China resumes issuing tourist visas - here is how you can apply for it

Living in uae.

Four-step guide on how to apply for the ‘L visa’ application, from March 15

Earlier this year, China resumed most of its visa types for application except for tourist visa, shortly after the country lifted its Covid-19 travel restrictions. As a result, you were unable to visit China for tourism purposes from the UAE. However, there is some good news for you.

As per the notice published on March 14 by the Department of Consular Affairs of the Ministry of Foreign Affairs of China, overseas visa agencies can resume all visa types for foreigners coming to China from March 15, 2023, including tourist visa (L visa). In case you want to know about the detailed procedure and cost, here is our guide:

Step 1: Get your documents ready

These are the documents you need to prepare for L visa application:

  • Valid passport (original)

  • Filled and printed ‘People’s Republic of China visa application form’.

- If you are in Abu Dhabi, you can access the digital form via this link: cova.cs.mfa.gov.cn/. - If you are in Dubai and other northern emirates, you can access the digital form via this link: https://www.visaforchina.cn/#/nav/quickSelection?visacenterCode=DXB2&request_locale=en_US&site_alias=DXB2_EN&isAuthentication=N.

  • A passport photo of you, taken in the past six months, with a light-coloured background. This should be attached to your original application form.
  • A valid UAE visa or resident permit, if you are a foreign resident living in the UAE (both the original and a copy).
  • Proof of round-trip flight tickets between the UAE and China, as well as proof of hotel reservation in China.
  • If you are invited to China, you will need an invitation letter issued by the inviter including the following information. The inviter can be an organisation or an individual.

- Your personal information, such as name, gender, date of birth. - Your itinerary, including arrival and departure date to and from China, as well as the places you plan to visit. - Inviter’s information, such as name, contact number and address. - If the inviter is an organisation, organisation stamp and legal person’s signature are required on the letter. - If the inviter is an individual, only the signature is needed.

  • Any additional, supporting documents that are required by the Chinese embassy or its consulate for your case.

Step 2: Make an appointment for submitting application

After you get all your documents ready, you will need to make an online appointment with the Chinese Embassy or its consulate’s visa centre in the UAE to submit your documents.

After you have completed the process, you will be issued a ‘pick-up certificate’, with the date and time when you can pick up your passport with the stamped visa.

Step 4: Make the payment

You should go to the embassy or its consulate’s visa centre at the given date and time, to pick up your passport. Make the payment at the counter. China extends visa exemption for 12 countries to 2025 year-end.

As China announced the extension of its visa-free policy for 12 countries until the end of 2025, analysts noted that the measures will significantly boost inbound tourism, which also demonstrate China's commitment to fostering people-to-people exchanges and determination to opening up.

At a joint meeting with the press with French President Emmanuel Macron on Monday, Chinese President Xi Jinping said that China has decided to extend the short-stay visa exemption policy for citizens of 12 countries including France to the end of 2025.

Chinese Foreign Ministry spokesperson Lin Jian said during a regular press conference on Tuesday that by December 31, 2025, citizens from the 12 countries will be able to visit China for business, sight-seeing, transit and other purposes for up to 15 days without having to apply for a visa.

The 12 countries are France, Germany, Italy, Netherlands, Spain, Malaysia, Switzerland, Ireland, Hungary, Austria, Belgium and Luxembourg.

China's efforts to facilitate foreigners visiting the country has delivered positive initial results. According to the National Immigration Administration, trips by foreign nationals reached 13.1 million in the first quarter, a year-on-year increase of 305.2 percent. Among them, the number of visa-free foreigners entering China reached 1.98 million, up 266.1 percent compared to last year.

"The extension of the short-term visa-free policy until the end of 2025 will undoubtedly further boost confidence and enthusiasm for traveling to China, and will contribute to the growth of inbound tourism as well as aid in the prosperity of the industry," Dai Bin, President of the China Tourism Academy, told the Global Times on Tuesday.

The move also showcases China's unwavering commitment to openness and its strong belief in the potential of tourism development, Dai said, noting that the extension exemplifies the resilience and determination of China in embracing the world with open arms.

"We have witnessed a surge in travel bookings - about 40 percent - to China since the visa-free policy for French citizens was effective. With the extension of the visa-free policy, it is expected that more bookings will come," a manager surnamed Fang at a Paris-based travel agency, told the Global Times on Tuesday. Fang said that most bookings to China came from elderly people, but the extended visa policy would appeal to more young people to visit China.

"Meanwhile, as the Olympic Games approaches, bookings from Chinese tourists have also increased, especially travel products for small groups. We have launched products such as a two-day tour in Provence departing from Paris," said Fang.

In addition to extending the visa-free period, China is actively promoting the opening and resumption of international routes to facilitate the increased movement of people. According to media reports, direct flights between Shanghai and Marseille will officially open on July 2, providing the first direct air passage for the two sister cities.

Bahrain will also open direct flights to China starting from May 28, and direct flights between China and Mexico will resume on May 11.

Dai noted that the expansion of air routes and transportation capacity not only enhances convenience for travelers but also lowers travel costs, thereby fostering the growth of inbound tourism. "More travel agencies are expected to intensify their efforts in promoting overseas tourism," he said.

China's increase in direct flights sends a clear message that we are willing to take all effective measures to facilitate international exchanges and also demonstrates the country's determination to welcome visitors from across the world, Dai said.

By implementing more open policies in areas such as visas, air routes, and payment convenience, China's efforts in inbound tourism will not only boost consumption and drive economic growth, but also foster cultural exchanges and interactions among people, helping to establish China's image as a confident, open and inclusive major country, analysts said.

At the same time, with the increasing number of tourists visiting China, the foreign nationals will have the opportunity to develop a more thorough, comprehensive, and authentic understanding of the country, they said.

Looking ahead, with the upcoming China-US high-level dialogue on tourism, as well as the implementation of various activities under the Kazakhstan tourism year in China and the China-France Year of Culture and Tourism, it is anticipated that inbound and outbound tourism will rebound to the level of 2019 by the end of 2024 or early 2025, Dai noted.

Jamaica halts chartered flight: 218 Indian Nationals redirected to Dubai

“There were 220 Indians onboard the chartered flight which took off from Dubai. These included 5 children and 198 women,” a source confirmed to Financial Express Online.

Chartered flight

A chartered flight from Dubai to Jamaica, carrying 218 Indian nationals, was abruptly halted upon arrival in Kingston on May 2nd due to concerns over potential illegal immigration. Despite the passengers’ intentions for tourism, Jamaican authorities raised doubts about their status, prompting the flight’s redirection back to Dubai.

“These passengers were heading to Honduras in Central America, before finding their way to the US,” the source added.

India Confers Honorary Colonel Rank on 19 Vice Chancellors to Enhance National Strategic Culture & University Collaboration

The flight, originating from Germany and making a stopover in Dubai, lacked the necessary approvals to land in Jamaica, including a passenger manifest.

Upon arrival at Jamaica Norman Manley International Airport , authorities discovered glaring irregularities: the flight had failed to disclose its destination to Jamaican authorities, and there were no arrangements in place for the passengers’ return journey. Despite these concerns, airport authorities permitted the aircraft to land, allowing passengers to disembark. They were then granted permission to stay at an upscale hotel in Downtown Kingston, albeit under police guard, due to the lack of detention facilities at the airport.

Was Jamaica the final destination?

No. The Jamaican authorities acted on an anonymous tip and grounded a flight from Dubai which was headed to an unknown destination in South America with 218 Indian passengers. The authorities notified the German Embassy in Kingston as the chartered flight a white and blue Airbus A-340 was registered in Germany.  The flight path it took was complicated. It first landed in Dubai, picked up the Indian passengers, then it reached Cairo where it took onboard some Uzbek passengers before taking off for a 19-hour long flight to Jamaica.

According to the source, “The flight landed in the Caribbean nation to refuel before going onwards to its destination in Central America.”

Was Honduras their final destination? No. Their destination was the Us and Canada.

Ministry of External Affairs Responds to Financial Express

Responding to Financial Express Online, official spokesperson of MEA, Randhir Jaiswal said: “We understand that a Germany registered chartered flight with Indians on board landed in Kingston from Dubai on May 2 for tourism purposes. They had prior hotel bookings. The local authorities were not satisfied with them as tourists.

“The flight and passengers were ordered to return to their place of origin-Dubai. The passengers left Kingston on May 7,” the official spokesperson added.

After three days of deliberation and diplomatic negotiations, the flight departed Kingston on May 7th, returning to its origin in Dubai. The incident sheds light on the challenges and complexities surrounding international travel , particularly amidst heightened concerns over illegal immigration and border security.

While the exact circumstances surrounding the passengers’ intentions remain unclear, according to sources the final destination for these passengers was not only the US but Canada too.

Illegal Human trafficking

According to sources there has been a significant rise in the illegal human trafficking through South America towards the US. The number of people who pay a large sum of money to the handlers to reach their dream destination has gone up from 15,000 to 150,000 in 2024. They are mostly from Punjab and other states.
