Hajj 2023: Dates, cost, packages and what you need to know

Hajj is one of the five pillars of islam and a once-in-a-lifetime obligation for every muslim, if they are able.

This year, Hajj will return to pre-pandemic numbers as Saudi Arabia removes all Covid-19 restrictions.

Last year's pilgrimage, the first largely without Covid-19 restrictions in two years, attracted almost a million domestic and foreign pilgrims.

In 2019, before the pandemic, about 2.6 million people performed Hajj.

Saudi Arabia has said those wishing to perform Hajj have to apply online.

Hajj generates about $12 billion in revenue for the country every year.

Deputy Minister of Hajj and Umrah Abdul Fattah Mashat said Hajj, as well as Umrah, a shorter pilgrimage that can be performed at any time of the year, are major components of the Saudi Vision 2030.

One of the programme's aims is to boost the religious tourism sector and host 30 million Umrah pilgrims annually by 2030.

What is Hajj?

Hajj , the Arabic word for pilgrimage, is one of the five pillars of Islam and a once-in-a-lifetime obligation for every Muslim, if they are able.

Millions of faithful make the pilgrimage to holiest sites of Islam in the cities of Makkah and Madinah, beginning on the eighth day of Dhu Al Hijja, the last month of the Islamic calendar .

What is special about Hajj?

Hajj is the most revered spiritual experience for devout Muslims – considered a chance to start afresh and celebrate the spirit of unity in Islam. Pilgrims are all required to perform the same rituals taught by the Prophet Mohammed, to remind them that they are all equal before God.

When does Hajj begin this year? How long does it take?

This year, Hajj is expected to begin on June 26. The pilgrimage takes three days, but most pilgrims extend their stay by a week to pray in the holy cities of Makkah and Madinah.

Will Hajj be open to international pilgrims?

The ministry opened registration for Hajj 2023 in February for international pilgrims and to give those who had performed Hajj more than five years ago another chance to apply for a permit.

The ministry said that priority for registration this year will go to those who have not made the pilgrimage before.

A new pilgrim can accompany a main applicant, provided they highlight their first-time status in their application.

Most pilgrims arrive at the airport in Jeddah, which is the major city closest to Makkah.

What are the Hajj packages available this year?

The Hajj ministry announced four categories of packages for domestic pilgrims performing Hajj this year.

The price of domestic pilgrim packages will begin at 3,984 Saudi riyals ($1,060).

The most expensive package will cost 11,435 riyals, with pilgrims accommodated in the six towers in Mina, near Jamarat.

What are the heath guidelines performing Hajj this year?

Authorities have outlined procedures that must be followed at entry points within and before entering the country. These include verification of all health documents, including vaccination certificates, and screening in person.

Pilgrims will be divided into groups for transport to holy sites.

Saudi health authorities said they would continue to assess and update the precautions as needed.

What do pilgrims wear during Hajj?

During Hajj, as with Umrah, men wear two sheets of plain white cloth, to cover the upper and lower body. Women must wear modest clothes that cover their bodies to the ankle and scarves to cover their hair. The clothes are usually white, although there is no restriction on colour.

What happens during Hajj?

On the first day, Muslims perform Umrah, which includes Tawaf and Sa'i. The first involves circumambulating the Kaaba, the holiest site in Islam, built by the Prophet Ibrahim and his son Ismail, at the Grand Mosque in Makkah. During Sa'i, pilgrims walk seven times between two hills, called Safa and Marwa, in the mosque complex.

After Umrah, Muslims travel to Mina, a holy site south-east of Makkah, by shuttle and camp there in tents overnight. Mina, also known as the city of tents, can host up to three million people.

On the second day, pilgrims travel to Mount Arafat, 5km from Makkah, where the Prophet Mohammed is believed to have delivered his last sermon.

Pilgrims spend the day praying at Arafat until sunset, then walk 7km to the third holy site, Muzdalifah. There, they perform the sunset and night prayers and spend the night worshipping under the open sky.

On the third morning, the pilgrims gather pebbles and return to Mina for the stoning ceremony. They throw seven pebbles each at Jamrat Al Aqabah, a stone monument that signifies the temptations of Satan, between sunrise and sunset.

The pilgrims’ three concluding acts include sacrificing an animal to feed people in need, which can be done by purchasing a voucher, and cutting or shaving their hair, then returning to Makkah for another Umrah. Most women cut a few strands of hair, while men prefer to shave it all off.

Authorised Travel Agents and Approved Packages for Haj 2023 (1444H)

1. The Islamic Religious Council of Singapore (Muis) is issuing Letters of Offer to 900 prospective pilgrims for Haj 2023 (1444H). All selected pilgrims will be notified via SMS and email to check their Letter of Offer (LOO) via the MyHajSG portal. To confirm their place for Haj 2023 (1444H), pilgrims must purchase their Haj package from a travel agent authorised by Muis, as well as procedural requirements set out in the MyHajSG portal by 26 Feb 2023.

2. Muis has appointed 13 travel agents to provide Haj-related services to all allocated pilgrims for Haj 2023 (1444H). Pilgrims can view the information on the authorised travel agents and approved Haj packages for 2023 (1444H) at go.gov.sg/haj2023packages .

3. For Haj 2023 (1444H), prospective pilgrims may choose from a total of 30 approved Haj packages . 15 are short-duration packages with a period of stay between 15 to 23 days. The remaining 15 packages are long-duration packages with a period of stay between 24 to 30 days.

4. On average, the Haj package price has increased by $1,500.00 as compared to prior years, mainly due to the higher government taxes and accommodation costs.

5. The lowest package price for Haj 2023 (1444H) is $8,490 (quad occupancy), whereas the typical average package price for Haj 2023 (1444H) is around $14,150 (double occupancy). All Haj package prices quoted do not include Emergency Medical Assistance (EMA) and Airfare. Pilgrims are encouraged to purchase additional travel insurance to supplement the insurance coverage provided by the EMA.

6. Muis advises pilgrims to evaluate the approved Haj Packages carefully based on individual needs and affordability before deciding on their preferred Haj packages. Pilgrims are also advised to read and understand the contents of the Haj Package Purchase Contract (HPPC), in particularly the ‘payment schedule’ before signing it. Authorised travel agents have also been advised to explain the full details of the contract to their prospective pilgrims.

Prospective pilgrims from any country can find information about the rituals and requirements of Hajj at the   Saudi Ministry of Hajj and Umrah website   (please check multiple browsers to be able to access links).

For pilgrimage, please note the following:

• Current vaccination requirements are available from the website of the  Saudi Ministry of Health .
• You will need a valid permit to perform Hajj.  The Saudi government enforces strict penalties (fines, detention, and travel bans) on people who perform Hajj without this permit.
• Hajj and Umrah travel plans must be made through an online portal. Register directly at:  www.motawif.com.sa/ .  This is how you obtain entry, accommodation, and transportation in Saudi Arabia.

Please ensure that you are guaranteed a Hajj permit. Your registration must be approved in the online portal and confirm that you have secured accommodations and transportation, in addition to an entry visa.

Failure to obtain a permit can result in:

• Immediate deportation
• Large fines
• Ban on future travel to Saudi Arabia

Do not travel to Saudi Arabia without lodging or transportation arrangements made in advance. You may face difficulties with Saudi immigration and have trouble finding available services once you have arrived.

The U.S. Embassy in Riyadh and Consulates General in Jeddah and Dhahran cannot assist in arranging travel permissions within Saudi Arabia or resolving immigration violations.  Once you enter Mecca for Hajj, you cannot depart Saudi Arabia without obtaining permission from the Ministry of Hajj and Umrah until Hajj period is complete.

U.S. citizens resident in Saudi Arabia must also register for Hajj using the Eatmarna application, additional information on necessary mobile applications can be found at the   Saudi Ministry of Hajj and Umrah website .  Foreign Muslim residents of Saudi Arabia may perform the Hajj once every five years. Advance approval must be obtained from an immigration office and with the approval of their Saudi sponsor.

Keep travel documents (your U.S. passport or U.S. “green card” residency permit) secure during your trip.  Make two copies of your passport—including pages stamped with Saudi visas—with one saved digitally and the other in a safe place while you travel.

Hajj and Umrah are attractive targets for defrauding unsuspecting travelers. Be aware of unscrupulous personal guides or individuals who may pose as tour operators, who abandon pilgrims, leaving them with unpaid bills, and hoteliers who demand the payment of exorbitant “hidden charges” for the return of passports. Registration for Hajj any bookings of accommodations and flights will now only be through the online Motawif portal.

There have been reports of pick-pocketing, theft, and other crime in Mecca, particularly in the region of the Grand Mosque, and in Medina with large crowds of people. Do not leave passports or valuables unattended.

Lost U.S. passports or residency permits (“green cards”):

• Report the loss immediately to your travel agent.
• Obtain a report from the local police.
• Contact the U.S. Consulate General in Jeddah for assistance issuing replacement passports to U.S. citizens, and “boarding foils” to U.S. legal permanent residents who lose their residency permits. Please note however, that once you begin performing Hajj in Mecca, you cannot depart Saudi Arabia until Hajj period is complete without obtaining permission from the Ministry of Hajj and Umrah.

The Hijri calendar is used in Saudi Arabia for all official functions.  Please review the dates on your visa carefully, and make sure you know when it expires.

Do not overstay your Hajj or Umrah visa . Penalties for overstays may include fines amounting to thousands of dollars, detention pending deportation proceedings, and bans on returning to Saudi Arabia in the future.

Umrah visas  are typically valid for about 90 days. You must depart before the visa expires.

During Hajj, the government may set new departure requirements that limit when you can depart. Local regulations include provisions that may keep you from leaving early. Travelers must comply with all Saudi government travel regulations.

Permitted areas of travel and duration of stay:  If you are unsure, be sure to ask Saudi airport officials or the Passport Office (jawazat) for clarification upon arrival.

• Hajj and Umrah (pilgrimage) visas are valid for travel only in the vicinities of Jeddah, Mecca, and Medina, and for travel between these cities. These visas are  not  valid for work or residency. Unapproved travel outside these areas may result in immigration violations and penalties.
• Non-Muslims are forbidden to travel to the holy city of Mecca, and the portions of Medina which are considered sacred. All pilgrims must leave Saudi Arabia after Hajj no later than the 10th of Muharram of each year (this year approximately August 8, 2022).
• Pilgrims are forbidden to stay in Saudi Arabia after the completion of Hajj.

As of June 2021, women of all ages can now register for Hajj without a male guardian as long as they go in a group with other women.

Be prepared for standards of accessibility and accommodation below the minimum of what is required in the United States. While most of the Holy Sites, such as the Grand Mosque in Mecca, are handicap-accessible, most hotels and transportation options are not. Check with your tour group provider to ensure your needs are well known and can be accommodated.

Please note that special Covid requirements are outlined at the beginning of this information page.

Make sure your routine immunizations are up to date, and ask your tour operator about the vaccinations required for your visa. Hepatitis A and B and polio vaccinations are also recommended. Make sure to check language on medical needs (get your prescriptions, get your flu shot; meningitis and other vaccinations may be recommended by your doctor).

Carry hand sanitizer, as well as treatments for colds, diarrhea, rash, and anything else you might need.

Heat-related illnesses (high risk):  Move to a cool area and seek medical attention if you experience profuse sweating, chills, headache, dizziness, and nausea.  Temperatures at pilgrimage sites consistently exceed 100 degrees Fahrenheit during the summer.  Stay hydrated, rest, and use protection from the sun.

There are facilities providing water, public accommodations, and other amenities. Due to large crowds, however, travelers should expect long wait times for basic amenities, especially in Mina, Muzdalifa, and Arafat.

At the Airport: Expect Crowded Airport Terminals

• Due to the incredible numbers of people being simultaneously processed at the King Abdulaziz International Airport in Jeddah, disembarking, immigration and customs processes may take quite a few hours.
• Expect a lengthy wait in hot and humid conditions before leaving the airport.  Travelers with only carry-on bags will find their airport experience to be much easier than those with checked baggage.
• Some Hajj pilgrims now fly directly to Medina and proceed to Mecca by road. There is no option to fly to Mecca.

Between Ritual Sites

• The Saudi government provides strict timetables to Hajj groups for all travel (bus, light rail, and foot) between the ritual sites. All routes and modes of transport will be extremely congested, and travelers should prepare for long delays.
• Light rail trains are typically overwhelmed, with pilgrims waiting several hours at the train stations at Arafat and Muzdalifah on crowded platforms before being able to board a train. Train cars will also be very crowded. Timetables and light rail movements are outside the control of travel agencies.
• Use maps and smartphone applications to navigate the Hajj ritual sites that stretch from the Grand Mosque (Al Masjid al Haram) to Arafat.

Saudi authorities forbid the taking of photographs (still or video, including those taken with your phone) at the Holy Mosque at Mecca or at the Prophet's Mosque at Medina. Any violation of official instructions is likely to lead to the confiscation of your device. Please exercise good judgment and respect the rules of each site.

See  U.S. Customs and Border Protection (CBP)  for guidance on bringing religious articles back to the United States.

We recommend that travelers returning to the U.S. not bring any food items, including dates, that are not commercially processed and in their sealed, original container. U.S. CBP officers at the port of entry to the U.S. are responsible for deciding which items to allow.

Zamzam water  (drawn from the sacred Zamzam well inside the Grand Mosque): Please check with your travel agent and airline for guidance on including Zamzam water as checked baggage.

• U.S. citizens traveling to Saudi Arabia for Hajj or Umrah should regularly monitor the  U.S. Department of State's Bureau of Consular Affairs website  where the Department of State’s  Travel Advisory for Saudi Arabia   and the current   Worldwide Caution  can be found.
• Enroll in the  Smart Traveler Enrollment Program (STEP)   to receive security messages and make it easier to locate you in an emergency.
• We recommend you get a local SIM card; many plans are offered for the Hajj time period.
• Ensure you have your hotel contact information readily available.

What We Can and Cannot Do

We hope that you will have a trouble-free Hajj or Umrah, as thousands of other pilgrims from the United States do each year. If something does go wrong, however, the U.S. Consulate General in Jeddah can provide you appropriate consular services, such as:

• Arrange for emergency U.S. passports and “boarding foils” for lost I-551 (“green cards”) for U.S. Lawful Permanent Residents. After Hajj, please bring a report from the police station regarding the theft or loss, and a copy of your U.S. passport or green card if possible.
• Seek to contact you within 24 hours of being told that you have been arrested.
• Make special arrangements in case of civil disturbances or disasters.
• Provide contact information for local lawyers and hospitals.
• Arrange for a spouse or next of kin to be informed if you are involved in an accident, arrested, or die, and advise them on the appropriate procedures.

We cannot, however:

• Arrange for travel outside of the designated areas in Mecca and Medina.
• Resolve immigration violations.
• Become involved in any disagreements, e.g. pilgrim and travel agency disputes or lost baggage.
• Rearrange airline, hotel, or other travel bookings.
• Pay for hotel, legal, medical, travel, or other bills.
• Obtain someone’s release from prison.
• Provide legal advice or intervene in court cases or criminal investigations

Each year, 2 to 3 million pilgrims arrive in the holy city of Mecca, Saudi Arabia, to embark on a once-in-a-lifetime spiritual journey. The Hajj is the fifth pillar of Islam, after Shahada (faith), Salah (prayer), Zakat (charity) and Sawm (fasting). Together, these make up the foundations of the religion of Islam, and must be adhered to by all who profess the faith. The Hajj itself is an annual pilgrimage made by Muslims all over the world, who come together in the holiest city in Islam: Mecca.

It is said in the Quran that God ordered the prophet Ibrahim to build the Ka’bah, the holy building that lies in the centre of Islam’s largest and greatest mosque, Al-Masjid Al-Haram (The Sacred Mosque) in Mecca. The modern Hajj, however, is said to have been created by the Prophet Muhammad, who in the year 630 AD led his followers to Mecca from the city of Medina and dedicated the Ka’bah once again to Allah. It was then that the Hajj became the fifth pillar of Islam.

Why do we perform HAJ?

The Hajj is performed as a compulsory religious duty for all Muslims. Known as a fard or faridah, it is commanded of all Muslims by God. According to the Quran, all adult Muslims must perform the Hajj at least once in their lifetime, provided that they are physically and financially able to make the journey to Mecca, and can support their family while they are away.

In addition, performing the Hajj is a sign of one’s commitment to Islam, as well as an opportunity to reaffirm one’s faith and be cleansed of sin. As one of the five pillars of Islam, it serves as an important step towards achieving spirituality for many Muslims.

Which month is best for HAJ?

As stated in the Quran, the Hajj may only be performed from the 8th to 13th of the month of Dhu al-Hijjah, which is the twelfth and last month in the Islamic calendar. It is dependent on the sighting of the moon of Dhu al-Hijjah. The dates of the Hajj in the Gregorian calendar are subject to change every year, as the Islamic calendar is lunar and shorter than the Gregorian calendar.

How many days do I need to perform HAJ?

The Hajj is performed over 6 days in the month of Dhu al-Hijjah. Each day, all Hajj pilgrims assemble around Mecca to partake in religious rituals. The coming together of Muslims from all walks of life, for the purpose of reaffirming their commitment to God and Islam, symbolizes the equality of all believers regardless of their background, identity or culture.

What can I expect during HAJ?

Before formally embarking on their pilgrimage, all Muslims arriving for the Hajj must enter Ihram: a state of purity that involves certain restrictions on clothing, grooming and behavior. It signifies that all pilgrims, regardless of their status in life, are equal before God. You will also be required to declare your niyyah (intention) of carrying out the Hajj. Ihram must be achieved before any pilgrim may cross the boundary points of Mecca (known as Miqat) and begin their pilgrimage.

First, you will carry out the ritual of Tawaf by completing seven anticlockwise circuits on foot around the Ka’bah, in Al-Masjid Al-Haram. After completing the Tawaf, two Rakat prayers are performed at the Muqam Ibrahim (Place of Abraham). This is followed by the ritual of Sa’ae, which involves walking back and forth between the hills of Safa and Marwah seven times. After the morning prayer, you will go to the city of Mina, to complete your daily prayers and spend the night there.

This day is known as the Day of Arafah. In the morning, you will arrive at Arafat, a hill 20 kilometres east of Mecca where the Prophet Muhammad is said to have delivered his last sermon. Here, pilgrims seek absolution for their past sins and the mercy of God. This is considered one of the most significant rituals in the Hajj, which is not considered valid if a pilgrim does not visit Arafat. After sunset, you will leave for Muzdalifah to pray and gather pebbles for the next day’s ritual.

Returning to Mina, you will perform the symbolic Ramy al-Jamarat (Stoning of the Devil) ceremony by throwing seven stones at the largest of three pillars, said to represent Satan. Following this, pilgrims slaughter animals to remember the story of Ibrahim and Ismail. (You can buy a sacrifice voucher in Mecca to have an animal slaughtered in God’s name instead.) You will then shave your head (for men) or trim some of your hair (for women) before performing another Tawaf.

The stoning ritual is repeated. Pilgrims may leave Mina for Mecca before sunset on the 12th, after performing one last Tawaf.

Pilgrims who stayed in Mina must perform another stoning ritual before leaving for Mecca. All pilgrims then perform the Tawaf al-Wadaa to bid farewell before leaving Mecca.

According to MUIS, the number of Hajj places allocated to Singaporean pilgrims  increased to 900  in 2018 from 800 in 2017. However, this makes up  less than 1%  of our Muslim population, such that first-time applicants may have to wait up to  14 years .

I went to Hajj in 2013 with this group. The Imam that coordinates this group is truly an amazing individual. This was the most spiritual uplifting experience of my life. I intend to go again with this group. The group uses the North American Tents, but their tents are far more upgraded and well kept than the rest. A personable staff helped guide me along the way. In Arafah, we had air conditioned tents that were definitely the best. Our group left Minah amongst the first groups in order have this beautiful benefit. GO WITH THIS GROUP!

Dubai: Want to go for Hajj but don’t know how to start the registration process? If you are living in the UAE, there are different ways in which you can go about the process. In this guide, we will break down the registration process and the new requirements that you need to be aware of before the Hajj season begins next month.

How to register for Hajj

If you are a UAE national, you can register for Hajj through the General Authority of Islamic Affairs and Endowments. Expatriates would need to register for Hajj through a travel agent. This is because registering for Hajj needs to be done through your individual country’s quota. Each country gets a specific quota for pilgrims for Hajj, according to Husham Kattingeri, an outbound travel supervisor at Regal Tours Worldwide, and travel agents who deal with your home country’s Hajj agencies can help you register.

“We deal mainly with Indian expatriates when it comes to Hajj, as we have a contract with agencies in India to take a certain quota from India for visa issuance,” he said.

So, an easy way to register is to reach out to the travel agency and ask them if they can assist you with the registration. Kattingeri added that for expats in the UAE, this process is easier compared to going to their home country to apply for a Hajj permit through the government quota. However, that is also an option if you are interested.

If you do choose to book your Hajj package through a travel agent in the UAE, most packages include flight tickets, hotel stays and food.

“Even when they go to Medina, they can choose whether they want a full board or half board, so the package is customised accordingly. The only thing that is not included in the package is the animal sacrifice at the end of Hajj, which they need to pay for directly at the location,” he said.

It is advisable to register for Hajj as soon as registrations open, as prices can be higher at the end of the season, with most quotas already filled.

What are the documents I would need?

If you are applying through a travel agent, you would need to submit the following documents:

• Passport copy, with the passport valid at least till the end of the Hajj season (valid for six months from the date of application submission) • Passport photograph • Proof of vaccinations. According to an announcement by the Saudi Ministry of Hajj and Umrah , international pilgrims are required to have the meningococcal vaccine administered at least 10 days but not more than five years prior to their arrival, verified by a certificate from their home country. They must also be vaccinated against polio.

Kattingeri added: “Country to country there can be a few requirements that are different. For example, for Indian nationals, they are required to submit their PAN (Permanent Account Number) card and Adhar card copy when they register for Hajj.”

New rules you should keep in mind

Obtain a Hajj permit through the Nusk platform, which is crucial for the legitimacy of their pilgrimage. The ‘Nusuk’ app , which is available for Apple and Android devices, is the ‘official guide to Mecca and Medina’, providing pilgrims with information on immigration requirements, rituals that need to be followed during Umrah and details on various sites within Mecca and Medina that people can visit. The Hajj permit will be available through the app.

On April 27, the Saudi Ministry of Hajj and Umrah (MOHU) stated that the Council of Senior Scholars has issued a Fatwa that bans performing Hajj without an official permit.

“Undertaking the Hajj without a permit not only jeapordises your safety but also poses a significant risk to fellow pilgrims. Such actions are not in line with Shariah law and are considered grave transgressions against the directives issued for the public good,” the statement read.

“Registration for Nusuk is quite easy, and you can complete it online, by providing your Hajj visa number and some basic visa details,” Qaiser Mahmoud, a travel agent based in Sharjah, told Gulf News.

“If you are going for Hajj in a group, the group agent may also be able to help you complete the registration. But the Nusuk permit will be on your phone,” he added.

2. Minimum age for Hajj application – 12 years

Another rule to remember is that Saudi Arabia has set the minimum age for performing Hajj at 12 years.

3. Registration through the Sehhaty application is required to verify vaccination status.

You also need to register in the Sehhaty app to confirm the necessary vaccinations. The app by the Saudi Ministry of Health is available for Apple, Andoid and Huawei devices and you can complete your registration online.

Fines for violating Hajj rules

On May 7, the Saudi Ministry of Interior also posted on its official social media accounts the penalties that would be implemented if the rules are violated.

Fine of SAR10,000 (Dh9,792) against all citizens and residents who are caught without a Hajj permit and visitors in the following places:

- The city of Mecca - Central area - Sacred sites - Al-Haramain Train Station in Al-Rasifa - Security control centres - Sorting centres - Temporary security control centres

The post added that violating residents will face deportation to their country and prevented from entering Saudi Arabia according to the system-specified periods.

The fine imposed on violators, amounting to SAR10,000 (Dh9,792) , will be doubled if the violation is repeated.
