These visits are when you go to your facility and sit at a video visit station in the lobby. Your loved one or friend will be on a video visit station in their pod.

From Computer

At select facilities families and friends can have video visits from their own personal computers in the comfort of their own homes. You will need the following equipment to do a video visit from home:

  • A computer.
  • A webcam and a microphone, or a computer with these components built in (most laptops have these built in).
  • An internet browser. Internet browsers Safari 4 and higher, or Firefox 7 and higher, are strongly recommended. Using other browsers may not load the page appropriately in order to begin your visit. We are not responsible for technical problems or issues that may arise from using an unsupported browser.
  • For the best visit experience you should use headphones, but they are not required.
  • High speed internet (DSL or Cable) connection (dial up and satellite are not supported).

How to Schedule a Visit

Free video visit policy.

Free visits are a benefit for the inmate and are credited to the  inmate’s account. Therefore the inmate is the only one who  can book a free visit . This allows the inmate at your facility full control of whom they want to use their free visit with. There are also advanced scheduling rules that control the timeframe that a free visit can be booked. These rules vary by facility. If an inmate books a visit outside this timeframe, they will not be allowed to use a free visit.

  • Book the visit with their Friends & Family.
  • Suggest a visit with their Friends & Family. The Friends & Family must have no prepaid funds on their account at the time they confirm the suggested time. The inmate’s free visit will then be deducted.
  • Confirm a suggested visit from their friends and family. The Friends & Family must have no prepaid funds on their account at the time the inmate confirms the visit. The inmate’s free visit will then be deducted from their free visit allowance.

The only way Friends & Family can use a free visit is by suggesting a visit with the inmate. If the inmate has a free visit available and there are no prepaid funds on the Friends & Family account at the time the inmate confirms, the free visit will be deducted from inmate’s account.

How to Schedule a Visit Using Visitation Scheduling Application (VSA)

VSA allows Friends and Family to schedule visits from a variety of web enabled devices including computer, smartphone and tablet. Get familiar with our visiting guidelines and make sure you are approved to visit before using VSA. If it’s your first time using VSA, you’ll need to claim your account before you can schedule a visit.

The request period begins eight days prior to the visitation day and closes five days prior to the visitation day. See the table below for examples.

  • Friends and Family (also referred to as visitor) go to the visitor website and click Claim Account .

  • Complete the remaining fields with all Personal Information . Click on the checkbox to run the robot test. Review the information and when you are ready, select the checkbox to verify that all information is correct, and then click the Finish button.

  • Once your account is created, you will receive your Visitor ID . It is very important to write down the number, print the summary page, or take a screenshot of the following screen for your records.

  • Starting from the visitor website, sign into your account with your temporary password. You will then be required to change your password. Enter and confirm a new password, and then click Update .

  • Once your password has been successfully reset, the Home page of the visitor website will be displayed with any upcoming visits, a list of associated (approved) inmate names, and any canceled visits.

  • Friends and Family (also referred to as visitor) go to the Visitation Scheduling website and click Claim Account .

You can organize your account by going to the My Account menu where you can manage your email address, password, inmates, and visitor groups.

  • Click on the Visit link next to the inmate’s name from the My Inmates list to schedule a visit with them.

  • Choose Visitor (select yourself) or select multiple Visitors (additional visitors must be approved to visit). A visitor can send another approved visitor a friend request via the Manage Visitor Groups option under the My Account Menu. This means both visitors would be able to visit the same inmate together.  Both visitors must be approved to visit the inmate.
  • Click Next .
  • Select available Date from calendar.

  • Select the Visitation Location (Facility and Video Station location) and the Time of Day.  Click Search.

IMPORTANT NOTE: Because institutions are currently offering a variety of video visit options, it is recommended to select No Preference to show all available visits for all visitation centers at an institution.   

For example, institutions may be providing In Person Only visits, Internet Only visits, or a hybrid of In Person and Internet visits.  The available days for in person visits may also vary per institution.

  • A list of all approved visitors will display (or select the button on the bottom left to request a visitor be added).  Select a Visitor(s) from the Available column by using the green arrow to move them to the Attending column .  Click Confirm Visitors .

  • Click Edit to change a visit. Select the field to be changed (Inmate, Visitor, Date, Time, or Location) and click Edit .  You will be re-directed back to the applicable area to make the change.  It is important to note, if you need to change an inmate name, visitor name, date or time while making a visitation appointment, it must be done before selecting the Agree and Reserve button .   Otherwise, you will need to cancel the visit and reschedule the visit.

14. Click on the Review Policies button to see the Terms of Use, Privacy Policies, and Facility Policies.

  • Click Agree & Reserve to confirm the visit.  A unique confirmation number is added and a confirmation email will be sent to you with visit information.

Once a visit has been scheduled, the Upcoming Visits screen allows you to:

  • Edit a visit
  • Cancel a visit
  • Add a New Visit

Once a visit is confirmed, you can only add/remove visitors.   If you need to change an inmate name, visitor name, date, or time, you must first cancel the visit and then reschedule it.  

  • To add or remove a visitor from an already confirmed visit, click View Upcoming from either the Visit Summary screen or the Main Menu screen.

2. Select the visit that needs to be changed.  Click Edit . You will be re-directed back to the Visit Summary screen.

  • Click Edit Visitors. Use the green and red arrows in the center of the screen to add or remove approved visitors to your existing visit. Click Confirm Visitors .

  • The updated Visit Summary screen will display with visitor changes. Click Agree & Reserve to reconfirm the visit with updated visitors. This example shows the visit was modified to reflect two visitors.

CDCR inmates are allowed one free video visit per month with Friends and Family.  Quotas (number of visits inmates get per day/week/month) are determined by CDCR and are configured into the visitation scheduling system. When a visit is canceled, the quota for that inmate is automatically reset.

  • Friends and Family can go the visitor website to cancel a scheduled visit. 
  • To cancel a visit from the visitor website, click on the Cancel Visit link on the Home page.

Every state has their own policies regarding the amount of time that a jail must provide offenders in their custody, and then every facility gets to set their own rules, number of times, schedules, etc.   Some jails only allow 30 minutes a month. Others as much as an hour every day.

Before visiting, your inmate will have to have put you on an ‘inmate visitor’s list.' Jails can limit this approved list to as few as five people to as many as twenty.

The jail will most likely run a targeted background check on you, checking for outstanding warrants, criminal convictions and other red flags that may indicate to them that you could be a problem for the jail, a bad influence on the inmate or just be someone whose past puts you in violation of their policies.

For security and staffing reasons, many jails have switched to video visitation only. Video visitation, also referred to as remote visitation, is monitored and recorded by the facility. Video visits can either take place using kiosks in the jail’s lobby, from your computer at home, or using an app on your phone.

Most jails, now that the COVID pandemic is behind us, have gone back to ‘in-person non-contact visitation’ even if they have also retained the video visitation programs. In-person visitation takes place in a booth of sorts, with a thick plastic shield separating the inmate and their visitor. Communication is done using old-fashioned telephone receivers like you see in phone booths.

Contact visitation between inmates and visitors in jails is rare. New York is one state that allows this. In a few other states, inmates who have been sentenced for non-violent offenses and are close to being released, may sometimes be allowed contact visits with special permission. A contact visit allows the inmate and visitor a brief hug or kiss, or handshake, both at the beginning and the conclusion of a visit.

Contact visits are also often allowed between inmates and their lawyer, law enforcement officials, and clergy. The downside of any contact visit is that before returning to their units, inmates must undergo a full strip search, which is demoralizing and invasive.

Can I visit an inmate in state prison custody?

Yes, prisons allow you to visit an inmate. Every state has their own limits on the minimum amount of time an inmate is allowed to have for visits from friends or family, however in federal prison, inmates are allowed a minimum of four hours per month.

Prisons have always allowed contact visits. A contact visit allows the inmate and visitor a brief hug or kiss, or handshake, both at the beginning and the conclusion of a visit. Some state prisons allow inmates and their visitor to hold hands, as long as the hands are on the table where the guards can see them.

However, given the ongoing problem of contraband - namely drugs and tobacco - being smuggled into the prisons by visitors, even the state prisons are moving to non-contact and video visitation. One way the visitors pass drugs to inmates is when they kiss. The drugs, wrapped in a small balloon, are then swallowed by the inmate who passes them through their digestive system later in the privacy of their cell.

Most jails limit the number of visitors to no more than three or four, with a maximum of two of them being adults.

When doing a video visit from home, there is no limit on how many people can take part in a visit.

What are the inmate visitation rules for Pinellas County Jail?

Every jail and every prison have their own unique set of rules that must be followed when visiting an inmate, but in general, these are the guidelines:

What are the inmate visitation dress codes for Pinellas County Jail?

In general, all jails and prisons are the same when it comes to dress codes and what you are NOT allowed to wear to a visit. The Pinellas County Jail is no different.

Jails and prisons don’t want you wearing anything too revealing or too gangster. What can I bring to visit an inmate in Pinellas County Jail?

In general, the only thing you can bring into an inmate in a jail is either your ID and your car key, or if they have lockers, you can bring in the locker key. 

Prisons are a different story. Typically, prisons have vending machines in the visitation area and allow visitors to bring in a clear plastic purse with coins in it, usually totaling no more than $40.00.

What do I have to wear when visiting an inmate?

Refer to the answer above that explains the dress codes, but in general, if want to know what to wear to visit someone in jail, imagine you are visiting someone’s grandmother for the first time… wear that outfit.

Can we hold hands, hug or kiss during inmate visits?

There are no jails in the United States that allow contact visits as a matter of regular policy, except for jails in the state of New York. Thus, the concept of holding hands, kissing or hugging is not relevant.

On the other hand, prisons do allow contact visitors from friends and family. When this is the case, a brief kiss or hug (or handshake) is allowed at the start of the visit and the end of the visit. Holding hands above the table is sometimes allowed in prisons, but not in jails.

Can friends visit inmates in Pinellas County Jail, or just family?

By law, every inmate is entitled to a visitor, whether family or friend. The only exception to that is youths that are being held in secure juvenile detention centers. The only people allowed to visit them are parents, grandparents, legal guardians, and in some cases, siblings.

In addition, they are also allowed visits from probation officers, lawyers and their caseworkers.

What is a video visit?

Video visitation, also known as remote visitation, is quickly becoming the preferred method for visiting an inmate in jail or prison for the following reasons: •    It requires little to no staff, versus the staff required to move inmates to and from the visit and watch over the visit. It saves the Pinellas County Jail money. •    It removes any opportunity for contraband (drugs) to enter the facility. •    It can become a profit center for the facility, given that the revenue generated by visits is shared with the jail. •    While inmates prefer to see family and friends in person, video visitation allows them to visit with them more often, and on a whim. •    Video visitation gives the inmates and their visitors the feeling of more privacy. Video visitation from the perspective of the visitor allows them to visit from their home, their car, at work, and even allows them to take their device to a family or religious gathering. It allows them to give their inmate the feeling of belonging and not being forgotten.

Video visitation can take place on a computer, a tablet or a phone. 

Video visitation saves time. Instead of spending hours driving to the jail, checking in, filling out paperwork, potentially being searched, waiting, and then having a 15–30-minute visit, if it isn’t cancelled at the last minute, the visit can be done from anywhere during a short break in the visitor’s day.

If the visitor does not have access to a phone or computer, they can make an appointment ahead of time and use terminals in the lobby of the jail.

You must also be on the inmate's approved list, even for a video visit.

What is a conjugal visit?

A conjugal visit is a visit where the inmate is allowed to spend anywhere from several hours to a full weekend with their spouse. These visits are private, not recorded, and take place in a building, and an area of the prison away from the general population.

The purpose of the conjugal visit is to keep the inmate’s relationship with their spouse strong. Some conjugal visits also include the inmate’s children. A swing set and other recreational activities are available for the children to keep occupied.

There are no jails in the United States where conjugal visits are allowed, however the state prisons in California, Connecticut, Washington and New York all allow conjugal visits.

To be eligible, you need to be married, in good standing with the prison, have taken courses that prepare the inmates for these type of visits, and other requirements.

What jails or prisons allow conjugal visits?

Only California, Connecticut, Washington and New York state prisons allow conjugal visits. There are no jails in the United States that allow conjugal visits.

Other countries are much more liberal and some even allow prostitutes to visit the inmates on a weekly basis.

What can I do to appeal if my inmate visits are suspended?

An inmate can get their visitation privileges suspended for their behavior both because of their interactions with staff and inmates, or disobeying policy, or because of their behavior during visitation.

A visitor can get their visitation privileges suspended due to their behavior during an inmate visit or if they violate any of the rules and regulations of inmate visits and/or other jail policies such as mail, phone, email, etc.

If either the inmate or their visitor disagrees with the suspension of their visitation privileges, they need to write a letter explaining their position to the Jail Warden, County Sheriff or the Captain in charge of the facility’s visitation.

The letter should contain the following: •    Inmate’s full name they were booked under and their  Inmate ID# (booking #, etc.). If you know the Unit # and cell #, write that as well. •    The visitor’s (you) full name, Identification Card number (driver's license, state ID, passport, etc.), home address, telephone number and email address. •    Explanation of what occurred that led to the suspension, including the date, time, who was the staff member present, whether it was a face-to-face visit or video visit. •    Why do you believe the suspension was unwarranted. •    A full-blown apology if it was accidental. •    Why it’s important to the inmate to continue visitation. •    What type of suspension you agree to if it happens again.

You should also offer to come to the jail and present your case face-to-face if they are open to the request. It is harder to turn down a person when they are directly in front of you, asking for your help.

In situations like this it is always best to keep the correspondence cordial, professional and detailed. Do not attack the staff member personally. It is always possible that the staff member was having a bad day or was still feeling anxiety or anger from dealing with a previous issue.

Being a correctional officer in a jail or prison is a very difficult thing. They have be ‘on guard’ against physical attacks, manipulations, lies and really bad behavior at all times. They are ‘the enemy’ and they know it. By putting yourself in their shoes when writing or requesting a suspension be reconsidered, goes a long towards a final resolution that you will be pleased with.

Can I visit an inmate in the {facility_name _1} if I have a criminal record?

In most jails it is required that you fill out a visitation application prior to visiting an inmate. You also have to be approved to be a visitor by the inmate. Even when visiting by video, you will need to give your personal information which includes your driver’s license or state ID number. 

The jail will use this information to do a quick background check on you to see if you have a criminal history or have any outstanding active warrants.

It is most likely that you will also be asked on the application form if you have ever been arrested, been convicted, or spent time in the Pinellas County Jail. If the answer is yes, they will want details, dates, etc.   If you lie about this and get caught, you will lose your right to visits for a period.  This is usually between one year and indefinitely.

If you are a convicted felon, you will have to apply directly to the sheriff. If you are a spouse, child or parent, you have a pretty good chance of getting approved than if you are just a friend. On the other hand, on rare occasions, some jails have adopted a zero-tolerance policy and never allow felons to visit.

If you recently did time in Pinellas County Jail, it is most likely that you will not be approved for a visit for a period of six to twelve months, starting on the day of your release. It is rare, but some jails have adopted a zero-tolerance policy and never allow previous inmates to visit, even if your previous conviction was for a misdemeanor.

What if I have a criminal record and the inmate is my child, can I still visit?

As explained in the previous answer, there are generally multiple hoops you must jump through in order to be approved to visit an inmate, if you have a criminal record, specifically if you are a convicted felon, or have recently spent time as an inmate in the Pinellas County Jail.

However, if you are a parent of a child in jail, that is one of the rare times that the jail will make an exception and allow you to visit.

Can a juvenile in jail or detention get visits?

Juvenile visits are limited to parents, legal guardians and grandparents. Sometimes siblings are allowed, but this is not always the case. If the caseworker or staff of the facility believe that it's in the best interests of the resident to have siblings visit, it will be approved.

Can children visit inmates in Pinellas County Jail?

Most jails will allow inmates to receive visits from their children, however if the child is under age 18, they will need to be accompanied by an adult. Further the adult must be able to legally prove their relationship to the child using either a valid birth certificate, adoption papers or paperwork that proves they are the legal guardian.

If there is a ‘no contact’ order in place in which the inmate has lost their parental rights, and this is not disclosed to the jail, then the inmate may lose visitation rights with other visitors or lose other privileges within the jail, as this is a violation of the law.

Because the presence of children can be a distraction for inmates during visitation, and children require a certain number of things (toys, etc.) to keep them busy, many jails are now setting apart certain days, usually on the weekends, for children to visit.

Children also have to be on the inmate's approved visitor list.

Are babies allowed to visit inmates at the Pinellas County Jail?

Most jails do allow babies to visit. They will require a birth certificate. And given the baby’s needs, they allow the parent to bring in extra items to the visitation room; an extra diaper, a few wipes, a clear bottle with fluid, a pacifier and a baby carrier, for example.

There are some jails however that never allow babies in the visiting room. The cutoff age is usually about two years old.

Effective Monday, January 9, 2023 , in-person visits at the Correctional Treatment Facility (CTF) and face-to-face visits at the Central Detention Facility (CDF) will resume for all residents and visitors according to scheduling services provided by DOC Operations Team. 

COVID-19 vaccinations are no longer required for DOC residents and visitors. 

The Video Visitation Center will be CLOSED on Christmas Day, Sunday, December 25, 2022. 

The video visitation center will be open from 8:00 am to 4:00 pm on new year’s day, sunday, january 1, 2023. , beginning monday, july 19, 2021 video visitation will be resume at the following dcpl satellite locations: .

  • Anacostia Library, 1800 Good Hope Rd SE, Washington, DC 20020 – Visits are conducted on Thursdays and Fridays from 2:00 to 4:00 p.m.
  • Capitol View Neighborhood Library, 5001 Central Ave SE, Washington, DC 20019 - Visits are conducted on Wednesday and Saturdays from 2:00 to 4:00 p.m.

UPDATE: Saturday, April 4, 2020 – Your health and safety is extremely important to us. Together, everyone needs to play their part in helping to flatten the curve. To mitigate the possible spread of coronavirus (COVID-19) through DC Department of Corrections (DC DOC) facilities, the Department will implement a medical stay-in-place, effective immediately , which will further limit movement of residents and help “flatten the curve”, as we anticipate the pandemic’s peak in the next several weeks. During the medical stay in place, DOC will cease all video visitations.

The VVC is located behind the Correctional Treatment Facility (1901 E Street, SE, Washington, DC 20009), on the ground level of The READY Center.

All visits will continue to be scheduled via the Internet or by calling 1 (888) 906-6394 or (202) 442-6155 (Tuesday through Saturday from 9 am-5 pm).

Social visits at the DC Jail are conducted at the Department’s Video Visitation Center, located at the DC General Hospital complex (adjacent to the jail), and in select community visitation locations. Visits may be scheduled via the Internet  or by calling 1 (888) 906-6394 or (202) 442-6155 (Tuesday through Saturday from 9 am-5 pm). Visits are conducted Wednesdays through Sundays starting at 11 am and ending at 10 pm. The last session begins at 9 pm. Visitation hours at the community locations differ. Please see below for visitation hours for each satellite location. DOC encourages all visitors to arrive at least fifteen minutes prior to the scheduled visit. Visits must start on time and are automatically cancelled if visitors arrive late.

Effective Wednesday, September 12, 2012, inmates are allowed two (2) 45-minute social visits per week--visits are free and by appointment only. However, One adult and up to two minor children (under the age of 18) may enter the video visitation room to visit, effective November 6, 2012. Additional minor children may be rotated in during the forty-five (45) minute visitation period as long as they are supervised by an adult while in the waiting area.

About Face to Face Visitation

The D.C. Department of Corrections offers visitation for the families and loved ones of those incarcerated in our facilities. Most social visits for inmates housed at the D.C. Locate the inmate

Sometimes an inmate may be moved to a different facility so that they can benefit from unique programs offered at that location. They might also be moved to receive treatment for a medical condition or for security concerns. Therefore, the first step in planning your visit should be to determine where the inmate is currently housed.

You can only visit an inmate if they have placed you on their visiting list and you have been cleared by the BOP.

  • An inmate is given a Visitor Information Form when he/she arrives at a new facility.
  • Inmate completes their portion of the form and mails a copy to each potential visitor.
  • Potential visitor completes all remaining form fields.
  • Potential visitor sends the completed form back to the inmate's address (listed on the form).
  • We may request more background information and possibly contact other law enforcement agencies or the NCIC
  • The inmate is told when a person is not approved to visit and it is the inmate's responsibility to notify that person.

In certain circumstances such as when an inmate first enters prison or is transferred to a new prison, a visiting list might not exist yet. In this case, immediate family members who can be verified by the information contained in the inmate's Pre-Sentence Report, may be allowed to visit. However, if there is little or no information available about a person, visiting may be denied. You should always call the prison ahead of time to ensure your visit will be permitted.

Pigeonly understand how difficult it is for families to stay away from their inmate and it is important to familiarize yourself with the basic of inmate visitation before planning a visit as each facility has specific rules that you must follow. Dissidents freed in prisoner swap vow to keep up fight against putin, recount details of release.

TALLINN – When Kremlin critic Vladimir Kara-Murza was suddenly moved to a detention center in Moscow from a Siberian prison, he thought he was being taken there to be shot. Opposition activist Ilya Yashin said he was warned by a security operative that he would die in prison if he returned to Russia.

Neither was told they were being freed in a massive prisoner exchange with the West — the largest since the Cold War — when they were put on a bus to the airport Thursday, some still in prison garb.

“It is very difficult to shake (the feeling) of absolute surrealism of what is happening,” Kara-Murza, a Pulitzer Prize-winning writer who had been serving 25 years in prison, told a news conference Friday in the German city of Bonn.

In their first public appearance since their release a day earlier, President Vladimir Putin's foes vowed to keep fighting for a free and democratic Russia they could one day return to.

They also talked about how their newly found freedom left a bittersweet aftertaste as they were effectively expelled from their own country, where hundreds of other political prisoners continued to languish behind bars.

“I’m not viewing what happened to me ... as an exchange. I’m viewing it as an expulsion from Russia, an illegal expulsion from Russia against my will. And I’ll say frankly, as it is: The thing I want the most right now is to go home,” said Yashin, who had been sentenced to 8 1/2 years for criticism of the Ukraine war.

He and Kara-Murza both told reporters no one asked them if they consented to the swap, and emphasized they refused to request a pardon from Putin — a formality they said prison officials had insisted upon.

Still, Kara-Murza stressed that such prisoner swaps are, in effect, “the saving of people's lives.” The death of Russian opposition leader Alexei Navalny in an Arctic prison on February underscores that “very terribly,” he said.

Kara-Murza, Yashin and opposition figure Andre Pivovarov were among 16 prisoners that Russia and its ally Belarus released on Thursday — Americans, Germans and Russian dissidents, most of whom were imprisoned on charges widely seen as politically motivated.

The historic trade was in the works for months and unfolded despite relations between Washington and Moscow being at their lowest point since the Cold War after Putin’s February 2022 invasion of Ukraine . Those released included journalists Evan Gershkovich and Alsu Kurmasheva and former U.S. Marine Paul Whelan , who were greeted by their families and President Joe Biden when they arrived in Maryland on Thursday night.

Moscow in return got eight Russians jailed in the West for spying, hacking computers and even a brazen daylight murder. The Kremlin confirmed on Friday that some of them were its security and intelligence officers.

Kremlin spokesman Dmitry Peskov said Friday that Vadim Krasikov, a Russian assassin who was serving a life sentence in Germany for the 2019 killing of a former Chechen fighter in a Berlin park, is an officer of the Federal Security Service, or FSB — a fact reported in the West even as Moscow denied state involvement.

He also said Krasikov once served in the FSB’s special forces Alpha unit, along with some of Putin’s bodyguards.

“Naturally, they also greeted each other yesterday when they saw each other,” Peskov said, underscoring Putin’s determination to include Krasikov in the swap. Earlier this year, Putin stopped short of identifying Krasikov, but referenced a “patriot” imprisoned in a “U.S.-allied country” for “liquidating a bandit” who had killed Russian soldiers during fighting in the Caucasus.

Peskov also confirmed that a couple released in Slovenia — Artem and Anna Dultsev — were undercover intelligence officers. Posing as Argentine expats, they used Ljubljana as their base since 2017 to relay Moscow's orders to other sleeper agents and were arrested on espionage charges in 2022.

Yashin said at the news conference in Bonn that “it is hard to realize that you have been released because a murderer has been released. It is difficult, it is very emotionally difficult."

It's also difficult, he said, because there are other Russians still behind bars.

Still, he vowed to continue the fight against Putin's rule — despite the risks.

“When we were flying with FSB officers to Ankara, one FSB officer turned to Vladimir and me and said: ‘Well, don’t get too carried away there, because Krasikov might come back for you,'" — a comment he said sent “chills” through his spine.

Kara-Murza and Pivovarov echoed Yashin's resolve.

“My friends and I will use all our strength so that our country could become free and democratic, and all those people who are behind bars are freed,“ said Pivovarov, who had been serving a four-year prison term.

Kara-Murza added that there are still “hundreds of people in prison solely for their political views, and more and more are on the lists of political prisoners.”

“These are our fellow citizens who, like all of us, oppose the cruel, criminal, aggressive war that the Putin regime unleashed against Ukraine,” he said.

The Nobel Peace Prize-winning human rights group Memorial said Friday that 766 people it has designated as political prisoners remain behind bars in Russia.

To supporters and relatives of those released, the swap also came as a surprise.

Pivovarov's wife, Tatyana Usmanova, told The Associated Press on Friday that when she learned he had disappeared from his prison in northern Russia, she imagined both bad and good outcomes.

She started to suspect a possible swap when reports appeared about other prisoners missing from their facilities, she said, but only felt “good and clear” about an exchange when she heard his voice on the phone Thursday, telling her to fly to Germany.

Artist and musician Sasha Skochilenko, convicted last year of an anti-war protest, disappeared Monday night from a detention center in St. Petersburg, her partner Sophya Subbotina said on Telegram. Subbotina told AP on Tuesday that “Sasha simply disappeared and we don't know where she is.” Prison officials said she probably was in Moscow.

Subbotina rushed to Moscow to check detentions centers but couldn't find Skochilenko, who finally called her on Thursday from Ankara, Turkey, where the swap took place. She said she had not known she was part of the exchange until it was underway, Subbotina added in remarks to the Russian news outlet Bumaga.

Oleg Orlov, the 71-year-old co-chair of the human rights group Memorial who was also released in the swap, called his wife, Tatyana Kasatkina, from Germany on Friday, and she said he “still hasn't processed that he ended up being so far from Russia,” the group quoted her as saying.

Orlov recounted to her that no one asked for his consent or explained why he was being moved from a detention center, and he only realized he was part of a swap when he got on a bus to the airport. According to Memorial, Orlov also didn't sign a request for presidential pardon.

Three Americans and a permanent U.S. resident were among those freed from Russian captivity Thursday in one the biggest prisoner exchanges since the Cold War — a feat of dogged diplomacy that involved half a dozen countries and took months to pull off.

Wall Street Journal reporter Evan Gershkovich, who was convicted in July of espionage after what the U.S. government and his employer called a sham trial, was released after months of public campaigning by his newspaper, his family and fellow journalists from around the world.

The cause of former Marine Paul Whelan , who was arrested in 2018 and convicted of espionage, was championed largely by his family. He was freed after having already served four years of a 16-year sentence in a grim Russian prison.

Two more of the released prisoners are also journalists: Vladimir Kara-Murza , a dual Russian British national critical of the Kremlin, and Alsu Kurmasheva , a Russian American reporter with Radio Free Europe/Radio Liberty.

They were released after months of talks by Biden administration officials with their Russian counterparts and with representatives of several other countries, including Germany, Turkey and Poland — and at a time when relations between Washington and Moscow are icy over the war in Ukraine.

Washington has repeatedly accused the Russians of arresting American citizens on flimsy charges to use as bargaining chips to secure the releases of Russians being held on far more serious charges.

In 2022, WNBA star Brittney Griner , who had been jailed in Russia for possessing cannabis oil, was exchanged for notorious Russian arms dealer Viktor Bout, aka “The Merchant of Death.”

These are the Americans and the U.S. resident who were released in the swap:

Evan Gershkovich

Gershkovich, 32, is a Wall Street Journal reporter who was arrested in March 2023 in the southern Russian city of Yekaterinburg and accused of spying. 

Gershkovich, the son of Soviet Jews who emigrated to the U.S. in the 1970s, grew up in New Jersey speaking Russian with his parents. By 2017, he was working as a reporter in Russia. After stints at The Moscow Times and Agence France-Presse, he joined the Journal in January 2022.

Fourteen months later, he was arrested while he was working on a story about the Wagner mercenary group . He became the first Western journalist arrested on espionage charges in post-Soviet Russia.

Gershkovich, who had been issued media credentials by the Russian Foreign Affairs Ministry, denied any wrongdoing.

President Joe Biden called on his Russian counterpart, Vladimir Putin, to release Gershkovich, while Attorney General Merrick Garland vowed the U.S. would do “everything in its power” to bring him home.

Journalists around the world condemned Gershkovich’s arrest, and the J ournal pushed hard for his release .

In February, the death of imprisoned Russian opposition leader Alexei Navalny was announced. A week later, NBC News reported that a deal that could have freed Navalny, Gershkovich and Whelan had already been in the works.

Then, in May, Gershkovich’s plight became a campaign issue when former President Donald Trump claimed that if he were elected, he could persuade Putin to free him.

His head shaved, Gershkovich went on trial in June on charges of collecting secret defense industry information for U.S. intelligence services.

Jay Conti, executive vice president and general counsel for Dow Jones, the publisher of the Journal, called the allegations “bogus.”

“He was an accredited journalist doing journalism, and this is a sham trial, bogus charges that are completely trumped up,” Conti told The Associated Press .

But last month, Gershkovich was sentenced to 16 years in a maximum-security prison.

Paul Whelan

Whelan, 54, a former Marine, had been held the longest by the Russians.

Born in Canada to British parents, Whelan was a police officer in Michigan before he enlisted in 1994. He wound up serving multiple tours in Iraq, according to David Whelan, his brother.

Whelan was working as the head of global security for an auto parts supplier in Michigan when he was arrested in 2018 while he was in Moscow attending a wedding.

David Whelan said his brother had made several trips to Russia and had no idea why he was taken into custody.

The Trump administration protested Whelan’s arrest, but in 2020 he was sentenced to 16 years in prison.

In an interview with the BBC in December, Whelan said he felt “abandoned.” That was a month after his brother reported that another inmate had punched h i m i n the face . 

“I know the U.S. have all sorts of proposals, but it’s not what the Russians want,” Whelan said. “So they go back and forth, like throwing spaghetti against the wall to see what sticks.”

The next month, Biden met with Whelan’s sister and spoke with his parents to reassure them that the U.S. was trying to free Whelan.

“Since the beginning of the Administration, the President has been personally engaged in the effort to secure the release of Americans held hostage and wrongfully detained around the world, including Paul Whelan and fellow American Evan Gershkovich,” the White House said in a statement.

Vladimir Kara-Murza

Russia-born Kara-Murza, 42, had been imprisoned since 2022 on charges of treason and spreading false information about the military following Russia's war in Ukraine. He rejected the charges, claiming he was politically targeted because of his connection with another Putin critic , and he was sentenced last year to 25 years in prison.

Kara-Murza has also had British citizenship since he was a teenager after his mother married an Englishman .

In May, Kara-Murza was awarded the Pulitzer Prize for commentary as a contributor for The Washington Post. The judges honored him "for passionate columns written under great personal risk from his prison cell, warning of the consequences of dissent in Vladimir Putin's Russia and insisting on a democratic future for his country."

In his most recent column , in June, Kara-Murza described his time in captivity in a maximum-security prison in Siberia and his defiance at being labeled a "foreign agent" by the Russian government, which meant he was poised to face another criminal trial this fall.

"It seems that my current 25-year sentence will not be the limit," he wrote.

Alsu Kurmasheva

Kurmasheva, 47, had been working as a reporter for U.S. government-funded Radio Free Europe/Radio Liberty when the Russians a rrest ed her in October .

She had been visiting family in her native Russian region of Tatarstan. 

A Russian court has sentenced Alsu Kurmasheva, a Russian-American journalist for U.S.-funded Radio Free Europe/Radio Liberty to six-and-a-half years in prison.

A Russian court initially found her guilty of failing to declare that she had a U.S. passport, which is mandatory under Russian law, and fined her. A week later, she was charged with failing to register as a “foreign agent.”

Kurmasheva pleaded not guilty.

Meanwhile, her husband, Pavel Butorin, who also works for RFE/RL, wrote on X : “My daughters and I know Alsu has done nothing wrong. And the world knows it too. We need her home.”

Butorin has said his wife's arrest was related to a book that she had edited titled “Saying No to War. 40 Stories of Russians Who Oppose the Russian Invasion of Ukraine.”
