The UAE Cabinet has approved one of the biggest overhauls of the visa residency system in years.

The new model, in some cases, ends the need for arrivals to acquire sponsorship.

People who enter as visitors will be able to stay for 60 days , rather than 30 days at present. The changes will come into effect by September.

Parents can sponsor their male children until the age of 25, up from 18, allowing them to remain in the UAE after school and university. This was first set out in September 2021.

The Golden Visa system will also be expanded, while new entry visas to make it easier for jobseekers, particularly graduates, to visit the country will be available.

Skilled professionals on salaries of Dh30,000 ($8,100) a month or more will find it easier to gain an Golden Visa .

The UAE Government Media Office announced the changes, approved by Sheikh Mohammed bin Rashid , Prime Minister and Ruler of Dubai, on Monday.

The announcement is the formal ratification by the Cabinet of a series of recent visa changes, plus new details and decisions, which are known as executive regulations.

“The new system of entry and residence is aimed at attracting and retaining global talents and skilled workers,” a media office statement said.

More flexible visas will boost “competitiveness and flexibility of the job market and foster high sense of stability among UAE residents and families".

New benefits for family members

The new system provides more benefits for family members.

A parent can now sponsor a male child to the age of 25 years, up from 18. A parent can sponsor an unmarried daughter indefinitely.

The new Entry and Residence Scheme offers 10 types of entry visas with simplified requirements and more benefits. Children with disabilities are granted a residence permit permanently, regardless of their age.

The Green visa residence holder is allowed to bring any first-degree relative into the country and, in all cases, the residency of family members shall be of the same duration as the original residence holder.

Job exploration entry visa

This visa is introduced with the aim of attracting young talents and skilled professionals to explore job opportunities. It does not require a sponsor or a host.

It is granted to those classified in the first or second or third skill level as per the Ministry of Human Resources and Emiratisation and to the latest graduates of the best 500 universities in the world. The minimum educational level should be a bachelor's degree or its equivalent.

Multi-entry tourist visa

In addition to the regular tourist visa, a five-year, multi-entry tourist visa was introduced.

This type does not require a sponsor and it allows the person to stay in the country up to 90 days in a row. It may be extended for a similar period, provided that the entire period of stay does not exceed 180 days in one year.

This visa requires proof of having a bank balance of $4,000 or its equivalent in foreign currencies during the last six months before submitting the application.

Golden visa for sponsoring family and domestic workers

Amendments are introduced to the Golden Residence Scheme to simplify the eligibility criteria and expand the categories of beneficiaries.

This 10-year residence is granted to investors, entrepreneurs, exceptional talents, scientists and professionals, outstanding students and graduates, humanitarian pioneers and frontline heroes.

A Golden Residence holder can sponsor his/her family members including spouse and children regardless of their age, and to sponsor domestic workers without limiting their number. There is no restriction related to the maximum duration of stay outside the UAE in order to keep the Golden Residence valid.

There are other benefits for family members that allow them to stay in the UAE in the event of the death of the original holder of the Golden Residence until the end of their permit duration.

Golden visa for scientists

This is granted to scientists and researchers of high calibre and influence in their field based on recommendation from the Emirates Scientists Council.

The candidate should have a PhD or master's degree in the disciplines of engineering, technology, life sciences and natural sciences from leading universities. The candidate should have substantial research achievements.

Golden visa for skilled professionals

An expansion is introduced in this category to attract highly skilled workers with educational qualifications and professional experience in all disciplines including medicine, sciences and engineering, information technology, business and administration, education, law, culture and social sciences.

Applicants should have a valid employment contract in the UAE and should be classified in the first or second occupational level as per the Ministry of Human Resources and Emiratisation classification.

The minimum educational level must be a bachelor’s degree or equivalent, and the monthly salary should not be less than Dh30,000.

Golden visa for 'exceptional talents'

This is granted to top talents in vital fields. It is awarded based on talent only, regardless of the educational qualification or the employment status or the monthly salary or professional level.

It requires the recommendation or approval of a federal or local government entity, and includes talented individuals in culture, art, sports, digital technology, inventors and innovators and other vital fields.

Golden visa for real estate investors

Real estate investors can obtain Golden Residence when purchasing a property worth no less than Dh2 million ($540,000).

As per the new amendments, investors are also entitled to obtain the Golden Residence when purchasing a property with a loan from specific local banks. Investors can also obtain Golden Residence when buying one or more off-plan properties of no less than Dh2m from approved local real estate companies.

Golden Residence for Entrepreneurs

To be eligible for Golden Residence, an entrepreneur should own or be a partner in a start-up registered in the country in the category of small and medium enterprises (SME) that generates annual revenue of not less than Dh1m.

If the person is one of the founders of an earlier entrepreneurial project that was sold with a total value of not less than Dh7m, he or she will be entitled to Golden Residence. The approval of the Ministry of Economy or the competent local authorities is required for projects or ideas.

Golden visa for outstanding students and graduates

This residence targets high performing students in UAE secondary schools and outstanding graduates from UAE universities and the best 100 universities worldwide according to criteria that includes their academic performance, the year of graduation, and the university classification.

Green visa for skilled employees and freelancers

A new track that provides a five-year residency for skilled employees, without sponsor or employer.

The minimum educational level must be a bachelor’s degree or equivalent and the salary should not be less than Dh15,000.

Green visa for investor or partner

This residence is introduced to encourage investment. It provides five-year residency for investors establishing or participating in commercial activities. It replaces the previous residence that was valid for two years.

Requirements including approval of the investment and proof of investment. If the investor has more than one licence, the total invested capital will be calculated.

The visa reforms announced by the UAE government in April this year, making the country an even more desirable location for businesses, investors and tourists.

The visa system amendments will simplify procedures for visitors, families, skilled professionals and more and represent the most significant changes to the UAE’s visa system in decades.

According to a tweet from the UAE government, these changes will boost competitiveness as the country is actively growing its knowledge economy. Additionally, the country is looking to build on the momentum generated by changes in legal regulations across critical sectors. In fact, according to the World Bank’s 2021 annual ratings, the UAE ranked 17 among 190 countries in the ease of doing business. Reports also suggest that the UAE’s job market is flourishing with 9 per cent growth in the private sector – and of course, Dubai has long been a top tourism destination.

These measures are intended to relax some restrictions regarding residency and stimulate foreign investment. In addition, they reflect the country’s ambition to build an innovative, sustainable future and attract people with the talent and skills required to realise that goal.

Residency in the UAE Under the new residency visa system, different types of visas are available for working, studying, investing, and living in the UAE. These new visas include:

  • Golden Visa : To attract skilled professionals and investors, the UAE has expanded the Golden Visa’s various categories to welcome more applicants with changes like lowering the real estate minimum investment to Dhs2m, including startup owners, scientists, skilled workers, exceptional talent and students.
  • Green Visa : This new five-year visa allows skilled workers, the self-employed and freelancers to sponsor their families without a sponsor or employer. Applicants must have a bachelor’s degree or the equivalent and a minimum salary of Dhs15,000.
  • Business Visa : This new category allows investors and entrepreneurs to obtain visas without a sponsor or host.
  • Temporary Work Visa : Professionals or workers travelling to the UAE for short-term work projects or assignments can apply under this new category. A temporary contract or letter from the employer with proof of fitness is required.
  • Family Visa : The new regulations allow parents to sponsor their children’s visas indefinitely for unmarried females and up to age 25 for males.
  • Tourist Visa : One of the most anticipated changes is that tourist visas will now be valid for 60 days. Additionally, a new multi-entry will be introduced, granting multiple entries for visitors and the ability to stay in the UAE for up to 90 days. Those 90 days can be extended; however, the visa is limited to 180 days a year. Applicants should have a bank balance of $4,000 (Dhs14,700) or its equivalent in foreign currency six months before applying.
  • Visas for training/education : Students interested in attending courses, internships or training in the UAE can be sponsored by public or private sector educational institutions; however, a letter of clarification with the program’s details and duration is required.
  • Visa to visit a relative/friend : Foreigners can apply for a visa without a sponsor if their relative or friend is a UAE citizen or resident.
  • Job Visa : Fresh graduates with a bachelor’s degree or equivalent who are looking to build their career in the UAE can apply for this new visa, which doesn’t require a host or sponsor.

Industries set to flourish The UAE government’s new visa system will catalyse growth and new opportunities across every sector, especially investment, tourism, and real estate. These significant reforms are flexible and progressive. They will provide more options than ever and are set to boost the economy, ushering in a massive increase in foreign direct investments. After the Coronavirus-19 pandemic, it is increasingly imperative for all countries and industries to adapt to the new ways of the world. In addition, the new visa reforms will further the UAE’s mission to remain one of the world’s leading destinations.

Dubai: The new entry and residency scheme for foreigners in UAE will be active as of September this year.

The UAE cabinet, headed by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, has approved the executive regulations of the Federal Decree-Law on Entry and Residence of Foreigners aimed at strengthening the UAE position as an ideal destination to live, work and invest.

Ali Mohammad Al Shamsi, Chairman of the Federal Authority for Identity, Citizenship, Customs and Ports Security, said the new executive regulations provide comprehensive information on the types and conditions of entry visas and residence permits.

“The new rules will support sustainable development and the economic diversity policy in the country by attracting skilled workers, talents, professionals, specialists and experts,” said Al Shamsi.

The new model, in some cases, allows people who enter as visitors to stay for 60 days rather than 30 days at present.

Parents can sponsor their male children until the age of 25, up from 18, allowing them to remain in the UAE after school and university.

Al Shamsi said the new rules have different residencies and new categories to attract investors, entrepreneurs, high skilled workers, outstanding students, frontliners and others.

“The new scheme will ease procedures, adding new advantages and end the link between residency and the work sponsor and enhance quality of life,” he added.

Al Shamsi said the new system will have a new generation of residencies in the country like the green visa that will provide five years of residency for skilled employees, without a sponsor or employer.

The green visa allows the holder to bring his or her family members as well as six months grace period after the residency expires or is canceled.

The green residency has three types. The first is for skilled workers, while the second is for freelancers and self-employed individuals. The third is for investors to establish or participate in commercial activities. It replaces the previous residence that was valid for two years only.

“The cabinet was keen to enhance family stability for residents and the new rules add new benefits for family members. Children of determination are granted a residence permit, regardless of their age,” Al Shamsi added.

He said Green Residency holders can bring their first-degree relatives into the country too.

The new model offers new options for visitors to have different, flexible and multi-entry of visit visas for up to one year and ends the need for arrivals to acquire sponsorship. The visit visa offers 60 days of validity and one platform to apply at.

The job exploration visa has been introduced with the aim of attracting young talents and skilled professionals to explore job opportunities. It does not require a sponsor or a host.

Another visa for investors is the exploration visa to explore investment opportunities inside the UAE. It does not require a sponsor or host.

Golden visa categories

Substantial amendments have been introduced to the Golden Residence Scheme to simplify the eligibility criteria and expand the categories of beneficiaries. This long-term 10-year residency is granted to investors, entrepreneurs, exceptional talents, scientists and professionals, outstanding students and graduates, humanitarian pioneers and frontline heroes.

According to the new rules, there will be no restriction related to the maximum duration of stay outside the UAE in order to keep the Golden Residence valid.

The amendments allow the Golden Residence holder to sponsor his/her family members, including spouse and children, regardless of their age, and to sponsor support services (domestic) laborers without limiting their number. If the holder of the Golden Residence dies, then his family members can stay in the UAE until the end of their permit duration.

Golden residency for scientists

The new rules aim to support and boost investment in the property sector by having new benefits in the Golden Residence for investors in this vital sector.

People are entitled to obtain the Golden Residence when purchasing a property worth no less than Dh2 million with a loan from specific local banks. Investors can also obtain Golden Residence when buying one or more off-plan properties of no less than Dh2 million from approved local real estate companies.

The applicants should have a valid employment contract in the UAE, and should be classified in the first or second occupational level as per the Ministry of Human Resources and Emiratisation classification which is aligned with the International Standard of Classification of Occupations ISCO by the International Labour Organisation.

The minimum educational level must be a bachelor’s degree or equivalent, and the monthly salary should not be less than Dh30,000.

Golden residency for exceptional talents

This residence is granted to top talents in vital fields. It is awarded based on talent only, regardless of the educational qualification or the employment status or the monthly salary or professional level.

It requires the recommendation or approval of a federal or local government entity, and includes talented individuals in culture, art, sports, digital technology, invention and innovation and other vital fields.

Golden residency for entrepreneurs

The executive regulations set flexible requirements for entrepreneurs eligible to obtain the Golden Residence; an entrepreneur should own or be a partner in a startup registered in the country in the category of small and medium enterprises SME and generates annual revenues of not less than Dh1 million.

In addition, obtaining approval for a startup idea from an official business incubator or from the Ministry of Economy or the competent local authorities is sufficient to obtain the Golden Residence in this category.

Moreover, if the person is a founder (or one of the founders) of a previous entrepreneurial project (projects) that was sold with a total value of not less than Dh7 million, he will be entitled to Golden Residence. The approval of the Ministry of Economy or the competent local authorities is required for projects or ideas.

Golden visa for outstanding students and graduates

This residency targets high performing students in UAE secondary schools, and outstanding graduates from UAE universities and the best 100 universities worldwide according to specific criteria that includes their academic performance (cumulative average), the year of graduation, and the university classification.

The five-year multiple-entry visa is available for tourists of all nationalities and has been available for the past two years, Dubai authorities confirmed to Khaleej Times on Friday.

Several Indian media outlets reported on Thursday that a new, five-year, multiple-entry visa has been launched for Indian tourists. The multiple-entry permit was first announced in the UAE in 2021 and the first visas were issued soon after.

To boost tourism from one of its top markets, Dubai Department of Economy and Tourism (DET) highlighted this during a travel expo in Mumbai this week.

The visa, issued within two to five working days upon receiving and accepting the service request, allows its holder to stay in the country for 90 days, extendable once for a similar period, with a total stay not exceeding 180 days in one year.

In the past two years, the Dubai Department of Economy and Tourism has experienced an overwhelming surge in inquiries regarding the 5-multiple-entry tourist visa, said a top UAE official.

Bader Ali Habib, the regional head of proximity markets, the Dubai Department of Economy and Tourism posted on LinkedIn that this visa has become a game-changer, removing barriers for last-minute travel and emerging as the preferred choice for frequent travellers.

The post read: “The amount of inquiries we have been receiving from India over the last two years on this visa category has been overwhelming.”

Ali Habib highlighted the versatility of the visa, enabling individuals to spend quality time with family, meet friends, and attend business or leisure events. He said: “The five-year multiple entry visa initiative signifies a strategic step towards deepening our already existing ties with India.
