How Can You Tell If a ‘Travel Club’ Is a Scam?

A nationally recognized reporter, writer, and consumer advocate, Ed Perkins focuses on how travelers can find the best deals and avoid scams.

He is the author of "Online Travel" (2000) and "Business Travel: When It's Your Money" (2004), the first step-by-step guide specifically written for small business and self-employed professional travelers. He was also the co-author of the annual "Best Travel Deals" series from Consumers Union.

Perkins was founding editor of Consumer Reports Travel Letter, one of the country's most influential travel publications, from which he retired in 1998. He has also written for Business Traveller magazine (London).

Perkins' travel expertise has led to frequent television appearances, including ABC's "Good Morning America" and "This Week with David Brinkley," "The CBS Evening News with Dan Rather," CNN, and numerous local TV and radio stations.

Before editing Consumer Reports Travel Letter, Perkins spent 25 years in travel research and consulting with assignments ranging from national tourism development strategies to the design of computer-based tourism models.

The idea of a “travel club” covers a wide range of organizations and activities, from scam-like timeshares to legitimate memberships that can save you money. All are certainly not equal.

Many are legitimate low-risk operations, such as AARP , AAA , and other independent travel promoters. The most reliable ones are those you’ll recognize the names of. Some resort chains call themselves “clubs,” like Club Med’s all-inclusive resorts . Membership to these is mostly harmless marketing hype, but can offer real discounts: The more exclusive organizations may be exempt from agreements that prohibit third-party agencies from slashing their rates.

Membership fees, if any, are usually nominal—often under $50 a year—and you can easily opt out if the club doesn’t deliver real value. All you have to lose is the minimal initial fee. The discounts they claim may be no better than you could get through other sources, but they’re usually not worse, either. For well-known travel brands like these ones, the scam risk is minimal.

How to Spot a Travel Club That’s a Scam

Others, however, pose a big financial risk. Some require stiff membership fees up front—usually several hundred up to thousands of dollars—and they may commit you to big annual fees indefinitely. They can certainly be honest in that they deliver what they promise; many travelers are happy with their memberships despite the risks and limitations. Others, however, ask you to pay big up front for some promised future benefit. These may or may not be honest; some are clearly outright scams, and others simply inflate the benefits and disguise the drawbacks.

According to law enforcement officials, oftentimes the promised “discount” and “savings” never materialize: The promoters provide prices that are no better than travelers can buy openly, through a wide range of discount sources, and the promised “dream” vacations never seem to become available. They’re selling pie in the sky, and Marie Callender is better at making pies.

The big-dollar travel clubs are the ones should be subject to your scam scrutiny. Although no approach is foolproof, you can usually find out what you need by asking and fact-checking a few specific questions. Here’s what you need to consider:

The Timeshare-Based Travel Club 

Many large travel “clubs” are nothing more than conventional timeshare operations, operating as clubs to avoid the unsavory reputation of timeshares. What they sell is guaranteed annual occupancy, in multiples of weeks, at a vacation area—typically a beach destination, maybe with rights to vacations in a string of different areas. And the questions you need to ask about them are the same as for a timeshare:

What Do I Actually Get?

Examine the offer in detail to find out exactly what it promises, in specific terms. Does it promise a guaranteed specific interval at a specific location? Does it promise enrollment in a recognized exchange system? Check the fine print on the exchange, especially for limitations on how you can use your exchange “points.”

Is There a Switch to the Bait?

Is the asking price the full price? Does the featured buy-in include everything you have to pay up front, or are you subject to additional fees and charges? Does the promotion say or hint that you’d be better off with a higher-level membership?  

What Is My Ongoing Obligation?

In most property-based clubs, your buy-in is only the start. You’re also on the hook for various monthly/yearly “maintenance” payments and assessments. And the operator typically reserves the right to increase these payments without your approval or right of refusal.

Is There Any Asset Value?

Some very high-end vacation clubs actually own a string of vacation properties; members share in the ownership of these properties, and the club operator agrees to repurchase for a reasonable price. But most mass-market vacation clubs offer no asset value to back up your initial “investment.” At best, you own your “membership” and can sell it or pass it along to your heirs. However, some deals are for the term of your life only and revert to the owner on your death.

Is There an Escape Clause or Resell Limitation?

Club promoters may not accept a return, even for a reduced price, and some timeshare-based clubs may limit your ability to resell. The travel literature is full of horror stories of people who just want to get rid of ongoing payments, even if it means giving the interest back to the promoter with no return.

The “Big-Discount” Travel Club

Other clubs promise they have access to large discounts on airfares, hotels, cruises, rental cars, tours, and just about any other travel service you can name. The ones that charge minimal fees are no more than a nuisance; if they don’t work out, you won’t have to refinance your house. But some ask for big membership fees, and those can be a big risk. As with timeshare clones, you have to ask some questions before you buy into one of them:

What’s My Exposure to Risk?

As with a timeshare, you have to check what you actually get, your future ongoing obligations, and, perhaps most importantly, your cancellation options. Check the fine print to make sure that the discounts are guaranteed. “Subject to availability” doesn’t cut it.  

Are the Claimed Discounts Real?

Challenge—and verify—all claimed “discount” deals. Don’t be gullible: Ask to see a list of currently-available deals, and check them through conventional search systems before you accept any broad claim that it will save you money.

Are the Posted Discount Prices Honest?

One hotel-discount membership organization I recently checked out posted some really attractive original prices. But when I went through to the final buy-it page, I found the initial prices did not include mandatory resort fees, taxes, and fees imposed by the travel club. The all-up total prices were about the same as I could get through Tripadvisor (SmarterTravel’s parent company) search links.

What Do Others Say?

The club’s promotional materials probably highlight gushing testimonials. Don’t take them at face value—promoters can easily satisfy enough travelers to elicit a few genuine rave reviews, which the company will then highlight. Instead, check with review and complaint sites like the Better Business Bureau , Yelp , Google reviews (which usually now appear simply by Googling a business), and any other online review source you like. Also, Google the club to see if it has generated any serious complaints—or, even worse, law enforcement actions.

Scam Rules to Know for Any Kind of Travel Club

Make sure any club you’re considering can pass an easy scam test. Often, you can answer the scam-or-not question before you even see the details of a club promotion. Initial claims often can offer some early scam clues:

Scam Clue 1: The promotion is claiming that you’re getting something “free.” No travel service of real value is ever free. The club promoter is making a profit somewhere along the process. Nothing is free. Repeat this to yourself as often as is necessary.

Scam Clue 2: A promotion claiming you’ve “won” something. If you didn’t knowingly sign up for a sweepstakes run by some outfit that had terms and conditions you agreed to, any out-of-the-blue “winner” notification is almost surely a scam.

Scam Clue 3 : A promotion claiming you’ve been “specially selected” for membership. A lot of robocalls are currently making this pitch. The only outcome you’ve been selected for is a fleecing.

Scam Clue 4 : A promotion demanding that you “act now” or lose the deal. If a deal is actually honest, it will still be there after you take a day or so to check it.

Scam Clue 5 : A promotion that poses as an investment. Some property-based clubs claim, or at least imply, that your membership is an investment. That’s just false for anything that’s not outright property ownership. Fractional ownership such as timeshare may be a good way to vacation to the same place every year—but it’s a lousy overall investment.

I can’t guarantee that following these guidelines can totally shield you from a scam (no one can). But they’re a good start to protecting yourself.

I went online to receive out $30 gift card after we signed up for $20 of our money. What a waste. It wouldn't email me the code. Checked the junk and nothing. I used a different email and it went through. After putting in my info to claim the $30 gift card that was promised to me, it wanted me to put on my credit card info. For what? You're the ones who's supposed to give me my gift card. I'm not even bothering with the so call great deal on the cruise because it's a waste after reading more into it. Next time you see these travel people at a show or fair just keep walking. You can keep my $20!!!!

To be expected, they are fast talkers and offer a lot of exciting experiences. But when it comes time to actually try and utilize the service there's no availability. The units that are available around the times to travel aren't what are actually wanted & only provided a couple hundred dollars less (I'm being gracious) than what they're on the market for. Those travel agents that are supposed to be helping find vacations, good luck, it took a week to get an email back after my months of researching kept leading me to a dead end I figured I'd use this advantage that was marketed to me with this travel specialist who is available to help research & secure desired locations. The gist of the response from the travel specialist was simply stated "we'll let you know if something becomes available". And don't forget to read the fine print because on those amazing 75% off all inclusive resorts that are flashed in front of you during the marketing of this club, in the fine print you'll see if they make all their money back and more. You're better off buying straight off the Internet market vs using this club. I still can't believe that I became one of the suckers who bought into this. It's a humbling experience to find myself shaking my head & thinking "wow that was a a lot of wasted money."

After reading their reviews on the BBB's website plus all of these Yelp reviews and responses from the owner, we will be cancelling our upcoming virtual presentation this Sunday. I don't want to waste 90 minutes of my time when we can do a much better job at finding a good deal for a cruise. We threw our hat in for the drawing for a free cruise....not a discounted cruise, a free cruise. Meaning, free...literally...free. Anything aside from free, is by definition not free. Glad we read the reviews first before doing anything more. What's even more sad is I was just curious if this was legit, and when I Googled their company name, the first 7 results on Google were basically related to complaints.

You are incorrect about cruise rates for members. Our members ALWAYS get a better cruise rate than non members. You are correct about our promotional cruise that we give to customers for spending time with us. It is not Free. You have to pay government fees and port taxes saving you up to $600. So you get over $300 an hour to listen to our program. If you entered our sweepstakes for a FREE cruise that drawing will be held Jan 12th 2024. Last years winner was Megan and Kyle Owen.

Pretty upset with this company. We did one of their Zoom calls to get the 5-day cruise and a cheaper resort stay and they gave us the codes to sign-up, but every time we tried to register the codes they gave us, they didn't work or said they had already been used. I tried to use the code for the cruise and then it said it would send me an email to finish setting up but I never received an email. I even checked my junk mail and no email was received. Pretty disappointed in this company and will tell my friends not to sign-up when you see them at the fair. It's a scam.

Interesting. We have a dedicated phone number for customers to call if anyone has any technical difficulties redeeming the promotional cruise. I don't see any mention of you calling for assistance. If you do, we are there to assist.

Thank you but The reason we paid $20 at your State Fair promotion was for a 3 day cruise. We listened to ur promotion n joined only to find fees were as much as the cruise. Even ur employees said it wasn't worth it? We never booked after that. We use reviews before we travel and every place offered said bedbugs n stay away including the Banyan.

You requested one condo..Maui Banyan only $399 for the week. It has an average of a 4 star review on trip advisor. You simply did not book it. People post all kinds of misinformation on the internet and one claim positive or negative does not mean it is true. You need to look at the majority of reviews to get close to the truth. We have over 4000 condominium/resort properties for you to choose from and over 180,000 hotel properties. We do not work with properties that are poor quality and we would never suggest you book any properties with bed bugs or lice....EVER! We gave you many options for your promotional cruise. Some with the upgrades you asked for and some at the promotional pricing for only the taxes and fees. Although you were given the deep discounts described in the cruise promotion you did not book any of the options we offered. Our employees know the promotional cruise prices we offer are better than any other pricing on the market. They would never say they are not worth it. We have booked thousands of cruises and have thousands of satisfied cruisers. Interesting to note that the only complaints you see are from those that did not take us up on our offer. We are sorry to hear about the deaths in your family.

We paid a lot of $ too and never got to used r it for travel, also never took r cruise promotion. Every time we looked at Condos a lot of reviews reported bed bugs or lice. Another thing we've had hard times n sudden deaths in r family out of state n thought using it but too short notice. Very disappointed and feel scammed too.

NOT all Travel Clubs are the same!!! Condo Travel Club is certainly the BEST of the Best. From decision to reservation to expectation, the club deserves 5 stars all around. I have used the club for 10 years and I have always been extremely happy with every trip taken. Cruises are Karen's speciality and she doesn't miss a trick, Condo's are Abby's things and "what a professional she is time and time again. CTC also gives back to breast cancer survivors by providing travel services and vacations to women who are recovering from the fight. I highly recommend joining this club and using their services. The fee is minimal and what you get in return is Priceless!!

DO NOT Waist your money on this company's services!!! The free travel vouchers are no good and they are expired when they mail them to you! You can find better deals by looking on Bookit.com and contacting property's direct. I submitted for the cruise voucher after I joined and the respond back was I will hear something in 7-14 days. It has been 15 days and I have heard nothing. I paid 4K for this service and feel like I was scammed. Save your money and do not give this company a penny.. Jeff

Jeff, Checked the records of our sales and promotion department. Promotions said they did not see the record of your free 4 night vacation until you brought it to their attention. They take full responsibility for the mistake. They tried to make it up to you by sending you a Free 7 -night vacation. They did not realize that certificate had expired so they negotiated with the supplier and got them to honor it and agreed to pay the $299.00 upcharge for the 7-night vacation. There was no cost to you. The Promotional Cruise Department responded to your cruise request within a couple days of your request, gave you a complete quote, answered all your questions and never heard back from you. Here is what we have in our records: On Jan 27th you submitted your request for a 7 day cruise out of Long Beach CA. Leaving 3/30/18. They sent you a quote on Jan 31st from $540pp for an inside up to $850pp for a balcony. The quote included all your taxes, port expenses, any/all fees, as well as any upgrades you choose to go with including peak season. The only other charges you were responsible for were tips. On Jan 31st you responded and wanted to know if it was the promotional rate, what the itinerary was and if you could book air. They responded the same day with the itinerary and said an agent could book you air. You wanted to know the cost of a beverage package and they gave you the additional cost. You said you would let them know the next morning if you wanted it. You never responded. Looks like everyone here is working hard to take care of you. Please call 315 298 3355 so we can assist you with any other issues.

Attached are the documents relating to the Condo Travel Club I will again say that I believe we should receive a full refund We were outright lied to and misled by the salesman.My issue is this: We were told specifically by the salesman that we could add our son as soon as he turned years old We questioned him about this because our son wasn't until He said there would be no problem, the day he turned we could add him as an associate member and begin using all the benefits of the associate membership, including renting condosWe signed the contract taking him at his word When I called the Condo Travel Club several months later to ask questions about adding my son that's when I was told he couldn't rent a condo until he is years oldI feel that this salesman intentionally misled us and outright lied about the associate membership age in order to sell us the membership We never would have joined the Condo Travel Club if we had known our son would have to wait until he was to rent a condo.For the Condo Travel Club to offer us $in compensation is ludicrous We paid over $7,for the membership We have such a bad impression of the Condo Travel Club now that we want nothing to do with them They obviously use shady tactics to get people to sign membership agreements and intentionally deceive people.I appreciate your assistance with this Thank you[redacted]

our travel agents You do not have to cruise lines leaving port Canaveral but you do have cruise ships leaving the port You have tons of cruise ports and itineraries available to choose from including transatlantic cruisesThe other thing that was probably not explained in the short time we had with you is that cruise lines continually change itineraries and portsEvery year there are new cruise couple of weeks in December This was not made clear to us at the presentation The website went on to say that after submitting the three preferred weeks, someone would get back to us in 7-days The free cruise is not a big deal, but we weren't told how it actually works, and the difficulty in scheduling datesThe Port Canaveral departure to many destinations on a cruise line other that [redacted] Yes, those were the documents we were given by the Condo ClubHOWEVER, the application was incomplete and we decided not to go through with the purchase after our sales representative told us she had not completed all of the paperwork needed to get the Genesis creditThen her supervisor, MrAlvilas, and MrBishop continued to send us docusign papers electronicallyThat is when he contacted Bridgette to make sure she had not completed the application process, which she confirmedWe did not sign the last documents needed for the Genesis account, as you can see by the August email they sent to me, and my response on the 31st, stating I would not sign the document giving them permissionThe purchase was not completed, and they opened the Genesis account fraudulentlyI do not accept their terms to this agreement, as it was NOT the terms we agreed to at the point of saleTherefore, we would like this matter closed and settled, as we are not paying for this fraudulent account

Flat rate prices on condominiums are available in many, many areas but they are not available in areas with limited or no supply of timeshare condominium units. That was the case with your request. We did offer you a wholesale rate in the area you wanted to visit which was at a higher price then our Flat Rate prices.I am not sure about the car rental reference you are making. I see we quoted you on some rates and can assure you they are at member rates.For your inconvenience, the next time you would like a weeks vacation we will pay for your accommodations in one of our condominiums for up to 4 people. Rating Derivation Summary: Moscow’s Standalone Credit Profile (SCP) is assessed at ‘a+’, reflecting a combination of a ‘Low Midrange’ risk profile and an ‘aaa’ debt sustainability. The city’s SCP factors in Moscow’s favourable comparison among peers in the same rating category. Moscow’s IDRs remain capped by the Russian Federation’s (BBB/Stable). Risk Profile - ‘Low Midrange’: The ‘Low Midrange’ risk profile is based on five key risk factors (KRFs) assessed as ‘Midrange’ and one KRF assessed as ‘Weaker’. This reflects a moderately high risk relative to international peers that the city’s ability to cover debt service by operating balance may weaken unexpectedly either because of lower-than-expected revenue or expenditure above expectations, or because of an unanticipated rise in liabilities or debt service requirements.Revenue Framework: The city has a strong and expanding tax base supported by the high concentration of value-added output and high-earning residents in Moscow. It is therefore more resilient to potential revenue shocks than most of its domestic peers.
