How to Apply at a Passport Agency
1. find out if you're eligible.
To apply at this passport agency, you must:
- If you need a foreign visa, your appointment must be within 28 calendar days of your travel.
- Show printed proof of international travel. See examples in the 'Collect all your application materials' section below on this page.
- Pay the $60 expedite fee with your application fees .
If you have a life-or-death emergency, please see Life-or-Death Emergencies . If you don't meet the requirements for an appointment, request expedited service .
We do not charge a fee to make appointments . If you asked to pay for an appointment, you should consider the request to be fraudulent. We are not affiliated with any third-party appointment booking services. We may not be able to honor appointments booked via third parties. Do not attempt to book duplicate appointments.
2. Collect all your application materials
- Printed confirmation of your appointment
- Flying : show a flight receipt or an itinerary.
- Driving or taking a boat to Canada, Mexico, Bermuda, or the Caribbean : show a hotel reservation, cruise or bus tickets, or international car insurance.
- Fill out your form(s) online and print it
- All required supporting documents
- One passport photo
- Major credit cards
- Debit/check card (not ATM cards)
- Digital wallet payments such as Apple, Google, or Samsung Pay
- Checks or money orders. Make payable to the U.S. Department of State.
- Cash (Exact amount only - no change provided)
- If you are applying for a child under 16 , both parents or guardians and your child must come to the appointment.

3. Make an appointment
Follow these steps:

- Go to our Online Passport Appointment System .
- Enter information about your travel plans to see if you qualify for an appointment. You may make an appointment for up to 7 members of your household.
- Enter your email address. We will email you a code which you must enter to continue making an appointment. Check your junk or spam folder if you do not see the code in your inbox.
- Enter your mobile phone number. We will send you an SMS text message with another code you must enter to continue making an appointment.
- Finish scheduling your appointment. Check your email for a message confirming the details of your appointment. The system will hold your appointment for 15 minutes. If you do not confirm your appointment within 15 minutes, start over.
- If you need to cancel or change the appointment, click the link in the confirmation email to get information about your appointment. If you made an appointment over the phone, forward the email you got to [email protected] with “Cancel my Appointment” in the subject line.

4. Arrive early to your appointment
- Arrive at the Canal Street entrance 15 minutes early to go through security screening.
- You cannot bring weapons, food, and drinks (except water in a sealable bottle).
- Check in at the information window. Give them your appointment confirmation number.
- Be seated in the lobby and wait until we call your number. We may not see you exactly at your appointment time.
- When we call your number, go to your assigned window.
- At the window, we will review your application and supporting materials. We will discuss options for picking up or delivering your passport.
Getting Here
Parking and transit information.
On the day of your appointment, we recommend you take public transportation.
Arriving by Public Transportation : Take Amtrak or Metro-North Railroad to the Stamford Transportation Center (STC) which is a half mile away at 30 South State Street (at Washington Blvd). Taxi and bus services, and parking is available at STC.
You can also take a free trolley service from STC to the Fairway Market stop that is one block from the agency.
Arriving by Car : Our parking lot is only for customers who have a disabled parking placard. All other customers must park on the street, in a public parking garage, or at the STC.

New Student Travel Card Request Process
In an effort to streamline and simplify the process for obtaining a Student Travel Card, the card request form will now be submitted in Kuali Build. This will remove the two step process currently in place that requires a request to be submitted, and then an email sent with the training and request form. Concur Visual Theme Update
The Concur Travel System will be updating the visual theme of your signed-in web experience. Starting October 2nd, 2023, you will see a refreshed look and feel while navigating the application. New features in this update include:
-Improved design consistency, aligning with the Concur Mobile App.
-Light Mode, Dark Mode, and high contrast theme options, creating a more inclusive and accessible experience.
Functionality of Concur is not expected to change with this update, but you will notice that some buttons and features are in a new location. To change your Concur visual theme setting on the web after October 2nd, 2023, follow these steps:
- After signing into Concur, go to Profile Settings.
- Under Profile Options, click System Settings.
- Under Appearance Settings, use the drop-down to select your preferred theme and click Save.
**Note: The current legacy theme (Concur Gateway) is an available option, however, this theme is scheduled to be deactivated permanently in Q1 of 2024.

Travel That Includes Personal Time
When combining business and personal travel please follow the guidelines below.
If you are planning to have combined personal and business travel, a price comparison must be done in Concur at the time of booking. If the price of the combined travel is less than or equal to the business travel alone, you can use your Travel Card to book in Concur or with Anthony Travel. If the travel including personal time exceeds the business portion, you must pay personally for the whole trip and submit for reimbursement for the business portion only. Anthony Travel cannot assist with personal travel arrangements. Please refer to this link for assistance: Guide to Obtaining a Price Comparison
Please bear in mind that no personal hotel lodging should be charged to the Travel Card. It is the responsibility of the cardholder to work with the hotel to ensure that only the nights related to business travel are charged on the Travel Card, and nights related to personal travel go on a personal card. When traveling with a significant other or family, you cannot book their travel within Concur or utilize Anthony Travel.
Adding Attendees to Your CBS Report
To align with the expense reports on the Travel side, we have given you the ability to add your attendees to Business Meals (Non Catered) and Catering expenses on a Company Billed Statement Report. This will eliminate the need for a Business Meal Preapproval Form. If the Attendees link does not display in that expense, please change the expense type and then change it back to the original expense type. This happens when the report was created prior to the change for adding attendees.
Rail Travel Now Available in Concur
You can now book Amtrak using the Concur Booking Module. Rail travel is now integrated into Concur to provide a complete travel booking experience. To book rail in Concur, please click on the rail icon in the booking tool.
New Guest and Student Lodging Expense Type
In efforts to incorporate your feedback and provide a solution, expense reports submitted for Guests and Students can utilize the new Lodging-Guest expense type. This expense type will remove the requirement of an itinerary for reports submitted on behalf of Guests and Students. With this update, it will now solve the issue with overlapping itineraries if there are multiple Guests or Students who were traveling on the same dates.

Users will have access to a new data source in Kuali Financial Data Mart (KFDM) containing information from the Concur Travel and Expense Management System as well as two standard reports. Travel Office
The Travel Office at SCSU is located within the Accounts Payable Department. It is responsible for processing and auditing travel authorizations and travel reimbursements while adhering to CSU Travel Policies and Procedures.
The CSU Travel Policies pertain to all employees and students traveling for the Connecticut State University System, as well as other individuals representing the Connecticut State University System. Certain exceptions to these guidelines may apply depending upon the applicable collective bargaining agreement. To view the CSU policy, click on specific sections below.
- Parking Permits
Per the Connecticut Airport Authority (CAA), parking permits for Bradley International Airport (BDL) are currently suspended until further notice. Travel Bans
Pursuant to Executive Orders issued by Governor Malloy, there are travel bans in effect for state funded or state sponsored travel to Mississippi and North Carolina. Links to the documents are below.
- Executive Order 45 - Travel Ban to Mississippi (Effective 3/30/2015)
- Executive Order 52 - Travel Ban to North Carolina (Effective 3/31/2016)
State-funded travel means travel paid for with funds from state appropriations and local operating revenue sources. Below are some general guidelines.
1. Funds NOT subject to the travel ban a. Travel paid for directly by the union (e.g. from the union dues). b. Federal and private grant money c. Any funds used to pay expenses incurred during stops/layovers in a banned location while traveling to an approved location. d. Money from student organization fundraisers e. Funds held and managed by the Foundation. 2. Funds SUBJECT to the travel ban a. All operating funds (such as from tuition and fees) and state appropriations. b. Funds that we are required to set aside for union professional development and travel, etc. These are operating funds in our accounts even though we are required to use certain amounts for the union members because of the AAUP, SUOAF, or other Collective Bargaining Agreement. c. State and local grant money
Important Notes
Once you have returned from your trip, you must submit your reimbursement form and expense documentation within 30 calendar days (regardless of whether or not a travel advance was received).
A policy exception request form may be submitted to justify reimbursement of expenses not addressed specifically in this manual. It must have a valid justification for the expense to be considered for reimbursement. The policy exception request form must be signed by the traveler and approved by the designated authority level. (See Travel Policy Exhibit A) Please see Parking Permits for information on what to do if parking in economy lot 3 is not available.
SCSU has established a Procurement Card program providing a convenient way to pay for travel related expenses such as airfare, conference registration and lodging without the use of personal funds.
Please remember the travel authorization form has been modified to accommodate use of the university p-card! Expenses such as registration, airfare, lodging etc. to be paid by the P-Card, after the TA is approved, can now be indicated on the TA. Only items not charged to the P-Card will be encumbered. In addition, when a P-Card is not available and a check is needed, the revised TA eliminates the need for additional vouchers for prepayments such as registration, lodging or travel advances. Now you can indicate right on the TA the need for a prepayment (a separate voucher is no longer necessary). Connecticut officials tout new air passenger protections
S tate Attorney General William Tong and U.S. Sen. Richard Blumenthal (D-CT) announced new consumer protections Monday which could save travelers more than half a billion dollars each year.
“I think all of us probably have a story to tell about a missed flight misconnection, an unreasonably delayed flight,” said Tong.
After major air travel disruptions in recent years, Tong and Blumenthal said they are following through with a promise to hold airlines accountable.
“They have failed to put consumers and passengers first, and prioritized profits over good service,” Blumenthal added.
“If you're in a place where you don't know anybody, you need to get home and your flights have been canceled and you don't have money for a hotel or you don't have room on your credit card, or you just don't have the ability to make it happen, you're going to be stuck,” said Tong.

These new federal rules will mandate automatic cash refunds — not travel vouchers — for passengers whose flights have been canceled or significantly delayed. That means a delay of at least three hours for a domestic flight and at least six hours for an international flight.
Airlines will have to pay the full ticket price, including airline-imposed fees and government taxes and fees.
“The status quo won't fly anymore,” Blumenthal said. “Consumers deserve relief from headaches and haggling that has been part of flying for most of our lives.”

Airlines will also be required to clearly disclose so-called “junk fees” and refund bag fees if luggage is not delivered within 12 hours of domestic flights.
Before the rule, the U.S. Department of Transportation (USDOT) said passengers had to navigate airline websites and fill out extra paperwork to request a refund.
The White House estimates the changes will save fliers around $500 million each year in excess airline fees.
“This is really important as we approach the summer flying season,” explained Blumenthal. “People are going to be getting on an airplane, they'll be charged more if they want to sit next to their family. They'll be charged more if they want to check an extra piece of baggage. They'll be charged more, nickel and dimed.”
He says the most important part of these changes is enforcement.
“You can have all the great rules in the world, but they're dead letter if you don't have strong enforcement,” Blumenthal continued.

A new “ Memorandum of Understanding ” between the USDOT and the Connecticut attorney general went into effect two weeks ago. It gives Tong’s office the ability to investigate complaints and enforce rules with airlines.
“Now we say, ‘No. We have an agreement with the USDOT where we step in their shoes, to use their authority to investigate and to get the airlines to do the right thing,’” Tong added.
Tong and Blumenthal both say this is only the beginning — they still want to bar airlines from selling flights they don’t have the personnel to support, stop airlines from canceling flights and then upselling people for new flights, and on a federal level, Blumenthal is still working on passing a “Passenger Bill of Rights” measure.
Blumenthal said that bill is currently in committee, but he anticipates growing support.
In a statement, Airlines for America (A4A) wrote, “A4A passenger airlines—which are fierce competitors—offer transparency and vast choice to consumers from first search to touchdown. U.S. airlines are committed to providing the highest quality of service, which includes clarity regarding prices, fees and ticket terms.
A4A members offer a range of options—including fully refundable fares—to increase accessibility to air travel and to help customers make ticket selections that best fit their needs. Consumers are given the choice of refundable ticket options with terms and conditions that best fit their needs at first search results.
A4A member carriers abide by—and frequently exceed—DOT regulations regarding consumer protections. The 11 largest U.S. passenger airlines issued $43 billion in customer refunds, $900 million per month, between January 2020 and December 2023, in addition to issuing other forms of compensation.”
