Kingdom’s tourism sector emerges as global powerhouse with strong visitor spending

Dubai: Saudi Arabia has marked a significant milestone in its tourism sector, recording a staggering 156 per cent increase in international arrivals in 2023 compared to 2019, according to the World Tourism Organisation’s (UNWTO) Barometer report.

The remarkable growth not only signals a robust recovery from the pandemic’s impact but also establishes the Kingdom as a key catalyst in the resurgence of Middle Eastern tourism, which saw an overall 22 per cent increase in 2023.

Despite the global tourism sector being 12 per cent below pre-pandemic levels, there were about 1.3 billion international arrivals in 2023. International tourism revenues neared $1.3 trillion, reaching 93 per cent of the 2019 levels. The sector’s direct contribution to the global GDP was around 3 per cent, amounting to $3.3 trillion.

The UNWTO forecasts a complete recovery in global tourism by 2024, expecting a 2 per cent increase over 2019 figures. Saudi Arabia’s tourism sector, leading the G20 in growth and ranking as the second fastest-growing tourist destination globally in the first three quarters of 2023, stands out significantly.

The Kingdom has witnessed a surge in visitor spending, with the Saudi Central Bank reporting over SR100 billion in international visitor expenditures.

The travel balance of payments indicated a 72 per cent rise from 2022, showcasing a surplus of 37.8 billion Saudi riyals by the third quarter of 2023. These achievements underscore Saudi Arabia’s ascent as a global tourist hotspot, driven by increased traveller confidence in its diverse attractions.

Looking ahead to 2024, the Ministry of Tourism is set to maintain this upward trajectory. The Kingdom plans to highlight destinations such as AlUla, Diriyah, Yanbu, and Abha and host major events like the Saudi Arabian Grand Prix, Diriyah E-Prix, and cultural festivals.

Saudi Arabia’s Latest Tourism Count – What the Numbers Show

Saudi Arabia has hit its tourism target seven years early, but there is still work to be done to be a global travel super power.

Saudi Arabia’s tourism minister says the kingdom counted more than 100 million tourists in 2023 – the numbers show growth in visits from international travelers, but that it still has work to do to become a globally competitive destination.

Here’s the count shared by tourism minister Ahmed bin Aqeel Al Khateeb:

  • Saudi saw 77 million domestic tourists and 27 million international ones, totaling 104 million visits.
  • 77 million is the same number of domestic tourists Saudi had in 2022. The overall figure was boosted by a 11 million international visitors.
  • Al Khateeb highlighted a new strategy set by crown prince Mohammed bin Salman to attract 150 million tourists by 2030, with 80 million domestic and 70 million international tourists.
  • Total spending reached SAR100 billion ($26.67 billion) last year.

The Saudis don’t say exactly ‘how’ a domestic tourist can be measured. The ministry’s website defines a domestic tourist as: “The activities of a resident visitor within the country of reference, either as part of a domestic tourism trip or part of an outbound tourism trip.”

Saudi’s Leisure and Religious Travel Mix

Growing leisure tourism is a principal focus; diversifying the county from its historic religious tourism sector that benefits from hajj and umrah pilgrims.

For now, the leisure tourism sector Saudi is trying to build – whether it be through new hotels, festivals, sports events and giga-projects – has mostly pulled in locals.

For Saudi locals, leisure trips have significantly increased. 45% of all domestic trips by locals in the first half of 2023 were for leisure purposes, according to the ministry’s data. In 2022, it was 40% and in 2021 it was 36% of all trips.

For international visitors, 20% visited the kingdom for leisure, while visiting friends and relatives made up 23% and religious tourism accounted for 45%. In 2022, 15% of travelers visited for leisure, while in 2021, it was 9%.

The country’s wave of new developers are looking at ways to appeal to the massive base of religious travelers whose trips start and end in the holy cities.

John Pagano, CEO of Red Sea Global, sees an opportunity for his upcoming projects to extend the stays of these pilgrims.

“Think about the size of that market, one and a half billion Muslims in the world,” Pagano told Skift in an interview last December.

“So if we can tap into that market and have them make it a once-in-a-lifetime trip where they do the religious piece, which is hugely important and then tack on a family vacation at something that’s reasonably affordable, I think it’s a very deep market for us. (Religious travelers) tend to spend more middle and lower end of the (travel) market.”

Located nearer to Jeddah, one of Pagano’s new projects could seek to draw in the city’s many religious travelers. Jeddah is located approximately an hour from Makkah, one of the most important locations in all of Islam.

Spending Increases

Booking expenditures of local Saudi travelers went up by 10.8% last year, while most consumers (75%) chose to book local destinations with low-cost carriers, data from travel company Almosafer, part of Seera Group, showed.

“This indicates that domestic travelers are spending more on in-destination expenses, including accommodation and activities while saving on their journeys,” the travel firm said in a report.

The nation has relaxed its entry requirements by implementing the eVisa program, which now encompasses 63 countries and special administrative regions, along with the GCC residents visa. Additionally, there is a complimentary 96-hour stopover visa available, granting visitors a free one-night hotel stay if they book with the national carrier, Saudia. This stopover visa allows travelers to explore Saudi Arabia and undertake umrah.

More tourists than ever before are visiting the Kingdom of Saudi Arabia as inbound visitor numbers have more than doubled since 2022

More international tourists than ever before are visiting the Kingdom of Saudi Arabia with visitor numbers surging by 142% in the first half of 2023, surpassing 14 million people.

This is according to data released by Saudi Arabia’s Ministry of Tourism, which this week announced preliminary tourism statistics data for the first half of 2023.

Breaking down the figures further, the ministry said that the total number of tourists reached 53.6 million for the year, but that of these 39 million were domestic tourists while the rest (14.6 million) were international tourists.

What’s more interesting is that tourism spending is also on the rise.

“The total tourism spending reached (SAR150bn), of which (SAR 63.1bn) came from domestic tourism and (SAR 86.9bn) from inbound tourism, that indicates a new historical record for Saudi tourism,” said the ministry in a statement.

“Domestic tourism in the first half of 2023 recorded a growth of (16%) in tourism spending, due to the average length of stay increasing from (4.6) nights in the first half of 2022 to (6.3) nights in the first half of 2023,” noted the ministry.

Officials went on further to say that leisure was the top reason for tourist’s visits, achieving an increase of (18%) compared to the first half 2022, with (16.6 million) tourists accounting for (43%) of all domestic tourists’ trips.

Tourist spending in Saudi Arabia hit new high in 2023

Around 27 million international tourists spent SAR141 billion riyals ($37.6 billion) in Saudi Arabia in 2023, the highest figure yet. 

The international spending, published on X by the ministry of tourism, was a 44 percent rise on 2022 and compares to the previous high of SAR103.4 billion spent by 17.5 million inbound tourists in 2019, according to government figures. 

The breakdown given by the ministry showed SAR45 billion was spent on accommodation, SAR25.5 billion on shopping, SAR21.5 billion on transportation, SAR19.4 billion on food and beverage, and SAR4 billion on entertainment.

The numbers are a revision upwards. In February the ministry said total spending by international tourists last year was around SAR100 billion. 

The government says it had a total of 104 million tourists in 2023, including 27 million inbound tourists and 77 million domestic tourists.

The World Travel & Tourism Council’s 2024 Economic Impact Research report forecasts that international spending will rise to SAR256 billion this year and could account for 16 percent of GDP by 2034. 

Tourism is a central plan of Saudi Arabia’s economic restructuring programme, forming an integral part of giga-projects such as Neom , Red Sea Global and Diriyah. 

The Vision 2030 reform plan aims for tourism to account for 10 percent of GDP by 2030.

Tourism spending in Saudi Arabia exceeds $37 billion in 2023

Tourism spending in Saudi Arabia reached SAR141 billion ($37.57 billion) in 2023, stated the Saudi Ministry of Tourism in its latest report.

According to the ministry’s 2023 annual tourism statistics report, tourists spent the most, SAR45 billion, on accommodation in 2023. Second came shopping with a spending of over SAR25.5 billion. In third place came transportation and travel at over SAR21.5 billion.

Spending on food and beverages reached SAR19.4 billion, other expenses reached over SAR25.5 billion, and spending on entertainment reached SAR4 billion, the ministry stated.

In 2023, the total number of inbound tourists reached 27.4 million, setting a new record high for Saudi Arabia. Inbound tourism last year saw a 65 percent annual increase with spending rising by 44 percent annually.

Notably, Saudi Arabia’s tourism sector saw 8.6 million tourists from the Gulf Cooperation Council (GCC) countries. GCC tourists injected over SAR15 billion ($4 billion) into the economy last year. The report also reveals that Bahrain was Saudi Arabia’s top source market, with 3.4 million tourists, followed by Egypt and Pakistan with 2.6 and 2.5 million, respectively.

During the first half of 2024, tourism spending in Saudi Arabia reached around SAR150 billion ($40 billion), a 10 percent annual increase in both traveler numbers and expenditure, the Kingdom’s Minister of Tourism Ahmed Al-Khateeb recently revealed.  A 17 percent surge in passenger air traffic to 62 million also supported this growth.

As Saudi Arabia prepares to launch a new tourist visa, it will likely see another surge in international visitors, further bolstering its tourism sector. This aligns with the country’s ambitious target to host 150 million tourists annually by 2030.

Saudi Arabia's tourism sector sees record spending by foreign visitors in 2023

Foreign tourists visiting Saudi Arabia spent a record SAR 45bn ($12bn) on hospitality facilities in 2023, accounting for 32% of total tourist expenditure, the Saudi Ministry of Tourism reported on August 14.

Saudi Arabia's tourism sector has been experiencing unprecedented growth as the kingdom continues its efforts to diversify income sources beyond oil and traditional religious tourism of the Hajj and Umrah pilgrimages. The country is also investing heavily in new technologies to show off its ability to diversify away from regular tourism -led transport systems.

The ministry disclosed that foreign visitors' total spending reached SAR141bn last year, with SAR25.5bn (18%) allocated to shopping.

Transportation and travel expenses amounted to SAR21.5bn (15.2%), while food and beverage spending totalled SAR19.4bn. Expenditure on other purposes exceeded SAR25.5bn, and entertainment spending reached SAR4bn.

According to the Al Eqtesadieh , the travel component of Saudi Arabia's balance of payments recorded its largest historical surplus of SAR48bn in 2023, driven by the significant increase in inbound tourism.

The upward trend continued into the first half of 2024, with the number of tourists reaching 60 million and spending approaching SAR150bn.

This growth aligns with government initiatives to develop the sector as part of Saudi Arabia's broader economic diversification strategy in its Vision 2030.

The tourism boom comes as the kingdom seeks to establish itself as a global travel destination, launching ambitious projects and easing visa restrictions to attract international visitors.

Industry observers note that these figures reflect the success of Saudi Arabia's efforts to boost its tourism sector, which is a key pillar of its Vision 2030 plan to reduce dependence on oil revenues.

Saudi Arabia has outpaced its Vision 2030 tourism goals by seven years, attracting 106mn visitors and surpassing its target of 100 million tourists, according to Anita Mendiratta, Special Advisor to the Secretary General of the United Nations World Tourism Organization, speaking previously with Bloomberg .

'Saudi Arabia has achieved this both materially through transportation links and immaterially through its hospitable reception of the world,' Arabic language media quoted her as saying.

In 2019, Saudi Arabia launched an e-visa system for tourists from 66 countries, allowing them to explore the kingdom's vast tourism potential and participate in various events.

Since the launch of Vision 2030, Riyadh has invested in software and human capital development, aiming to offer visitors global standards with a Saudi flair.

Aviation is also a key part of Saudi Arabia's strategy to attract tourists, leveraging the country's central geographical location between East and West. The recently announced 'Riyadh Air' aims to draw 100 million visitors by 2030.

Earlier in May, Saudi Arabia unveiled its latest uber-luxurious resort destination called Nujuma, local blog Nemnna reported.

The Ritz-Carlton Reserve has opened on a remote island in the Red Sea, with nightly rates starting at SAR9,900 (around $2,630), effectively making it one of the most expensive and exclusive destinations on the planet giving resorts like Dubai a run for their money.

The high prices are directly targeted at the wealthy Gulf vacationers and wealthy East Asians, who are open to the country’s new resorts being dry locations, as alcohol is still banned even offshore currently.
