If you want to cut down on bulk, go for a streamlined, single-type converter, though it might only work in some regions. On the other hand, universal adapters will be effective no matter where you wind up—so if you’re a frequent jet-setter, this might be the best option.

Foreign plug, no fuse

I have seen these plugs before, they are not UK compliant as they have no fuse and the pins can be touched as the plug is inserted into the socket. It is a Chinese plug. You could return it to the E Bay as being unsafe and not useable in the UK, or just fit a compliant plug. E bay will support you on this as I have done it before. The seller will try to convince you to keep it and just change the plug, but if you don't want to do that insist on a return and money back. The seller must pay the postage and send you a return label, be careful, some return label on E Bay are fake, but you will find that out when you try to post it.

When I have had items without UK plug I use an extension lead so then fuse in extension lead plug. However as said if plug wrong which you can see is wrong, what else is wrong? I would personally use energy monitor and inspect what I could and then decide, I have used items which have been supplied with un-fused plugs, however there is clearly a risk, and I have to assess the risk. No one on a forum can do that risk assessment for you, clearly it does not comply and you have every right to return it, it is up to you.

If you watch any of the BigClive videos many of the Chineese things he tears down either aren't earthed at all or if they are its in a very shoddy way, they just don't seem bothered about earthing. I would imagine even if you change the plug the actual flex will be a little more than the thickness of alarm cable and even if the plug has got a fuse it will be a fake one that doesn't do anything. and even if the flex and plug and fuse are genuine then the earth wire will just be floating around inside the fire.  
If you want cheap, then often you get rubbish, but in some cases one takes a chance, my Japanese two way radio cost me around £350 (1997), and my Chinese one cost £35 (2019) they do the same job, and in many ways the cheap one is better, so I put up with the charger unit having no fuse. I am taking a chance, but don't charge unattended and to date no problems. But if I was to post pictures of the Chinese radio I am sure some one would tell me not to use it, but since to legally use it I had to pass an RAE exam so must have some electrical knowledge the risk is low. However if I was asked to loan the Japanese radio to use a work, no real problem, but with Chinese I would not be happy to loan as supplied to me. You can't ask some one else to do the risk assessment, only after careful inspection can that be done, which can't be done on a forum.

Your electric devices from Russian Federation will be expecting 220 Volts, but United States of America grid is of 120 Volts, this is a substantial difference that requires you to take some extra steps in preparation to your trip:

On the positive side , nowadays many devices will switch automatically to the network voltage and they will work just fine, i.e. mobile phone chargers are typically multi-voltage (but please, do actually check your own). It is important that you pay attention to your device's voltage. Connecting electronics to the wrong voltage, in the luckiest of the cases, the device will break or stop working temporarily; but please don't take this lightly , in the worst of the cases electrocution and fire hazards are a real possibility .

An automatic power supply suitable from 100 Volts to 240 Volts.

High-power devices don't usually handle different voltages due to the high-currents involved i.e. anything that its main purpose involves generating heat (or cold) like hair driers, baby bottle warmers, kettles, etc. On the contrary, modern low-power devices are likely to auto-detect and auto-adapt to different voltages i.e. usb chargers, laptop chargers, etc.

You will need a step down voltage converter a device that can be plugged to 120 volts and it provides an outlet with 220 volts for your Russian Federation' device. You will need to pay attention to the maximum power output of the converter and the maximum power consumption of the device.

This is not a big issue. Unless you are using an electric alarm clock or some motors when speed is an issue. Explanation: Some alarm clocks uses the frequency of electricity network to measure time.
