recommendations include minimizing the role of state-owned enterprises in the economy, encouraging private sector participation, and fostering private sector job creation.

The target for next year is to bring in two million tourists to the Maldives, tourism minister Dr Abdulla Mausoom said Monday.

At the ceremony held at Velana International Airport (VIA) to mark the 1.3 millionth tourist arrival to the Maldives this year, Mausoom told reporters that he hoped to attract two million tourists next year.

The state budget for 2022 estimates annual tourist arrivals to be at 1.6 million, an increase of 400,000 over this year. Prior to the Covid-19 pandemic, 1.7 million tourists visited the Maldives in 2019.

The island nation achieved its initial tourist arrival target of one million in October and announced a revised target of 1.3 million by year-end.

At a small function held at Velana International Airport Monday afternoon, officials from the tourism ministry, Visit Maldives other relevant agencies welcomed the 1.3 millionth visitor.

Maldives reopened its borders for tourists of all nationalities on July 15, 2020, with rigorous procedures in place to ensure the safety of tourists and tourism workers.

Tourists are required to fill an online health declaration form within 24 hours prior to their departure, as well as have a negative PCR test result, conducted 96 hours prior to their departure.

In order to strengthen the measures, the administration of the Covid-19 vaccine was initiated on February 1 with the government of Maldives set to provide free Covid-19 vaccines to all citizens and residents of the country in the upcoming months.

Visit Maldives together with the tourism ministry has also launched the “I’m Vaccinated” campaign in order to share a positive message regarding the vaccination of staff working in the tourism sector as well as promoting the initiatives undertaken to ensure the Maldives remains one of the safest destinations in the world for travellers.

The ultimate target is to make Maldives the destination with the first fully vaccinated tourism sector in the world.
