Tourism visitation and spending up over last year, setting new records

South Dakota tourism officials say the industry is breaking visitation and spending records again.

According to a report, the state saw 14.7 million visitors in 2023. That’s a 2.3 percent increase over 2022.

The state tourism department said that’s a record. Those visitors spent $4.96 billion dollars while here—also a record.

That’s an average of $340 dollars per person.

Gov. Kristi Noem said there’s a lot to discover in the state.

“I think there is an element to where people are looking for a bit of an experience of the Wild West,” Noem said. “They know they can come here and spend time outdoors. They can go hiking. They can enjoy our western way of life, but yet still go and have fine dining in the evening and experience some of the culture we have in Sioux Falls and Rapid City—even Watertown, Aberdeen. That’s pretty special.”

Tourism officials attribute part of the increased visitation to year-round marketing—including efforts to visit the state in the winter.

Tourism Secretary Jim Hagen also points to a new marketing campaign called Forever 605, which encourages visitors to travel off the beaten path and travel respectfully.

Hagen said the campaign focuses on those places yet to be explored.

“This campaign also puts an emphasis on, ‘Hey, let’s take care of the great outdoors that God has blessed us with.’ Pick up your trash, be respectful,” Hagen said. “Also, be respectful of our frontline workers and the people who work here. Treat them with respect. We’re excited about it. It’s resonating well with the industry.”

The department said tourism in 2023 generated $384 million in state and local tax revenue.

PIERRE — Get your motor runnin’! Travel South Dakota has officially launched Rally Rush, a new statewide initiative to welcome bikers to the Sturgis Motorcycle Rally and celebrate the cherished tradition of motorcycling in South Dakota.

The Rally Rush campaign invites communities across South Dakota to extend a warm welcome to riders, showcasing the state’s renowned, world-class hospitality. Recognizing the significant economic impact of the Sturgis Motorcycle Rally, Travel South Dakota is thrilled to announce this partnership with local entities. Regional tourism associations, CVBs, chambers of commerce, economic development corporations/offices and civic organizations are eligible for up to $500 in grant funds.

“The Sturgis Motorcycle Rally is a cherished tradition that brings together riders from all walks of life and from all corners of the globe,” said James Hagen, Secretary of the South Dakota Department of Tourism. “Eligible entities may apply for up to $500 in grant funds to be used towards their own Rally Rush promotional swag or advertising initiatives. Grants are limited to one per community. Travel South Dakota will also provide approved entities with a start-up kit of free “Welcome Riders” posters, stickers, window clings, and a limited number of Rally Rush T-shirts to help in campaign efforts.

2023 Tourism Industry Sets Two Historic Records

South Dakota’s tourism industry sees all-time records for both visitor spending and visitation in 2023.

PIERRE, S.D. – Visitor spending and total visitation each set all-time records in South Dakota in 2023.

Tourism officials had their eyes on success while anxiously awaiting final numbers coming off recent record-setting years. According to the annual study conducted by Tourism Economics, visitors to South Dakota spent 4.96 billion dollars, an increase of 4.9% over 2022 . This surpasses all previous records, which continues to prove the South Dakota tourism industry’s tenacity and resiliency. 

South Dakota welcomed 14.7 million visitors, reporting an increase of 2.3% over 2022 , also an all-time record.

“Visitors are discovering South Dakota’s great assets: our people, our places, and our Freedom. The word is out, and that is why we continue to see record increases in our tourism industry,” said Governor Kristi Noem . “Year after year, this industry supports South Dakota’s economy and essential services in our communities. Together, South Dakota citizens are building the strongest economy in America.”

The tourism industry remains essential to South Dakota’s economy, providing an indispensable source of job creation and household income to thousands. 57,835 jobs in South Dakota were supported by the tourism industry, which generated 2.2 billion dollars of income for those families.

“Tourism in South Dakota is a job-creating, revenue-generating machine that plays a vital role in supporting the state’s economy year after year," said James Hagen, Secretary of the South Dakota Department of Tourism. “To see this industry continue to grow and set records shows the dedication to service, state, and community. I couldn’t be prouder of every individual in this industry.”

In 2023, tourism generated $384 million in state & local tax revenue. Without tourism in South Dakota, each household would pay an additional $1,040 in taxes each year.

“What we are doing is working,” continued Hagen. “Conservatively, research tells us that for every $1 we put into tourism marketing, we see $61 in visitor spending and $5 in tax revenue. South Dakotans feel the impact daily with job creation, reduced tax burden, and increased state and local tax revenue.”

North Dakota deer licenses drop to lowest number in 8 years; available habitat remains a concern

Deer licenses available for the fall hunt in North Dakota have dropped for a third consecutive year, even after the mild winter.

The state Game and Fish Department set 2024 licenses at 50,100, a drop of 6% from 2023 and the lowest number since 49,000 in 2016.

“The 2023-24 winter was one of the mildest on record. However, fawn production was reduced following extreme winter conditions during 2022-23, which limited population growth despite reduced gun licenses during the 2023 hunting season,” state Wildlife Chief Casey Anderson said. “Modest license allocations are intended to maintain hunting opportunities while encouraging population growth in the state.”

Deer licenses in North Dakota in the first decade of the 2000s routinely surpassed 100,000 and at times approached 150,000, including in 2007, when 148,550 licenses were made available. Since then a loss of habitat, several harsh winters, drought, the acceleration of chronic wasting disease, and an outbreak of epizootic hemorrhagic disease in central and western North Dakota deer in 2021 all have cut into the deer population.

Game and Fish in the mid-2010s set a goal of returning to 75,000 annual licenses by 2020, and came close to the mark with 68,650 licenses in 2020 and 72,200 in 2021. But licenses in the past 10 years have averaged 57,598. About 75,000 people typically apply for a license.

Game and Fish uses many factors when deciding on deer licenses, including harvest rates, winter population surveys, depredation reports, hunter observations, input at advisory board meetings, and comments from the public, landowners and department field staff.

Habitat continues to be a major concern, particularly the loss of land enrolled in the federal Conservation Reserve Program as farming practices have changed. In 2007 there were 3.4 million acres of CRP land in North Dakota, but Anderson said 85% of that habitat could be lost by 2026 if contracts continue to expire.

“Habitat does not have to be CRP but needs to fulfill winter and fawning habitat needs in particular for (deer) numbers to bounce back effectively,” he said.

The spring mule deer survey showed western North Dakota’s population is 1% higher than last year, following record low fawn production in 2023.

North Dakota’s 2024 deer gun season opens Nov. 8 at noon and continues through Nov. 24. Overall hunter success was 55% last year, 53% in 2022, 57% in 2021 and 68% in 2020. Game and Fish has generally considered 70% to be a successful season, though that threshold is not an absolute due to unpredictable factors such as weather.

Applicants for regular deer gun, gratis, youth and muzzleloader licenses can apply online through the Game and Fish Department’s website at gf.nd.gov . The deadline is midnight June 5.

Deer hunting is a multimillion-dollar contributor to North Dakota's economy annually. Each hunter spends hundreds of dollars daily and averages nearly five days in the field, according to Game and Fish and state Tourism Division data.
