Why govt funds used for Kempegowds statue, asks Karnataka Congress President

President of Karnataka Congress D K Shivakumar questioned why government funds were used to install a 108-feet statue of Bengaluru founder Nadaprabhu Kempegowda at the international airport.

"Doing it (installing the statue) using government funds is a big crime. We (the Karnataka govt) have given the land and also funds for the Bengaluru International Airport Limited. Out of 4,200-acre land, 2,000 acre was given at only ₹ 6-lakh per acre. Along with money, they have shared. It (BIAL) should have used its money, why to use government money," Shivakumar said.

The state's Congress President said, "Airport should have done it, is it not earning? Hasn't their property price increased, we have given over 2,000 acre for commercial exploitation. Why did you need government money? Why is the Chief Secretary quiet? There was no need to use government money."

Modi’s Moscow Visit Showcases a Less Isolated Putin, Angering Ukraine

Prime Minister Narendra Modi of India made his first visit to Russia in five years, even as Ukraine reeled from an attack on a children’s hospital.

They hugged and strolled under the trees. They sipped tea and exchanged thoughts for hours. They petted horses together at the stables.

The jovial scenes between President Vladimir V. Putin of Russia and Prime Minister Narendra Modi of India, captured during the Indian leader’s first visit to Russia in five years, illustrated a sobering reality.

Despite the West’s campaign to isolate Russia over its 2022 invasion of Ukraine, other nations have pursued their own interests with regard to Moscow, helping Mr. Putin shore up the Russian economy and continue to wage his war. India, which has close ties to the United States, has emerged as the second-biggest importer of Russian oil after China in the years since the invasion.

Mr. Modi’s state visit, which began late Monday with a trip to Mr. Putin’s residence outside Moscow, underscored the point. At the Kremlin on Tuesday, Mr. Putin awarded Mr. Modi the Order of St. Andrew, the Russian government’s highest civilian honor, expressing “sincere gratitude” for his contribution to relations between their states.

“We have had two and a half years now of endless Russian atrocities, and most of the world is not daunted or uncomfortable maintaining some kind of business as usual with Moscow,” said Andrew S. Weiss, the vice president for studies at the Washington-based Carnegie Endowment for International Peace. “That’s a really sad commentary on Russia’s continued geopolitical weight.”

While Mr. Modi was hugging the Russian leader late Monday, rescue workers and volunteers in Kyiv were clearing away rubble from a Russian strike on Ukraine’s biggest pediatric hospital . Images of children outside the destroyed medical facility with their IVs still attached, or in some cases covered in blood, wrenched a nation that has been exhausted by more than two years of Russian bombardment.

“It is a huge disappointment and a devastating blow to peace efforts to see the leader of the world’s largest democracy hug the world’s most bloody criminal in Moscow on such a day,” Ukraine’s president, Volodymyr Zelensky, wrote on X .

The leaders of India and Russa standing in an ornate hall.

The state visit was also juxtaposed against the gathering of NATO countries on Tuesday in Washington, where they discussed continued support for Ukraine.

Western governments have failed to persuade India and many other governments around the world to take a public position against Mr. Putin’s war. Mr. Modi has avoided condemning Russia’s invasion and instead issued general calls for peace, maintaining the warm relations with Moscow that India has cultivated since the days of the Cold War.

The Indian leader said he had discussed Ukraine with Mr. Putin at his residence, agreeing on the need for peace as soon as possible.

“Any person who believes in humanity feels pain when people die, and especially when innocent children die,” Mr. Modi said Tuesday, a possible implicit reference to the hospital attack. “When we feel such pain, the heart simply explodes, and I had the opportunity to talk about these issues with you yesterday.”

The state visit offered still more evidence that Mr. Putin has managed to avoid the pariah status Western leaders tried to force on him after the invasion. Mr. Putin has maintained a robust diplomatic schedule holding two meetings with China’s leader , Xi Jinping, in two months, along with meeting the leaders of Vietnam , Hungary , Belarus and the nations of Central Asia,

On Tuesday, Indian officials said that the two countries had struck various agreements to strengthen economic ties, with the goal of reaching $100 billion in bilateral trade by 2030.

Russia and India also said they would strengthen their military cooperation, including manufacturing more weapon spare parts and units in India. They pledged to continue developing national payment systems, which allow Russia to conduct trade outside U.S. dollars and away from platforms impacted by Western sanctions.

Mr. Modi, who said he had met Mr. Putin 17 times over the course of the past decade, invited Mr. Putin to visit India next year.

“Russia is India’s true friend,” Mr. Modi said at a meeting with members of the Indian community in Moscow, according to the Russian state news agency Tass.

While India imported little Russian crude before the invasion of Ukraine, the nation has since risen to become the No. 2 importer of Russian oil after China, helping fill the Kremlin’s coffers despite a Western ban on most Russian oil imports. In many cases, India has been refining Russian crude and re-exporting it to European nations that are subject to the ban, giving it a lucrative middleman role .

Matthew Miller, the State Department spokesman, told reporters on Tuesday that the U.S. has “been quite clear about our concerns” about India’s relationship with Russia, and has related them “privately, directly to the Indian government” — including within the past 24 hours. “We continue to urge India to support efforts to realize an enduring and just peace in Ukraine,” he said.

Mr. Modi said Tuesday that as a friend, he had always told Mr. Putin that peace was a prerequisite for future generations to have a bright future.

“That is why we believe that war is not a solution,” he said. “There can be no solution through war. Bombs, missiles and rifles cannot ensure peace. That is why we emphasize dialogue.”

India has a long history of friendly relations with Moscow. The Soviet Union and later Russia for decades supplied much of India’s arms and military equipment, though that reliance has decreased in recent years, in part because of pressure from the United States.

“This has been a time-tested relationship, and there is a consensus in India, regardless of political orientation, that the relationship with Russia is one to be preserved and not squandered,” said Rajan Menon, professor emeritus of political science at City College.

Mr. Putin has cast his invasion of Ukraine as an anti-imperial struggle against an encroaching West, and that message has resonated in parts of the developing world that once lived under Western colonialism. According to a Pew Research Center poll conducted this year, just 16 percent of respondents in India expressed unfavorable views of Russia, compared with 46 percent who voiced positive associations.

During his talks with Mr. Putin, Mr. Modi sought the early discharge of all I ndian nationals who were recruited by the Russian army under “false pretenses,” according to government officials. The contentious issue had introduced a sour note in the countries’ friendly relations. Mr. Putin agreed to the discharge of those citizens, who India has said number between 35 and 50.

Mr. Menon predicted that India would continue to cultivate deeper ties with the United States over the long term, but not at a cost of having to choose sides.

“Anyone who expects you can peel India off and put it in the U.S. column — that is not going to happen,” he said. “Would you rather be completely dependent on the United States or Russia, or have a position of maneuverability between the two?”

Hungary's far right Prime Minister Viktor Orbán visits Trump in Mar-a-Lago after NATO summit

Updated on: July 12, 2024 / 3:59 AM EDT / CBS/AP

Hungary's nationalist prime minister, Viktor Orbán, traveled to Florida on Thursday and met with former President Donald Trump following the NATO summit in Washington, a move likely to aggravate frustrations among Western allies over similar secretive trips he made to Russia and China in recent days.

Orbán met with Trump at the former president's beachside compound Mar-a-Lago and shared a photo of the two on social media with the caption: "We discussed ways to make peace. The good news of the day: he's going to solve it!"

Peace mission 5.0 It was an honour to visit President @realDonaldTrump at Mar-a-Lago today. We discussed ways to make #peace . The good news of the day: he’s going to solve it! pic.twitter.com/AiTRsdexM5 — Orbán Viktor (@PM_ViktorOrban) July 12, 2024

Later, in a post with video from his visit, he said, "We continued the peace mission in Mar-a-Lago. President  @realDonaldTrump  has proved during his presidency that he is a man of peace. He will do it again!"

On his own social media site, Trump posted: "Thank you Viktor. There must be PEACE, and quickly."

The Hungarian leader has openly endorsed Trump's candidacy in this year's presidential election and expressed hopes that the Republican will be able to bring an end to Russia's war in Ukraine .

The European Union's longest-serving leader has become an icon to some conservative populists for championing what he calls "illiberal democracy," which includes restrictions on immigration and LGBTQ+ rights. He has also cracked down on the press and judiciary in Hungary and been accused by the EU of violating rule-of-law and democracy standards.

The Mar-a-Lago meeting - Orbán's second since March - came as the latest stop on what he calls a "peace mission" aimed at finding a path toward ending Russia's war in Ukraine.

Widely considered to have the warmest relations with the Kremlin among all EU leaders, Orbán made an unannounced visit last week to Kyiv, where he held talks with Ukrainian President Volodymyr Zelenskyy.

Some of his critics interpreted the Kyiv visit as a sign that Hungary could take steps closer to the EU mainstream's pro-Ukraine stance as it took over the bloc's six-month rotating presidency earlier this month.

But those hopes were dashed when he made an unannounced trip to Moscow days later to meet with Russian President Vladimir Putin, a rare trip to Russia by a European leader that drew condemnation from Kyiv and other European capitals.

After that, he flew to Beijing to meet with Chinese President Xi Jinping, where he described China as a stabilizing force amid global turbulence and praised its "constructive and important" peace initiatives.

Zelenskyy said that when Orbán visited Kyiv, he didn't know that the Hungarian leader would also travel to Moscow.

"Where he will go tomorrow? I don't know. I don't know. Maybe he will come again to Ukraine," said Zelenskyy told reporters at the NATO summit in Washington.

NATO Secretary-General Jens Stoltenberg added that it wasn't up to the military alliance to decide whom member countries meet with.

"What matters for NATO is that all NATO allies agree on the policy. And we have yesterday agreed a very strong declaration from the 32 allies expressing our support to Ukraine ," Stoltenberg said Thursday.

Speaking as he arrived at the NATO summit Thursday, Finnish President Alexander Stubb rebuked Orbán for his visits to Moscow and Beijing, which EU leaders have rushed to clarify were not endorsed by other European leaders.

"I'll say it out loud, I don't think there's any point in having conversations with authoritarian regimes that are violating international law," Stubb said. "He can do it on his own behalf. But I fundamentally disagree about doing that. I simply do not see the purpose."

President Biden, speaking at a news conference after the NATO summit, said he has "no good reason to talk to Putin right now -- there's not much that he is prepared to do in terms of accommodating any change in his behavior."

Orbán seemed isolated at the summit in Washington and hardly spoke to reporters, Agence France-Presse noted.

Orbán has sought close ties to Trump and other conservative Republicans and expressed his belief that a new Trump presidency was the "only serious chance" for an end to the war in Ukraine.

Trump has repeatedly said he could settle the war "in 24 hours" if he's elected president again by meeting with both Putin and Zelenskyy - a claim Russia's United Nations ambassador has disputed.

White House national security adviser Jake Sullivan on Thursday signaled concern that a Trump-Orbán meeting would run counter to Ukraine's interests, saying, "The U.S. position - the Biden administration position - is nothing about Ukraine without Ukraine."

"Whatever adventurism that is being undertaken without Ukraine's consent or support, you know, is not something that's consistent with our policy, the foreign policy of the United States," Sullivan told reporters, adding that he "can't speculate as to what Orbán is up to, exactly."

Some observers have raised concerns that Orbán's pursuit of a separate foreign policy on Russia and China than that of his EU and NATO partners threatens to undermine those groups' unity.

European governments, meanwhile, have engaged in deep consultations on what they could do to ensure that NATO, Western support for Ukraine and the security of individual NATO countries will endure should Trump - one of the military alliance's most prominent critics - win back the presidency in November and temper U.S. contributions.

Daniel Fried, a former longtime diplomat and expert on Eastern Europe in the U.S. government, said Orban's links with China could be hard for Trump to defend given his own get-tough messages toward Beijing.

Otherwise, however, it's entirely natural, and good leadership, for foreign governments to be reaching out to possible next presidents of the U.S., Fried said.

"A lot of the foreign ministers and other people are probably having side meetings with people near Trump World" on the summit sidelines, he said. "In their place, I would do the same."

Hungary’s Orbán meets Putin for talks in Moscow in a rare visit by a European leader

Victor Orbán’s visit comes only days after he made a similar unannounced trip to Ukraine, where he met with President Volodymyr Zelenskyy and proposed that Ukraine consider agreeing to an immediate cease-fire with Russia. Shortly after Putin sat down with Orbán, he suggested the Hungarian leader came to Moscow as a representative of the European Council, despite several European officials condemning the visit.

MOSCOW (AP) — Hungarian Prime Minister Viktor Orbán visited Moscow on Friday to discuss prospects for a peaceful settlement in Ukraine with Russian President Vladimir Putin, a rare trip to Russia by a European leader that drew condemnation from Kyiv and European leaders.

Orbán’s visit comes only days after he made a similar unannounced trip to Ukraine, where he met with President Volodymyr Zelenskyy and proposed that Ukraine consider agreeing to an immediate cease-fire with Russia.

“The number of countries that can talk to both warring sides is diminishing,” Orbán said. “Hungary is slowly becoming the only country in Europe that can speak to everyone.”

Hungary assumed the rotating presidency of the EU at the start of July and Putin suggested that Orbán had come to Moscow as a top representative of the European Council. Several top European officials dismissed that suggestion and said Orbán had no mandate for anything beyond a discussion about bilateral relations.

The Hungarian prime minister, widely seen as having the warmest relations with Putin among EU leaders , has routinely blocked, delayed or watered down EU efforts to assist Kyiv and impose sanctions on Moscow for its actions in Ukraine. He has long argued for a cessation of hostilities in Ukraine but without outlining what that might mean for the country’s territorial integrity or future security.

Image

That posture has frustrated Hungary’s EU and NATO allies, who have denounced Russia’s actions as a breach of international law and a threat to the security of countries in Eastern Europe.

Speaking after the Kremlin talks, Orbán said he told Putin that “Europe needs peace,” adding that he asked the Russian leader for his thoughts on existing peace plans and whether he believed a cease-fire could precede any potential peace talks.

Standing alongside Orbán, Putin declared that Russia wouldn’t accept any cease-fire or temporary break in hostilities that would allow Ukraine “to recoup losses, regroup and rearm.”

The Russian leader repeated his demand that Ukraine withdraw its troops from the four regions that Moscow claims to have annexed in 2022 as a condition for any prospective peace talks. Ukraine and its Western allies have rejected that demand, suggesting it is akin to asking Kyiv to withdraw from its own territory.

Putin said they also exchanged views on the current state of Russia-EU relations which, are “now at their lowest point.”

Hungary at the beginning of the month took over the six-month rotating presidency of the EU Council, a largely formal role that can be used to shape the bloc’s policy agenda.

Orbán said that he looks at his six-month presidency of the EU Council as a “peace mission,” saying the fighting in Ukraine had burdened Europe’s security and economy, and that only dialogue and diplomacy could bring an end to the hostilities.

“I wanted to know where we can find the shortest road to peace,” Orbán said of his visit, adding that he’d also asked Putin on his view on Europe’s long-term security after hostilities end in Ukraine.

Kremlin spokesman Dmitry Peskov noted that the visit to Moscow was Orbán’s idea and was only agreed to on Wednesday, adding that Moscow valued Orbán’s ”strong, clear and consistent course” aimed at trying to resolve the conflict.

Ukraine’s Foreign Ministry said in a statement that Orbán’s decision to visit Moscow was made “without approval or coordination” with Kyiv. It added that “the principle of ‘no agreements on Ukraine without Ukraine’ remains inviolable for our country” and called on all states to strictly adhere to it.

European officials have heavily criticized Orbán’s trip to Moscow, the first such visit by a European leader since Austrian Chancellor Karl Nehammer met with Putin in the Kremlin in April 2022, just weeks after Russia sent troops into Ukraine.

“This is about appeasement. It’s not about peace,” European Commission spokesperson Eric Mamer said.

The EU’s foreign policy chief, Josep Borrell, said in a statement that Orbán’s visit to Moscow “takes place, exclusively, in the framework of the bilateral relations between Hungary and Russia.”

“Prime Minister Orbán has not received any mandate from the EU Council to visit Moscow,” Borrell said, adding that his “position excludes official contacts between the EU and President Putin. The Hungarian Prime Minister is thus not representing the EU in any form.”

Orbán quickly shot back on the social media platform X, dismissing Borrel’s statement as “the Brusselian bureaucratic nonsense that yielded no results in finding a way to peace.”

White House press secretary Karine Jean-Pierre voiced concern about Orbán’s trip to Moscow, noting that it “will not advance the cause of peace and is counterproductive to promoting Ukraine’s sovereignty, territorial integrity, and independence.”

NATO Secretary-General Jens Stoltenberg said Orbán informed him in advance about his travel to Moscow but that he “is not representing NATO at these meetings.”

Kaja Kallas, the outgoing Estonian prime minister nominated to become the next EU foreign policy chief, accused Orbán of “exploiting” the presidency and said the Hungarian leader is trying “to sow confusion.”

“The EU is united, clearly behind Ukraine and against Russian aggression,” Kallas, a staunch supporter of Ukraine, wrote on X.

Putin tells Hungary's Orbán he is ready to discuss 'nuances' of Ukraine conflict

Viktor Orban and Vladimir Putin at the Kremlin in Moscow

Hungarian Prime Minister Viktor Orbán traveled to Moscow for talks with President Vladimir Putin on Friday, in rare visit by a European leader since Russian forces invaded Ukraine more than two years ago.

Orbán’s visit comes only days after he made a similar unannounced trip to Kyiv , where he met with Ukrainian President Volodymyr Zelensky y and proposed that his country should consider agreeing to an immediate cease-fire with Russia.

The Hungarian leader, widely considered Putin’s closest partner in the European Union , has routinely blocked, delayed or watered down E.U. efforts to assist Ukraine and impose sanctions on Moscow for its war.

He has long argued for a cessation of hostilities in Ukraine but without outlining what that might mean for the country’s territorial integrity or future security.

Orbán’s trip to Russia on Friday was a “peace mission”, Bertalan Havasi, his press chief, told Hungarian news agency MTI ahead.

Putin, who received Orbán in the Kremlin, told the Hungarian leader that he was ready to discuss the “nuances” of peace proposals to end the conflict in Ukraine.

He said he was ready to hear the Orbán's position on Ukraine and to get a readout from him on the views of other European partners.

“I hope we will have an opportunity to exchange views on building bilateral relations in this difficult situation and, of course, to talk about the prospects for the development of the biggest European crisis, I mean in the Ukrainian direction,” Putin told the Hungarian prime minister.

At the beginning of the month, Hungary took over the six-month rotating presidency of the E.U. Council, a largely formal role that can be used to shape the bloc’s policy agenda.

Orbán has said he wants to use the presidency to advocate for an end to the fighting in Ukraine.

Kremlin spokesperson Dmitry Peskov confirmed to a Russian state TV reporter on Friday that Ukraine will be among the topics on the agenda when the two leaders meet.

E.U. officials have come down hard on Orbán for his visit — something only one other European leader has done since the start of the invasion.

Austrian Chancellor Karl Nehammer visited Moscow in April 2022, weeks after the invasion, and said he raised the issue of war crimes allegedly committed in Ukraine by Russian forces.

The E.U.’s foreign policy chief, Josep Borrell , said Orbán’s visit to Moscow “takes place, exclusively, in the framework of the bilateral relations between Hungary and Russia”.

He added: “Prime Minister Orbán’s  has not received any mandate from the E.U. Council to visit Moscow. The E.U. position on Russia’s war of aggression against Ukraine is reflected in many European Council conclusions.

“That position excludes official contacts between the E.U. and President Putin. The Hungarian Prime Minister is thus not representing the E.U. in any form.”
