Meet the miniples re-energising britain’s ailing high streets.

Despite low consumer confidence and Brexit, independent agencies are re-energising Britain’s lacklustre high streets. James Chapple reports.

They’re small but perfectly formed: travel’s miniples are booming, and they’re proving one of the sector’s most resilient elements.

While times are tough amid the ongoing Brexit malaise, three independent agency chain leaders have told TTG there has never been a better time or chance to make a success of bricks and mortar.

For all the warnings the internet would sound the death knell for the high street, conscientious and community-focused agencies – aided by government rate reliefs, bargain property and major players like Thomas Cook hitting the headlines for the wrong reasons – are continuing to thrive.

The growth of the miniple – widely accepted as travel agencies with five to 50 branches – is none more evident than in south Wales and along the Welsh border, where a slew of new openings has made travel agencies a focal point of depleted high streets.

It is Don Bircham, managing director of Hays Travel North West, who perhaps summarises this new-found optimism most succinctly. “We can now compete with the multiples – we don’t have to hide around the corner from them any more, we’re right in the mix with Cook and Tui.”

Hays Travel North West started life 20 years ago in Mold, north Wales, as Just Go Travel. However, it was after a 10-year spell as a Tui franchise that Hays Travel founder John Hays invested, giving Bircham fresh impetus to more than double the size of his business over the past four years with the Hays brand above the door.

Bircham is confident of hitting the 40-store mark by the end of the year – new branches in Northwich and Oldham are ready to go as the business expands into Lancashire and Greater Manchester, while the Hays name will soon arrive in Shrewsbury. Two or three more openings are “in the pipeline” as well, reveals Bircham.

Rate relief

“The demise of the high street has provided an opportunity for us,” he explains. “Those units that five years ago were going for £50,000 [annual rent] can now be secured for £30,000. This has made a huge difference. There are now good, primary sites available in our town centres.”

One key factor for Bircham is the government’s two-year (2019/20 and 2020/21) business rate relief scheme for units with a rateable value of less then £51,000.

“It helps that many of these shops fall under the scheme,” he says. “The downside is there’s no security – it would be great if they could give us some certainty and extend it. It’s helping nudge some property deals over the line. It’s a big part of our development plan.”

Bircham adds businesses like Hays Travel North West have benefited from a lack of investment by multiples in small market towns and town centres.

“A lot of the activity does seem to be in Wales, the North West and the Midlands,” he muses. “I don’t know why. I don’t think it’s one particular issue, it’s numerous things that have come at the same time.”

“We can now compete with the multiples – we’re right in the mix with Cook and Tui”

Mark Johnson, operations director at Polka Dot Travel, echoes Bircham’s sentiments, particularly on rate relief. “We’ve been able to go into towns with big catchment areas we may not have looked at,” he tells TTG .

Polka Dot sprang up in Shropshire six years ago and has quickly grown to 14 stores. Four more – Mold, Lichfield, Cannock and Leek – will open shortly, and Johnson reveals the business is in talks over another two or three.

“I’d expect us to have them open by Christmas so we’ll go into January with 20,” he says. “We’re targeting 30 by the end of 2020.”

Polka Dot expects to achieve £35 million turnover by October and grow this to £50 million by the end of October 2020.

“It’s largely organic growth, but we would definitely consider acquisitions too,” Johnson continues, remarking on Polka Dot’s rapid expansion into the Midlands, now with the support of a dedicated regional sales manager.

“It’s a huge population waiting to be served,” he says. “I think we can go in and make a real difference. We’ve got our eye on a lot of towns. We’re happy to move around. We want to build the business to 50 shops.”

Tall order

From one location to 20 in less than seven years is not without its challenges, Johnson admits. “Trading is up about 8% this year. We’re outperforming the market and we’re beating our targets. But we’re definitely not walking it. It’s really tough out there.

“Brexit has definitely had an impact. People aren’t flooding through the doors so we’re having to work really hard to generate enquiries and convert them. It’s been a difficult year, so to grow this year is really encouraging.”

Making the best of tough times though, Johnson sees the current economic and political climate as another opportunity to grow.

“There are some good deals on the high street – rent and leases,” he says. “Landlords are getting rid of property and taking offers much lower than they were six or seven years ago when we started.

“The government’s rate relief has helped too. We’ve been able to negotiate some great deals in these places, and it gives you time to get established in a new location.

“Getting the right people is absolutely critical too – we will delay opening a new store until we get the right staff.”

For Miles Morgan, who started his business in 2006 and now operates 16 (soon to be 17) stores, the rise of the miniple in south Wales may well be a reaction to there being a lack of independents in the first place.

“If you wind back five years in south Wales, there was nowhere near as strong an independent agent community,” he says. “I think there was a gap for it to happen. It’s probably more a correction than anything else.”

West Wales has long been served by Travel House, which now has 20 stores, and in recent years Tailor Made Travel has rapidly expanded to nearly 20 agencies. With Hays Travel and the Co-op also operating in the area, Miles Morgan Travel has expanded into Wiltshire and the south-west; its next agency will be in Devizes, while its Yeovil store will relocate to larger premises.

Seizing chances

“I’m a great believer in going the opposite way,” Morgan explains. “I opened my shops in 2006 when the internet was growing; everybody was going online. We’re at the point now where you can’t open a paper or go online without seeing a negative story about the high street. That presents opportunities to get locations you couldn’t have dreamt of 10 years ago.”

Like Bircham and Johnson, Morgan hails the government’s rate reliefs, but stresses his business has always sought to set itself apart from other agencies. “When I was a high street agent working on the counter myself, you were primarily a footfall business,” he says.

“Thankfully, we’re a destination shop. People come into town to see us. We’re not reliant on footfall any more because being a high street agent is as hard as it has ever been. I’m thankful we have appreciative customers who we attract not through price, but through service.”

Visitor information centres have the advantage of being close to the customers and having firsthand knowledge of the destination. However, visitor information centres may also have limited resources, staff, and products and may depend on the seasonality and popularity of the destination. 

4) High street Travel Agents  

High street Travel Agents operate from physical shops or offices on the streets or shopping centres of towns and cities. High street Travel Agents can offer a range of products and services, such as the following:

What Does A Travel Agent Do?

One of the primary roles of a travel agent is to advise clients on destinations and types of holiday. If you’re unsure of where you’d like to travel, they will ask you questions and get to know your preferences which will allow them to suggest the best options for you. 

What’s more, a travel agent’s job is to organise and plan aspects of your holiday. They will do as much or as little as you would like. Some people require minimal assistance while others expect their travel agent to arrange everything so all they need to do is turn up at the airport ready to relax and get away from it all. 

Another thing that travel agents excel in is working to the client’s budget. Whether you’re looking to travel frugally or are willing to splash out, they’re trained to find the best deals to suit your budget. 

The First Travel Agents

While it might be easy to believe that travel agents are a relatively recent type of business, you may be surprised to learn that the concept is more than 175 years ago! Thomas Cook was the first travel agent in the world and was established in 1845. 

Thomas Cook is now an online only travel agent and sadly it’s airlines and physical stores went under just a few years ago. However, this pioneering company started by transporting 500 people from Leicester all the way to Scotland on a tour of the country. This might sound like something one could organise by themselves today, but back then, it was a real mean feat!

What Are The Different Types of Travel Agents In The UK?

Depending on who you are, why you’re travelling and what you need from a travel agent, you might hire one of four main types. These are business travel agents, high street travel agents, call centre travel agents and online, or web-based travel agents. Moreover, each of these types of travel agent will fall into one of three categories. Let’s look at these first. 

Travel Agent Categories

The first category of travel agent is the independent travel agent. These are small businesses that only serve their local area. They may be family owned businesses and working with these travel agents is beneficial to your local community. 

Alternatively, you might opt to work with a multiple travel agent. These are larger companies that have chains across the country. They usually have a physical retail outlet, many of which are found on your local high street. 

Finally, there are miniple travel agents. These are very similar to multiple travel agents but tend to have a lot more outlets.

So, let’s get down to the main point of business; types of travel agents. As we mentioned earlier, there are four main types. Here’s a run down of what each of them does. 

High Street Travel Agents

The high street travel agent is one of the most traditional types of this business. It’s only been in recent years that their popularity has waned. Before this, anyone looking to head off to somewhere exotic or adventurous would have popped into their local branch.

If you walk through your local town, you’ll still see plenty of high street travel agents dotted about. Inside, there will be a range of brochures and information on various destinations as well as the option to sit down with the travel agent and discuss your choices and make a booking. 

Business Travel Agents

Where high street travel agents are there to assist people travelling for pleasure, a business travel agent helps those who are travelling for work. The different types of travel agents vary according to the service they provide and the products that they offer. In this article I will teach you about the different types of travel agents and provide some examples too.

What’s a travel agent?

High street travel agents, business travel agents, call centre travel agents, internet travel agents, independent travel agents, multiple travel agents, miniple travel agents, types of travel agents: to conclude, further reading .

A travel agency is a private retailer that sells travel-related products and services to consumers. This includes package holidays as well as individual holiday elements such as hotel rooms, flight tickets and travel insurance.

Travel agents typically use global distribution systems (GDS). These systems enable to travel agent staff to receive real-time updates on availability and prices and to make bookings.

Travel agencies typically take a percentage of the overall fee that a consumer pays, known as commission. Commission rates vary depending on the product and/or service that is sold. It is for this reason that consumers will sometimes pay more for a holiday booked through a travel agency than they would if they booked it directly with the suppliers.

The different types of travel agents

There are four main types of travel agents in the travel and tourism industry: high street, business, callcentre and Internet. I will explain how each of these types of travel agents work below. BUT before you read on, hit play on my new YouTube video below!

High street travel agents have been around for a long time. Up until only a few years ago, high street travel agents were the most popular and themes common types of travel agents.

High street travel agents are typically found in major shopping areas, such as local high streets or in shopping malls.

High street travel agents typically have an area where holiday brochures are displayed and desks for consumers to sit at and talk than travel agent. Travel agent staff are generally very knowledgeable about the products and services thatchy are selling and offer high standards of customer service.

Many people continue to prefer house high street travel agents because they enjoy the face-to-face interaction.However, fewer and fewer people have been using travel agents in recent years. This has led to the closure of many high street travel agents.

High street travel agent examples: TUI, Hays Travel, Cooperative Travel

Business travel agents specialise in planning and booking travel for business purposes. Business tourism is one of the largest types of tourism . As such, this is an important type of travel agent.

Business travel agents do not always have a visible high street presence. Instead, they may be tucked away in office blocks or in quiet locations.This is because they do not tend to have walk-in business.

Business travel agents typically work with companies to organise business travel. Stays tend to be shorter than ordinary holidays. Business travel agents are popular because they help to save organisations timed money, given that they are able to quickly plan itineraries and book travel the best prices.

A call centre travel agent is a travel agent which is based in a call centre.

Call centre travel agents provide advice and guidance on booking your holiday via the telephone. Many major travel agencies will have call centres as wells high street shops.

Call centres have lower overheads than high street retailers because they do not have to pay premium prices for their offices- they have the flexibility to be based anywhere.

Some companies even choose to base their callcentres in developing countries, where wages and overhead costs are lower. However, this has been known to have a detrimental impact on the service offered due to language barriers and cultural differences.

Types of travel agent businesses

The types of travel agents can also be distinguished by their business model. There are three major business models that are used: independent, multiple, miniple. I will explain what each of these are below.

An independent travel agent is an agent is a unique company. There is only one branch and it is not associated with any other travel agency stores or companies.

Independent travel agents are commonly found in small towns and villages. They are usually locally-run businesses. Because of scales of economy, independent travel agents are often not able to compete with the lower prices offered by larger types of travel agents.

Independent travel agents do not necessarily need to have physical travel agency. There are many people who are running their own, successful travel agency businesses from home. These are Internet travel agents who are operating on an independent basis.

Since COVID-19, many organisations have reduced their business travel requirements, opting instead for Zoom calls and webinars facilitated by the shut-in economy . It is predicted that this change will be irreversible and therefore that the need for business travel agents will be permanently reduced.

A multiple travel agent is one which has a chain of branches. They are typically large organisations with a strong high street presence.

Multiple travel agents did have a monopoly of the market for many years. However, they have struggled to compete with the Internet travel agents, who have fewer overheads and are more conveniently located- on a consumer’s computer/smart device!

Miniple travel agents are travel agents that have several branches. These are usually mid-sized companies. They are often regional.

As you can see, the travel agency market has changed a lot in recent years. We have moved away from the traditional multiple on the high street towards an Internet-based approach when researching and booking our holidays. Nonetheless, there does continue to be a desire for travel agents, albeit largely online.

Lyne Barlow now: What happened to bogus travel agent jailed for fraud

The travel agent turned fraudster orchestrated a £2.6m scam.

A bogus travel agent who was jailed after conning hundreds of holidaymakers in a £2.6m scam is the subject of a new BBC documentary airing on Monday night.

The half-hour-long episode of The Big Cases programme, titled The Sunshine Scammer , is being shown on BBC Two at 7pm on 16 September. It charts the crimes of Lyne Barlow, a woman from County Durham who duped her own family, lied about a cancer diagnosis and swindled over 1,000 victims out of millions of pounds.

Here’s a rundown of what Barlow did and where she is now, ahead of the documentary airing.

What did Lyne Barlow do?

Lyne Barlow, formerly of Stanley, County Durham, conned more than 1,400 victims by acting as a travel agent to sell holidays around the world for too-good-to-be-true prices.

To deflect blame when customers complained, Barlow pretended – even to her closest relatives – to have cancer, going as far as to attend fake hospital appointments and leave hair on her bed to make it look as though it was falling out.

Following the death of her father in 2015, the married mother-of-two stole more than £500,000 from her mother, Susan Colman, after stealing her financial identity, raiding her bank account and covering her tracks by diverting her 64-year-old mum’s mail.

To con her customers, Barlow falsely claimed she was a member of the Association of British Travel Agents ( Abta ) and that her bookings were protected by the Atol insurance scheme. She quickly built up her business online and via word of mouth.

But when victims started to see their holidays fall through, they were left out of pocket or even stranded abroad if she had not booked a return flight.

People shared their experience on social media and soon Durham Police were being swamped by calls relating to Lyne Barlow Independent Travel.

Inquiries found she was operating a Ponzi-style scheme , taking money from new victims to pay for existing bookings or using money she had borrowed from friends and relatives.

Barlow, who had previously worked as a travel agent, would use the same websites that could be accessed by any member of the public, but discounted the price to make it appear a more attractive deal.

Some holidays were simply not booked, with victims finding out when they arrived at the airport, while some victims were promised booking details that never appeared despite repeated requests.

To deflect enquiries, she claimed to be undergoing treatment for cancer, even telling one customer it was “stage three or four” and “it’s in my bones”.

A local travel industry source said around the time of her sentencing that Barlow would offer deals such as a five-star all-inclusive week in Dubai for just £500, adding: “We tried to tell numerous people it wasn’t right, but as some people were travelling and getting the holidays at these prices, they wouldn’t believe it.”

As the business collapsed in late 2020, she asked friends for help with loans, including her husband’s best man, making excuses for why she needed help.

In October 2022, Barlow admitted to fraud charges relating to loans, investments and holiday sales, and a money-laundering charge.

The judge said the amount stolen over seven years was £2.6m, causing a loss of over £1.2m.

A synopsis for the show – provided on BBC iPlayer – which explores her crimes through actual police recordings and dramatic re-enactments simply reads: “How bogus travel agent Lyne Barlow from County Durham conned hundreds of holidaymakers and her family in a £2.6m scam, which also saw her lie about a cancer diagnosis.”

In 2023, Barlow was jailed for nine years .

At the sentencing, Judge Jo Kidd said: “You have obviously presented yourself to those who knew you as a charming and engaging woman.

“You are clearly a woman of significant intellectual abilities but you have an extraordinary talent for dishonesty.”

Barlow “mercilessly” abused the trust of her nearest and dearest, the judge said, going on “exotic holidays”, enjoying having a Range Rover and designer goods.

“The extent of the betrayal of your mother is truly breathtaking,” the judge said.

“As you gallivanted, your mother’s utility bills went unpaid and county court judgments rained down on her and that led to bailiffs visiting her home.

“I take the view you are a thoroughly callous individual.”

The judge said Barlow convincing her mother that her cancer had returned – having previously been nursed through a bout before – and urging her to look after her husband Paul and their children if she died, was “the most callous and calculated act”.

Tony Davis, defending, said: “Lyne Barlow is a broken, beaten and penniless woman.

“She apologises to each and every victim and of course there are many.”

He said 80 hours of counselling had not revealed a motive, but her business was doomed to fail and stemmed from her desire to be liked. He added: “Once she got into debt, riding that monster, it was inevitable it would come crashing down.”

Outside court Detective Sergeant Alan Meehan said: “Not only did Barlow offer holidays she could not deliver, but she also took advantage of the generosity and understanding of those around her, which has resulted in such far-reaching consequences.”

A good thing about these companies is that they can offer the personal touch by being able to give independent advice on holiday choices. Another advantage is they can achieve more economies of scale than independents because they only have to pay one licence fee for all branches whereas an independent will pay a license fee once but only to cover one shop as they are not part of a branch. Also if an employee of a miniple becomes ill then cover can be arranged from another branch whereas an independent will not have this cover and may have to carry on being under staffed lowering sales and customer service. However a disadvantage of miniples compared to independents is that they have less choice, all the branches will have to look the same, the same shop window set up and advertise the same deals.
