How to Schedule a Visit

Free video visit policy.

Free visits are a benefit for the inmate and are credited to the  inmate’s account. Therefore the inmate is the only one who  can book a free visit . This allows the inmate at your facility full control of whom they want to use their free visit with. There are also advanced scheduling rules that control the timeframe that a free visit can be booked. These rules vary by facility. If an inmate books a visit outside this timeframe, they will not be allowed to use a free visit.

  • Book the visit with their Friends & Family.
  • Suggest a visit with their Friends & Family. The Friends & Family must have no prepaid funds on their account at the time they confirm the suggested time. The inmate’s free visit will then be deducted.
  • Confirm a suggested visit from their friends and family. The Friends & Family must have no prepaid funds on their account at the time the inmate confirms the visit. The inmate’s free visit will then be deducted from their free visit allowance.

The only way Friends & Family can use a free visit is by suggesting a visit with the inmate. If the inmate has a free visit available and there are no prepaid funds on the Friends & Family account at the time the inmate confirms, the free visit will be deducted from inmate’s account.

Visit an Inmate by Video in the Pinellas County Jail

Can i visit an inmate in pinellas county jail custody.

Yes, Pinellas County Jail, as well as all jails, allows you to visit an inmate.

By federal law, every jail must make provisions for offenders in custody, whether they are pretrial or convicted and sentenced, to receive visits from friends or family.

Every state has their own policies regarding the amount of time that a jail must provide offenders in their custody, and then every facility gets to set their own rules, number of times, schedules, etc.   Some jails only allow 30 minutes a month. Others as much as an hour every day.

Before visiting, your inmate will have to have put you on an ‘inmate visitor’s list.' Jails can limit this approved list to as few as five people to as many as twenty.

The jail will most likely run a targeted background check on you, checking for outstanding warrants, criminal convictions and other red flags that may indicate to them that you could be a problem for the jail, a bad influence on the inmate or just be someone whose past puts you in violation of their policies.

There are three different types of visitation: •    Video visitation  •    In-person non-contact visitation •    Contact visitation

For security and staffing reasons, many jails have switched to video visitation only. Video visitation, also referred to as remote visitation, is monitored and recorded by the facility. Video visits can either take place using kiosks in the jail’s lobby, from your computer at home, or using an app on your phone.

Most jails, now that the COVID pandemic is behind us, have gone back to ‘in-person non-contact visitation’ even if they have also retained the video visitation programs. In-person visitation takes place in a booth of sorts, with a thick plastic shield separating the inmate and their visitor. Communication is done using old-fashioned telephone receivers like you see in phone booths.

Contact visitation between inmates and visitors in jails is rare. New York is one state that allows this. In a few other states, inmates who have been sentenced for non-violent offenses and are close to being released, may sometimes be allowed contact visits with special permission. A contact visit allows the inmate and visitor a brief hug or kiss, or handshake, both at the beginning and the conclusion of a visit.

Contact visits are also often allowed between inmates and their lawyer, law enforcement officials, and clergy. The downside of any contact visit is that before returning to their units, inmates must undergo a full strip search, which is demoralizing and invasive.

Can I visit an inmate in state prison custody?

Yes, prisons allow you to visit an inmate. Every state has their own limits on the minimum amount of time an inmate is allowed to have for visits from friends or family, however in federal prison, inmates are allowed a minimum of four hours per month.

Once an offender is sentenced to prison, your inmate will have to fill out a document listing you as an approved visitor. If you are not on this list you will not be allowed to visit.

The prison will then run a background check on you, checking for outstanding warrants, criminal convictions and other red flags that may indicate to them that you could be a problem for the jail, a bad influence on the inmate or just be someone whose past puts you in violation of their policies.

Most prisons allow anywhere from ten to twenty approved visitors per inmate, however each visit is limited to no more than four visitors at a time, children included. The list is compiled by the inmate.

Prisons have always allowed contact visits. A contact visit allows the inmate and visitor a brief hug or kiss, or handshake, both at the beginning and the conclusion of a visit. Some state prisons allow inmates and their visitor to hold hands, as long as the hands are on the table where the guards can see them.

However, given the ongoing problem of contraband - namely drugs and tobacco - being smuggled into the prisons by visitors, even the state prisons are moving to non-contact and video visitation. One way the visitors pass drugs to inmates is when they kiss. The drugs, wrapped in a small balloon, are then swallowed by the inmate who passes them through their digestive system later in the privacy of their cell.

What are the scheduled Inmate visitation times at the Pinellas County Jail?

The jail visitation times change often.  It is advisable to contact the Pinellas County Jail before planning your visit by calling 727-464-6415 .

If the visit is taking place at the Pinellas County Jail, whether in-person or by video, you will have to schedule the day and time with the jail.

Video visitation times from your home are much more flexible, often because you are not utilizing on of the few terminals in the jail lobby, and because the companies that handle the video visitation for the jail are providing inmates with hand-held computers, in addition to the video terminals they have in their units.

We try to keep up with the visitation schedules for Pinellas County Jail, as well as every jail in the country. If we do have the schedule, you will find it on the top of this page.

How often can an inmate get visits?

Every state has their own policies regarding the amount of time that a jail must provide offenders in their custody, and then every facility, including Pinellas County Jail, gets to set their own rules, number of times, schedules, etc.

Some jails only allow 30 minutes a month. Others as much as an hour every day.

Some jails require you to make an appointment one week in advance. Others require no appointment and work off the principle of ‘first come, first served’.

Every jail is different, and schedules can change; sometimes due to an emergency, the visit can be cancelled without notice, the moment you arrive at the jail.

Pinellas County Jail Visitation

We try to keep up with the visitation policies and schedules for Pinellas County Jail, as well as every jail in the country. If we do have the information on how often an inmate here can get visits, you will find it on the top of this page.

How long is a typical jail inmate’s visit?

An inmate visit can range from 15 minutes to an hour in length. We try to keep up with the visitation information for Pinellas County Jail, as well as every jail in the country. If we do have the information on how often an inmate here can get visits, you will find it on this page.

Typically, even though an inmate’s visit has a time limit, if you are visiting remotely from your home computer or cell phone, visits can be scheduled led back-to-back, so that even though your visit may have to start and stop every 15-30 minutes, you could visit with each other for hours at a time.

Keep in mind that video visits of this type do have a fee, as you are paying a third-party company. Prices fluctuate, based both on the company and the jail’s policy, but they typically cost about $0.30+- per minute.

How many people can visit an inmate at a jail or prison at one time?

Every jail makes its own policies regarding how many people can visit an inmate at one time.

The factors that decide on the number of visitors are: 1.    How many people can fit into the visitation area comfortably. 2.    How many staff can oversee the visitation area. 3.    The more people visiting an inmate the more likely that if there is an argument, it is harder to control.

Most jails limit the number of visitors to no more than three or four, with a maximum of two of them being adults.

When doing a video visit from home, there is no limit on how many people can take part in a visit.

What are the inmate visitation rules for Pinellas County Jail?

Every jail and every prison have their own unique set of rules that must be followed when visiting an inmate, but in general, these are the guidelines:

Most important, you must first be on the inmate's approved visitation list that they create. •    Expect to have a background check done. •    Expect to be searched, go through a metal detector or pass a drug sniffing dog. •    You must be at least 18 years of age.  •    You must have a valid, government issued photo ID. •    Recently released inmates are either not allowed or must wait 6-12 months before being approved. •    Felons must get special permission. •    Children are allowed but must be with parent(s) or legal guardian. Birth certificate(s) or other legal proof is mandatory. •    Often babies are not allowed, but if they are, you will be allowed one diaper, one bottle and one teething ring, and maybe a baby carrier. •    Parents must be always in control of children. •    You must stay seated at all times. •    You cannot be under the influence of drugs or alcohol. •    No arguments, loud voices or fighting allowed. •    No cell phones or any electronic equipment allowed. •    No cigarettes, drugs, lighters allowed. •    No purses, handbags or backpacks allowed. •    No weapons allowed. •    It is likely that your ID and your car key will be the only things allowed on the visit.

What are the inmate visitation dress codes for Pinellas County Jail?

In general, all jails and prisons are the same when it comes to dress codes and what you are NOT allowed to wear to a visit. The Pinellas County Jail is no different.

Jails and prisons don’t want you wearing anything too revealing or too gangster. Here are some of the other types of clothing NOT allowed: •    Shorts •    Short skirts or dresses •    Long skirts or wrap around skirts •    Sleeveless clothing •    Low cut shirts or dresses. •    Underwire bras •    Skirts or dresses with slits. •    Sweats or leggings. •    Tank tops or wife beater shirts. •    Excess jewelry •    Hats or headbands •    See-through clothing •    Pajamas •    Sunglasses •    Wigs or toupees •    Uniforms or scrubs •    Heels over 1”

What can I bring to visit an inmate in Pinellas County Jail?

In general, the only thing you can bring into an inmate in a jail is either your ID and your car key, or if they have lockers, you can bring in the locker key.

Prisons are a different story. Typically, prisons have vending machines in the visitation area and allow visitors to bring in a clear plastic purse with coins in it, usually totaling no more than $40.00.

What do I have to wear when visiting an inmate?

Refer to the answer above that explains the dress codes, but in general, if want to know what to wear to visit someone in jail, imagine you are visiting someone’s grandmother for the first time… wear that outfit.

Can we hold hands, hug or kiss during inmate visits?

There are no jails in the United States that allow contact visits as a matter of regular policy, except for jails in the state of New York. Thus, the concept of holding hands, kissing or hugging is not relevant.

On the other hand, prisons do allow contact visitors from friends and family. When this is the case, a brief kiss or hug (or handshake) is allowed at the start of the visit and the end of the visit. Holding hands above the table is sometimes allowed in prisons, but not in jails.

Can friends visit inmates in Pinellas County Jail, or just family?

By law, every inmate is entitled to a visitor, whether family or friend. The only exception to that is youths that are being held in secure juvenile detention centers. The only people allowed to visit them are parents, grandparents, legal guardians, and in some cases, siblings.

In addition, they are also allowed visits from probation officers, lawyers and their caseworkers.

What is a video visit?

Video visitation, also known as remote visitation, is quickly becoming the preferred method for visiting an inmate in jail or prison for the following reasons: •    It requires little to no staff, versus the staff required to move inmates to and from the visit and watch over the visit. It saves the Pinellas County Jail money. •    It removes any opportunity for contraband (drugs) to enter the facility. •    It can become a profit center for the facility, given that the revenue generated by visits is shared with the jail. •    While inmates prefer to see family and friends in person, video visitation allows them to visit with them more often, and on a whim. •    Video visitation gives the inmates and their visitors the feeling of more privacy. Video visitation from the perspective of the visitor allows them to visit from their home, their car, at work, and even allows them to take their device to a family or religious gathering. It allows them to give their inmate the feeling of belonging and not being forgotten.

Video visitation can take place on a computer, a tablet or a phone.

Video visitation saves time. Instead of spending hours driving to the jail, checking in, filling out paperwork, potentially being searched, waiting, and then having a 15–30-minute visit, if it isn’t cancelled at the last minute, the visit can be done from anywhere during a short break in the visitor’s day.

If the visitor does not have access to a phone or computer, they can make an appointment ahead of time and use terminals in the lobby of the jail.

You must also be on the inmate's approved list, even for a video visit.

What are the companies that work with the jails and prisons that allow video visits?

There are several different companies that contract with all the jails and prisons that allow video visitation:

These are the companies in alphabetical order:

CIDNET City Tele Coin Correct Solutions Group Correct Pay Ctel Gettingout GTL Homewav IC Solutions Inmate Canteen Inmate Sales iwebvisits JailATM Jpay Gettingintouch (netvisit) NCIC Prodigy Sales Reliance Securus Smart Communications Tiger Services Visitel In addition, some jails use Microsoft Meeting and Zoom .

What is a conjugal visit?

A conjugal visit is a visit where the inmate is allowed to spend anywhere from several hours to a full weekend with their spouse. These visits are private, not recorded, and take place in a building, and an area of the prison away from the general population.

The purpose of the conjugal visit is to keep the inmate’s relationship with their spouse strong. Some conjugal visits also include the inmate’s children. A swing set and other recreational activities are available for the children to keep occupied.

There are no jails in the United States where conjugal visits are allowed, however the state prisons in California, Connecticut, Washington and New York all allow conjugal visits.

To be eligible, you need to be married, in good standing with the prison, have taken courses that prepare the inmates for these type of visits, and other requirements.

What jails or prisons allow conjugal visits?

Only California, Connecticut, Washington and New York state prisons allow conjugal visits. There are no jails in the United States that allow conjugal visits.

Other countries are much more liberal and some even allow prostitutes to visit the inmates on a weekly basis.

What can I do to appeal if my inmate visits are suspended?

An inmate can get their visitation privileges suspended for their behavior both because of their interactions with staff and inmates, or disobeying policy, or because of their behavior during visitation.

A visitor can get their visitation privileges suspended due to their behavior during an inmate visit or if they violate any of the rules and regulations of inmate visits and/or other jail policies such as mail, phone, email, etc.

If either the inmate or their visitor disagrees with the suspension of their visitation privileges, they need to write a letter explaining their position to the Jail Warden, County Sheriff or the Captain in charge of the facility’s visitation.

Address the letter to: Pinellas County Jail PhysicalAddressHtml}

The letter should contain the following: •    Inmate’s full name they were booked under and their  Inmate ID# (booking #, etc.). If you know the Unit # and cell #, write that as well. •    The visitor’s (you) full name, Identification Card number (driver's license, state ID, passport, etc.), home address, telephone number and email address. •    Explanation of what occurred that led to the suspension, including the date, time, who was the staff member present, whether it was a face-to-face visit or video visit. •    Why do you believe the suspension was unwarranted. •    A full-blown apology if it was accidental. •    Why it’s important to the inmate to continue visitation. •    What type of suspension you agree to if it happens again.

You should also offer to come to the jail and present your case face-to-face if they are open to the request. It is harder to turn down a person when they are directly in front of you, asking for your help.

In situations like this it is always best to keep the correspondence cordial, professional and detailed. Do not attack the staff member personally. It is always possible that the staff member was having a bad day or was still feeling anxiety or anger from dealing with a previous issue.

Being a correctional officer in a jail or prison is a very difficult thing. They have be ‘on guard’ against physical attacks, manipulations, lies and really bad behavior at all times. They are ‘the enemy’ and they know it. By putting yourself in their shoes when writing or requesting a suspension be reconsidered, goes a long towards a final resolution that you will be pleased with.

Can I visit an inmate in the {facility_name _1} if I have a criminal record?

In most jails it is required that you fill out a visitation application prior to visiting an inmate. You also have to be approved to be a visitor by the inmate. Even when visiting by video, you will need to give your personal information which includes your driver’s license or state ID number.

The jail will use this information to do a quick background check on you to see if you have a criminal history or have any outstanding active warrants.

It is most likely that you will also be asked on the application form if you have ever been arrested, been convicted, or spent time in the Pinellas County Jail. If the answer is yes, they will want details, dates, etc.   If you lie about this and get caught, you will lose your right to visits for a period.  This is usually between one year and indefinitely.

If you are a convicted felon, you will have to apply directly to the sheriff. If you are a spouse, child or parent, you have a pretty good chance of getting approved than if you are just a friend. On the other hand, on rare occasions, some jails have adopted a zero-tolerance policy and never allow felons to visit.

If you recently did time in Pinellas County Jail, it is most likely that you will not be approved for a visit for a period of six to twelve months, starting on the day of your release. It is rare, but some jails have adopted a zero-tolerance policy and never allow previous inmates to visit, even if your previous conviction was for a misdemeanor.

What if I have a criminal record and the inmate is my child, can I still visit?

As explained in the previous answer, there are generally multiple hoops you must jump through in order to be approved to visit an inmate, if you have a criminal record, specifically if you are a convicted felon, or have recently spent time as an inmate in the Pinellas County Jail.

However, if you are a parent of a child in jail, that is one of the rare times that the jail will make an exception and allow you to visit.

Can a juvenile in jail or detention get visits?

Juvenile visits are limited to parents, legal guardians and grandparents. Sometimes siblings are allowed, but this is not always the case. If the caseworker or staff of the facility believe that it's in the best interests of the resident to have siblings visit, it will be approved.

Can children visit inmates in Pinellas County Jail?

Most jails will allow inmates to receive visits from their children, however if the child is under age 18, they will need to be accompanied by an adult. Further the adult must be able to legally prove their relationship to the child using either a valid birth certificate, adoption papers or paperwork that proves they are the legal guardian.

If there is a ‘no contact’ order in place in which the inmate has lost their parental rights, and this is not disclosed to the jail, then the inmate may lose visitation rights with other visitors or lose other privileges within the jail, as this is a violation of the law.

Because the presence of children can be a distraction for inmates during visitation, and children require a certain number of things (toys, etc.) to keep them busy, many jails are now setting apart certain days, usually on the weekends, for children to visit.

Children also have to be on the inmate's approved visitor list.

To confirm the visitation rules at the Pinellas County Jail regarding child visits, call 727-464-6415 to speak to a staff member.

Are babies allowed to visit inmates at the Pinellas County Jail?

Most jails do allow babies to visit. They will require a birth certificate. And given the baby’s needs, they allow the parent to bring in extra items to the visitation room; an extra diaper, a few wipes, a clear bottle with fluid, a pacifier and a baby carrier, for example.

There are some jails however that never allow babies in the visiting room. The cutoff age is usually about two years old.

To confirm the visitation rules at the Pinellas County Jail regarding baby or infant visits, call 727-464-6415 to speak to a staff member.

How do I check to see if I have a criminal record?

Most people already know if they have a criminal record. Sometimes they do, but it does not show up on a background check. This is usually because the person has undergone a name change at some point, or the name was misspelled when the data was entered by the court.

The best place (and least expensive) for the most comprehensive nationwide website to find out if you have a criminal record is privaterecords.net , and they only cost $1.00 for 7-day trial.

schedule a jail visit

Visitation schedule change The jail will not have in-person social visitation July 9 or 10, 2024

Incarcerated individuals and approved visitors are eligible for contactless visits regardless of vaccination status.  Visitors must first register as an approved visitor by calling 412-350-2413 , 412-350-2035 or 412-350-2036 , or by visiting the jail lobby. Previously registered approved visitors will not need to re-register unless they see no inmate listed when they log in on the Inmate Visitation Scheduling website . Once approved, visitors must sign up for social visits online .

Visits must be scheduled a minimum of two days in advance.  All visitors need to be checked-in for their visit in the visit lobby at least 15 minutes before their visits. All v isiting schedules are subject to change or cancellation.

Pods 1C and 4A have incarcerated individuals isolated for COVID-19 protocol. Individuals cleared for work detail and assigned to those pods, and individuals who have completed isolation status on those pods may receive visitors. Visitors must call the morning of the assigned visitation day to schedule a visit rather than scheduling online.  Incarcerated individuals housed on 8E and 1C will be approved for visitation on a case-by-case basis following previously outlined guidelines. A maximum of two individuals will be permitted to visit at a time.  Incarcerated individuals from the following pods will need to visit on Level 1 and must be preapproved: 5B, 5MC, 5MD. Any visits on Level 1 will be a maximum of two individuals using alternating visitation booths.

Visits canceled due to incarcerated individual movement, facility-wide lockdown or emergency situations will have to be rescheduled. Prior to arrival, visitors should call 412-350-2035 or 412-350-2036 to ensure their visit has not been canceled for any of these reasons.

Requests to be placed on visiting lists for multiple inmates can be made by contacting Chief Deputy Warden Jason Beasom at 412-350-2027 .

Inmate Visitation

On Monday, March 7, 2022, the Philadelphia Department of Prisons (PDP) will resume in-person civilian visits. Registration will begin on Friday, March 4.

The PDP has reached this decision as both hospital and infection rates continue to decline in the city and region. PDP will continue its ongoing mitigation efforts to reduce the risk of COVID-19 transmission and to keep our workforce and incarcerated population safe.

The Perm Territory lies in the north-eastern part of the East-European Plain and on the western slopes of the Middle and North Urals in Russia . It is situated at the junction of Europe and Asia with 98% of the territory being in Europe and only 2% belonging to Asia.

Flora and Fauna

Water resources, landmarks and tourism, the basegi ridge, kolpaki mountain, mount oslyanka, ski and sports facilities, the divya cave, the kungur cave, the orda (ordinskaya) cave, the miracle cave, protected sites (reserves, national and natural parks), water resources, the vizhay river, the vilva river, the koiva river, the usva river, alexandrovsk blue lakes, the white sea in berezniki, zoo nurseries, major cities.

In the distant past, this territory was called Perm the Great. The name came from the word ‘Permaa’, which meant ‘a distant land’. The capital of Perm the Great was Cherdyn which was considered the oldest city of the Kama Region. The first province was formed in 1792 and in 2005, two big regions merged to form a huge federal land called the Perm Territory. In spite of the fact that it is geographically closely connected with the Urals when the Russian federal districts were created in the 2000s, the Perm Territory was administratively assigned to the Volga Region thus becoming a part of the Volga Federal District. Its administrative centre is the city of Perm.

Perm Territory mountains

The borders of the region follow the natural terrain and are very erratic. The Perm Territory borders the Komi Republic in the north, the Sverdlovsk Region in the east, Bashkiria in the south, the Kirov Region and Udmurtia in the west.

Its territory is 160,237 sq.km., from north to south the region stretches for 645 km, from west to east – 420 km, the population is 2 599 301 people (as of 2020), most of them live in the 22 cities.

The main feature is the Ural Mountains . The western and central parts of the Territory are dominated by low and flat terrain, while in the east start large hills and lowland mountainous terrain. In the west of the plain part, there is the Verkhnekamsk Upland (with heights up to 335 m) and the Okhansk Upland continuing in the centre of the region. In the north-west, there are loosely separated hills of the Northern Urals (up to 270 m high). In the south rises the Tulva Upland (up to 446 m high) and in the south-east, there is the Sylva Ridge at the edge of the Ufa Plateau (up to 403 m high).

The Tulym Ridge (The Tulymsky Stone Ridge)

The Perm Territory is rich in karst phenomena, especially in the south-east. The highest mountains are situated in the north (the Northern Urals), there is Tulymsky Stone (1,469.8 m, the highest peak of the Perm Territory), Isherim (1,331 m), HuSoik (1,350 m), Molebny aka Prayer Stone (1,240 m), Martai (1,132 m). The usual name for mountains in the Urals is ‘stones’, they tower over the rest of the area. Among the mountains of the Middle Urals , the highest are located in the Basegi Range (993 m).

Over two-thirds of the territory is occupied by forests mainly represented by dark coniferous taiga. There are two subzones: the middle and the southern taiga. The forests in these zones differ. The middle taiga is dominated by conifers, predominantly by spruce and fir. There are two types of spruce in the territory of the region: the European and the Siberian spruce. The southern taiga features broad-leaved tree species, e.g. linden, maple, elm. Among other tree species, you can find cedar (or rather cedar pine), juniper, three species of birch (silver, downy, and drooping or nodding birch), ground cherry, bird cherry, mountain ash, and aspen. More than 60 plant species are included in the Red Book of the Perm Territory. There are a lot of endemic and relict species, most of them can be found in the many reserves located in the Perm Territory.

Perm krai flora

The animal world is astounding, there are 62 mammal species, 270 bird species, 42 fish species, 6 reptiles, and 9 amphibians. The most common predator is forest marten. By the number of martens, this region occupies one of the first places in Russia. There are ermine, weasel, badger, otter, wolverine living peacefully in the local forests. Bears and lynx can be found all over the territory, except the very south, but their numbers are small. Wolves and elks can also be spotted occasionally. When winters are not very snowy, roe deer can come to the eastern parts of the region from the neighbouring Sverdlovsk Region . And in the northern regions, there come deer from the Komi Republic . Hunting some animals (sable, otter, marten, moose) is possible only under special permits (licenses). Roe deer and reindeer are under protection and hunting them is prohibited.

The river network is the densest in the country, there are 29,179 named rivers. The region ranks first in Russia in terms of the rivers’ length and water capacity. The largest rivers of the region are the Kama with its tributaries of the first and second-order: the Vishera, the Chusovaya, the Kosa (Kama tributaries), the Kolva (the Vishera tributary), the Sylva (the Chusovaya tributary) and others.

A scenic sunset at Vishera river. North of the Ural

The rivers originate in the Urals. In their upper reaches, the rivers flow down the valleys between mountain ranges and have quite a measured and slow current. Yet once they approach the foothills, rivers acquire more rapid character, typical of mountain rivers, but not for long. When they reach the plains, the currents quieten down and you can enjoy a perfectly calm boat ride. The rivers are characterised by mixed feeding with a predominance of snowmelt (50-60%). Local rivers have plenty of spring floods when water levels rise dramatically and very rapidly, whereas summer and autumn seasons enjoy low water sometimes interrupted by rainfall floods. Winter is defined by low water as well. Rivers get frozen in the second half of November and open in late April – early May.

As to the lakes, the figure is mind-blowing over 5.8 thousand. Those lakes and artificial reservoirs include about 690 lakes with the area of more than 0.01 sq.km. and a huge number of smaller lakes. Most of them are located in river floodplains, mainly as meander lakes. Among the boggy massifs of the north of the Territory, there are relict lakes, and in the central areas, there are mainly karst lakes. The largest lake in the Perm Territory is Lake Chusovskoye with 18 sq.km of area. The largest reservoirs are the Kama and the Votkinskoye reservoirs on the Kama River, they were created during the construction of the hydroelectric station and the Shirokovskoye reservoir on the Kosva River.

Among the federal regions of Russia, the Perm Territory is second only to Tatarstan in terms of the area of lakes and artificial reservoirs. Swamps and marshlands occupy about 2.31% of the territory which makes it number one in the country if counted by the area of marshes, marshlands and swamps of the territory as a whole. The area and the number of lakes, artificial reservoirs, swamps and marshlands are unstable and depend on natural and anthropogenic factors viz. drainage, watering of territories, etc.

The climate is moderately continental. The Basegi Ridge as well as the Urals Mountains in general are on the way to the western air mass transfer. Thus, despite the relatively low altitude, they significantly limit the spread of air blown in from the Atlantic to the east. As a result, the climate of the Perm Territory has a pronounced continental character. The seasons are distinct, you can surely tell winter from spring and summer from autumn. Winters are long, snowy, and summers are moderately warm. Winter usually starts in November, with snow cover remaining until April and in the north even until May. By March snow thickness reaches about 80-90 cm in the north and 60-70 cm in the south. In the valleys, the snow depth can reach 1.5-2 m, while at the mountain tops it does not exceed 50-70 cm.

The average temperature in January is -17 C (+1 F). There quite often occur severe cold winters with strong winds when the temperature drops to -53 C (-63 F) in the north of the region. Spring comes in early April and brings about unstable weather with extremely sharp fluctuations in temperature. In May, there is a return of cold weather with harsh frosts. The warmest summer month is July. The average temperature of July in the northeast of the region is +15 C (+59 F), and in the southwest, it is +18.5 C (+65 F). On the hottest summer days, maximum temperatures can reach +38 C (+100 F).

Winter evening on Kolpaki mountain, Perm region

The Perm Territory is blessed with rich deposits of minerals. The world's largest reserves of potassium and magnesium salts, as well as rock salt, are concentrated here. Some time back, this region was called the Salt Capital of Russia. At the end of the 17th century, the city of Solikamsk was the centre of Russian salt production. Currently, salt making in the city has been stopped.

In earlier times, the Kama region massively mined coal. Now all coal mines are closed due to unprofitability. The first Russian diamonds were found in this region as well. The main well-developed industries of the region are oil, chemical and petrochemical, timber, ferrous and non-ferrous metallurgy, machine engineering. As to the chemical industry, mineral fertilizers are dominating the market. The main industrial centres of the Perm Territory are Perm, Berezniki, Solikamsk, Chusovoy, and Lysva. The southern parts of the Territory are agricultural.

The Perm Territory is a major cultural centre. There are many theatres, museums, numerous festivals. At the same time, natural tourism is also developed here due to great natural landmarks. These include beautiful rivers with rocky shores, mountains with wonderful panoramas, and caves with spectacular mazes and grottoes.

The most famous and popular peaks and ranges are the main Ural Mountain Range, the Tulym Range (the Tulymsky Stone), the Chuval Range (the Chuval Stone), the Kvarkush Range, the Basegi Range , the Munin-Tump Mountain, Kruglytsya Mountain, Vetlan Rock and Polyud Rock, Molebny (Prayer) Stone, Kolpaki Mountain, Oslyanka Mountain , Stone City Rocks, Usvinskie Stones and others. Some of these ridges and mountains are located in the reserves of the Perm Territory.

The Main Ural mountain range is the natural border between the Perm Territory and the Sverdlovsk Region , between Europe and Asia.

Winter in Perm Mountains

The Basegi Ridge is located in the western spurs of the Ural Mountains . The total length of the ridge is about 30 km. The Basegi name comes from an old Russian word ‘baski’, i.e. beautiful. The ridge features low mountains with gentle green slopes. The peaks are covered with stone placers (or boulder streams), with bizarre rocks, stony idols, arêtes and pillars. In some places, loose rocks form vast stone rivers.

There are relict plants of mountain-forest, subalpine and forest belts as well as subalpine meadows and mountain tundra. The ridge consists of three peaks – Northern, Middle and Southern Basegi . The highest point of the range is Mount Middle Baseg (994 m). In 1982, the territory of the ridge became a protected area of the Basegi Natural Reserve and only Northern Baseg (951 m) is officially open for tourists. There is a trail from the cordon Northern Baseg to the top of the mountain. When you go up, all the high-altitude belts show their secret treasures, animals feel free in the forests and not that afraid of a human. You can even meet a bear.

On a good clear day, you can see Middle Baseg and Southern Baseg , Oslyanka Mountain , the Kharius mountain range, Kachkanar, and provided the visibility is good, even the massif of the Konzhakov Stone.

In summer, the most common activities are hiking, cycling and hiking combined with some rafting on the Vilva or Usva rivers. In winter, there are ski and snowmobile expeditions.

The Basegi Ridge. Tourist trip.

Kolpaki Mountain (614 m) is a hill with an almost perfectly rounded peak. Rumour has it, the name was given because of this round shape as it means ‘a cupola’ in Russian. The main landmark of the hill is the jagged array of stone pillars on the top, the so-called weathering columns of fanciful forms (up to 20 m high). The second name of the mountain is Long Fingers. The most famous of these rocks is the Devil’s Finger. A wooden staircase leads to the observation deck on one of the pillars, you can also have a picnic there. From the top, there is a magnificent panorama over Kachkanar Mountain, the Basegi Ridge, and some gold mines. A pine forest densely covers the slopes. There are a lot of tourists here at any time of the year, mountaineers often have training.

Kolpaki Mountain

Mount Oslyanka (1,119 m) is somewhat reminiscent of a ridge shape since it stretches from north to south for almost 16 km. The mountain has stone placers, steep slopes and a plateau with stone pillars. It has several peaks, the main is located in the central part of the so-called ‘ridge’ and has a conical shape. In the olden days, the mountain was surrounded by prison camps. Now they are gone giving a way to tourists and outdoor enthusiasts who are lured by the strange shape of this mountain.

Every year in late February or early March a ski marathon is held on Mount Oslyanka . At the end of spring and in summer, you can hike to the top and combine it with good rafting on the Kosva River. From the top, you can see the Basegi Ridge and Konzhakov Stone. Oslyanka is a disputed territory because some researchers attribute it to the Northern Urals whereas others claim it to belong to the Southern Urals, especially since the border between them is quite conventional. But the climate and the nature of the mountain is typical for the Northern Urals. In winter, there is much snow and frequent severe frosts; there are avalanches on the slopes. In summer the weather is very changeable and you can experience massive heat waves alternating with heavy rainfalls.

Mount Oslyanka

There is a real Stone Town situated near the village of Usva on the top of the Rudyan Spoy Ridge (526 m). This rocky town is also called a Fortress, a Devil's Hillfort or Turtles. When you look at the rocks here, they give an impression of a perfectly organized settlement. You can see narrow streets, corridors, arches and stone gates, houses and squares. This site reminds not of the ruins of a man-made ancient city, but of a kind of a rock labyrinth made of huge boulders. It can also be said that there are townspeople or representatives of the ancient settlement: the stones of the Small and Big Turtle, the Feathered Guardian, the Seal, various stone idols, etc. These rocks have a variety of different colors ranging from white and yellow to red and black, which is due to the sandstones encrusted on the surface of boulders. The Stone Town is divided into a Big Town and a Small Town standing somewhat 200-300 meters apart. There are only four stone idols in the Small Town. Many tourists, including rock climbers, come here at any time of year.

Stone Town

In recent years, the Perm Territory has created quite a few skiing bases, the largest and most famous of which is Gubakha located on Mount Krestovaya (471.3 m). The mountain is the symbol of the town of Gubakha nestled at the northern end of the Rudyan Spoy Ridge.

Snowkiters compete in a race on the ice of a frozen lake

Due to abundant karst phenomena in the region, caves are found aplenty here. Nature was generous and gave the region such gems as the Divya Cave, the Kungurskaya Ice Cave, the Orda Cave, the Miracle Cave and many others. Some of them are equipped for excursions while others preserve their natural pristine state. Each of them is unique.

The Divya Cave is one of the longest caves in the Urals, and the top league the Perm Territory. The name Divya comes from the word ‘divo’, or ‘miracle’ and speaks for itself – it is one of the most beautiful caves in the Urals. The cave is located on the bank of the Kolva River, 12 km from Nyrob village. The total length of all its passages reaches 10 km. A small (about 1.5 m) horizontal entrance to the cave is located in a steep, forested coastal slope of Mount Diviy Kamen at an altitude of 90 m. A very narrow and low corridor leads to a series of grottoes and galleries. You will have to creep on your stomach in some places. In the cave, there is an amazing variety of calcite formations, it feels as if you are in a speleological museum. The cave is quite dry and clean despite a small stream and several lakes. On the surface of the lakes, you can observe an unusual phenomenon – the so-called calcite ice particles. The water temperature in the lakes is +4 degrees Celsius (+39 F) at any time of year. The air temperature in the cave varies from +4 to +8 degrees Celsius (+39 to +46 F).

The Kungur Cave is the oldest tour-guided gypsum cave in the world, the first excursions were here back in 1914. It is known and famous far beyond Russia for its ice grottoes. It is a real underground museum which has paths and lighting allowing you to see the cave in full splendor. There are about a dozen of the caves well-equipped so well in the whole world, thanks to which the Kungur cave is widely known outside the Urals. The entrance to the cave is located on Ice Mountain (Ledyanaya) on the right bank of the Sylva River, on the outskirts of Kungur in the village of Filippovka.

The Kungur Ice Cave

Ice Mountain is strewn with karst sites, there are funnels, sinkholes, karst trenches and many more. One of these is the Kungur ice cave which is about 5700-meter long. About 1300 m is available for tourists. This underground realm has 48 grottoes, 70 lakes, 146 organ pipes. It is called an ice cave for a reason. In most grottoes the temperature is around 0 degrees Celsius (+32F), and in some places it drops to - 15 degrees Celsius (+5F). From February to April, the cave is the most spectacular because then you can observe magnificent snow crystals of the Diamond grotto, as well as ice stalagmites and stalactites of the grottoes Polar, Cross, Vyshka. They create an interesting contrast with the unfrozen lakes in the Friendship of the Peoples Grotto and the Long Grotto. In summer, there is a grand laser show held in the cave. When you are in the cave, try to hear the "music" of the underground organ.

Visiting is possible only with a tour, groups are formed on site and enter the cave according to a schedule. There is a Karst Museum in the cave, where you can spend time waiting for the beginning of your visit. In winter, the Ice Mountain offers skiing and bagel riding (Firefly and Stalagmite Ski Centres).

The Orda (Ordinskaya) Cave is located 35 km from the Kungur Cave, near the village of Orda. It is a rather wild rustic cave, not equipped with any facilities, yet it is also quite famous. It is the longest underwater cave in the world in gypsum, which is a real paradise for cave diving (diving with scuba in caves).

It has 4 km of undersea and underwater passages and the longest siphon in Russia (935 m). You can go 15 meters down a good staircase and see only 300 meters of dry passages and halls. And then there are 1250 m of underground lakes which are an irresistible temptation for speleo-divers. At the entrance of the cave, there are beautiful banks of the Kungur River. In the village Orda, there is a local history museum exhibiting a nice collection of coins, watches, samovars, and there is the Prophet-and-Elijah's Church.

Speleo-divers in the Orda Cave

The Miracle or Wonderworker Cave got its name thanks to a lot of bizarre natural creations collected here. It is located on the right bank of the Ponysh River, not far from the place where it flows into the Chusovaya River. The entrance to it is located in a crevice on the slope of Mount Kladovoy Stone (at an altitude of about 50 m). The length of the cave is only 512 m, but the amount of wonderful things is mind-blowing. The walls of grottoes and passages are covered with picturesque limestone formations. Here you can find stalagmites, stalactites, dripstones, small lakes, stone waterfalls, cave pearls, etc. The cave is not equipped, thus you must have some speleological experience or an experienced guide to visit it. The easiest way to go is while rafting on the Chusovaya River. The best time for a hike is July or August. In winter, it is possible to go skiing or snowmobile hiking in the vicinity of the cave.

There are two specially protected natural areas of federal significance in the Perm Territory: The Vishersky Nature Reserve The Basegi Nature Reserve

Vishersky Nature Reserve

Besides, there are about 300 territories of regional importance and about 130 territories of local importance such as natural landmarks, reserves, protected sites, historical sites, etc.

The richest in natural landmarks is the Cherdyn district of the Perm Territory. There are many specially protected areas here. The following regions are the runners-up: the Krasnovishersky, Solikamsky, Bolshesosnovsky, Chusovskoy.

There is also a private park of the Valley of Waterfalls. Its creator and owner is Anatoly Vasilyev or just Egorych (a local witch doctor, healer, herbalist, author of many books). This park includes a man-made area with many springs and streams, sacred pagan places and an anomalous zone. The Valley of Waterfalls has already become famous as a place of UFO concentration, fluorescent glows of unknown origin and other mysterious phenomena. The visit season is from May to October. You can come here as a tourist or a volunteer.

The Perm Territory is rich in picturesque rivers with beautiful rocky banks, which will be interesting for water tourists and fishing enthusiasts. The most popular places are the Chusovaya, the Vishera, the Usva, the Vilva and the Koiva Rivers.

Most attractive for tourists is surely the Vishera which upper reaches are located in the Vishersky State Nature Reserve.

Apart from its pretty banks and splendid tall rocks towering over it, the Chusovaya River has many caves, Blue Lake, and Small Blue Lake.

The Chusovaya River and the rocks

In spring, the Vizhay River, a left tributary of the Vilva River, is one of the most technically challenging rivers for rafting. In summer, it grows shallow and turns into a quiet brook. It starts on the slopes of the Vizhay Mountains . The best time for rafting is late April to late May. The water route starts from the village of Sarany which is 6 km away from the railway station Lucky. The water will not let you relax – sharp underwater and surface rocks are generously strewn along the way. In the coastal rocks, there are plenty of yet unexplored caves. When approaching the village of Pasha, rafting becomes easier, the river expands and forms some islands. However, it is here that the main obstacle of the Vizhay River, the Pashiya Cliff, is located. At the bridge after it, many tourist groups finish their rafting. However, if the rafting continues until Chusovoe village (another 70 km), you can see two more signature phenomena of the Vizhay River: the Big Funnel Rocks and the Great Pasha Cave located in the mountain nicknamed the Alpinist by tourists. The entrance to the cave is 30 m above the river. The 500-meter-long cave has 15 grottoes and a 12-meter waterfall that turns into a stream flowing into the underground lake.

Vishera River

Rafting the Vilva River is a real test of your rafting skills as it is a truly mountain river. The river is located in the north-east of the Perm Territory and flows down the western slopes of the Ural Range. In springtime, right after the ice drift, the river becomes one of the fastest and most fertile in the region. In summer, the river shoals heavily in the upper reaches. Only well-trained rafters or those with an experienced guide can go down it. The river bed is full of turbulent places, rapids, rolls and swifts.

The main obstacle is a series of rapids called Nyrky. There is a dangerous artificial threshold created on the site of the gas pipeline crossing, there is a reinforced concrete pole and the difference in height reaches 1.5 m, which is better to bypass by land in case you are not sure you can master it safely. You can start rafting from Novovilvensky or a bit farther away from the mouth of the Korostelevka River. After the Nyrky rapids and before the Koldovaty (Sorcerer’s if translated poetically) brook, the Vilva flows past the Kosaya Plate Rocks. Beware of those since the riverbed in their vicinity features many rocks, boulders and rapids. Once you pass the mouth of the Koldovaty brook, you come into the Koldovaty rapids. Farther down the stream, there are more rocks in the river, e.g. the Upper Baran and the three Morozovsky islands after the confluence with the Izbnaya River.

Vilva River

There is a picturesque bridge near the uninhabited village called Palace, and just in front of the village there is a picturesque Falcon (Sokolnaya) Mountain. It is an ancient volcano of about 600 million years old. Such geological formation is a rarity for the Urals. One can climb the mountain and admire the views of the Basegi Ridge and the river. The trails are heavily covered with shrubs and plants, hardly anybody gets here. After the Palace village, the Vilva River features fewer obstacles and islands. In the lower reaches and especially after Gremyachinsk town, the river is heavily polluted and becomes almost lifeless due to rampant industrial activities. The Vilva finally flows into the Usva and further into the Chusovaya River.

The Koiva River is considered the most picturesque tributary of the Chusovaya River. It enjoys crystal clear waters and is mainly mountainous, winding and narrow in its upper reaches. The Koiva has many rapids and a fast current. It is rafted mainly during the spring floods (in the first half of May). In summer, the river is shallow, but despite the fact that the speed of the current is dropping, it still remains passable for both kayaks and catamarans. However, during dry weather there may not be enough water for rafting (above the Biser village). Rafting the Koiva is technically more complex and interesting in spring, whereas in summer, even families with kids can do it. The route can be combined with the Chusovaya River rafting.

Koiva River

The trickiest part of the route is from the village of Old Biser to the village of Kusya -Alexandrovsky. It features the Fedotovsky threshold (heaps of boulders across the river that allow only for a very narrow gentle water drain in the middle; the threshold is not dangerous in summer), the Kalistratovskaya Shivera (it is a 500-meter long rapid, but not dangerous). Once you pass Ust-Tyrym village, there are several beautiful rocks some of which can be easily climbed (Strelny, Arochny, Dyrovaty). The Shaitan rock is fascinating as well. Near Kusya-Alexandrovsky settlement, there is a waterfall formed by the dam of the Kusya river that dumps excess water into the Koiva river. In spring, extreme sports lovers conquer the waterfall on catamarans. There is a road bridge downstream where many rafters finish their joy rides. Further downstream, before the Koiva flows into the Chusovaya River, there is a section with many artificial islands. There are quite a few stops along the banks of the Koiva River, and the river is popular with both rafters and fishing enthusiasts.

The Usva River is the largest tributary of the Chusovaya River. It originates on the eastern slope of Mount Khariusny Stone. The valley of the river is winding, but at the same time the river is quite calm. There are about 200 rapids which probably prompted the Komi people to call it ‘noisy water’. There are rocks along its banks. Rafting is done with catamarans and kayaks. The optimum time for a ride is when the water is still high and that is in the beginning of May, but you can go rafting all summer. It is necessary to keep in mind that in summer the river grows very shallow and only the lower section from the village of Usva to the Chusovaya river is available for boating.

There are several options of routes along the Usva. You can start rafting from the station Usva or from the village Srednaya Usva. You can finish rafting in different spots depending on the desired length and time of the route. At first, the river is narrow, only up to 5 m wide, heavily looped, and the current is fast. However, once the right tributary called the Bolshoi Yaz flows into the Usva, the river straightens and becomes calmer.

Usva River

Close to the next right tributary called the Persha and after the destroyed bridge, there is a beautiful view of the North Baseg Mountain. Not far from this place is the border of the Basegi Nature Reserve . When you do downstream, there are rocks with equipped observation platforms from which you can admire the beauty of the mountains and panoramic views of the river. Then begins the most difficult part of the rafting – the Dry Rapids. For several kilometers, the riverbed features rocks and boulders occupying most part of the river. In summer during a drought, they turn into piles of stones, hence the word "dry" in the name of the rapids.

The section from the village of Srednaya Usva to Bezgodovo (about 130 km) lacks housing and roads, all you see is solid taiga and pristine nature. Several purest rivers flow into the Usva, i.e. the Big Khariusnaya, the Little Khariusnaya, the Big Baseg, the Little Baseg. This span of the route is a paradise for fishing enthusiasts. While rafting, drop to Gromovaya village and see some stone pillars (all lonely rocks along the river Usva are called pillars). There are 4 easy rapids from Shumikhinsky settlement to the station Usva. Three kilometres away from the village of Usva, the river has majestic rocks that stretch for several kilometers – this is the Usva Columns Massive; these rocks are up to 120 meters tall and you can see traces of corals in them, which proves there used to be a sea here a million years ago.

The Usva Columns

Once you pass those columns, the wonders don’t stop. There are mountains and rocks on the banks of the Usva, i.e. Overhanging Stone, Small and Big Log Stones (famous for their echos), Panorama Rock, Goat Stone (aka Strelny), Omutnaya Stone (aka Big Whirlpool). At Omutnaya Stone, the river depth reaches 6 meters, the water here is very cold even in summer because of the abundance of underwater springs. Then there are the Bastion cliffs and the Arch. You can finish the route in Chusovaya village where there is a railway station and access to automobile roads.

Another attraction of the Perm Territory is the Ice Falls called the Icicle. In spring and summer, 12 km from Usva railway station, on the right bank of the river Usva, streams and brooks flow down from Omutnaya Stone forming mini waterfalls about 5 m high. However, at this time of the year they are not very remarkable among dozens more similar cascading streams in the Urals. Quite a different thing happens in winter. The water freezes and turns those smallish waterfalls into a giant icicle 15 to 27 meters high. Every winter its size and shape is unique. The Perm people call this icefall very simply – the Icicle. The Icicle is not the only frozen waterfall here, there are a couple of smaller cascading icefalls in the region as well.

Alexandrovsk Blue Lakes are located in the north of the Perm Territory near the town of Alexandrovsk. These amazing man-made lakes have deep turquoise water. They were formed in the old abandoned quarries used for limestone mining (the Shavrinsky and Morozovsky quarries). It is the limestone dredge in the water that gives it such a beautiful color. You can get to the quarries by bus from Perm.

The White Sea in Berezniki is another unusual place in the Perm Territory that exhibits a striking contrast of landscapes. Just imagine walking in the forest, looking at giant trees and catching a glimpse of the Kama River now and then. But suddenly you step into a place when you see a turquoise surface of water resembling some tropical sea with a snow-white shore around it. In the background, you can see the factory buildings. This is Berezniki Soda Plant. The city of Berezniki is home to the soda industry in Russia. When soda is produced, the generated waste is a kind of pulp that is stored in a special storage facility. The White Sea is nothing but a pulp storage reservoir filled with water. The white color of the pulp gives the shores this whitish hues of a true tropical sea shore, and the azure color of the water is produced by various chemical compounds. You can get to the White Sea by bus from Perm to Berezniki. From the center of Berezniki, you should take a bus to the town of Usolie or Usolie district (go to the Boat Base station).

The following zoological nurseries operate in the region: The Cossack equestrian school, which includes a mini zoo and a horse farm. It is situated 140 km from Perm. An ostrich farm called The Strauss Park (50 km from Perm).

The best place to start your acquaintance with the Perm Territory is its capital – the city of Perm. The transport network here is well-developed. There is the Perm branch of the Sverdlovsk Railway, the Kama River Shipping Company, the Bolshoye Savino International Airport, and major roads connecting Perm to Moscow.

Perm Russia

It is most convenient to get to the city of Perm by rail or by air.

Perm was founded in 1723 by Vasily Tatishchev, the man who laid foundations for many cities in the Urals. The city began as a small settlement at Yegoshikhinsky Copper Smelting Plant. Take a 2-hour walking route called The Green Line to acquaint with the city. Along the route, there is a green line on the road, and information boards near interesting sites.

Perm is located at a large waterway. Walk along the embankment of the river Kama, go to the Kommunalny bridge which is especially beautiful in the evening lights, and ride a river tram.

The bridge over the Kama River

There are several museums in the city, e.g. Perm Art Gallery, Regional Museum, Museum-diorama December 1905 armed uprising in Motovilikha, PERMM Museum of Modern Art.

During the theatre season, you can go to one of the theaters: Perm Academic Theatre of Opera and Ballet named after P.I. Tchaikovsky, Theatre Ballet of Evgeny Panfilov, Perm Academic Theatre called Theatre-Theatre, and Perm Municipal Theatre At the Bridge.

There are many other interesting sights in the vicinity of Perm City. The most famous of them are

  • The Architectural and Ethnographic Open Air Museum Khokhlovka (46 km from Perm)
  • PERM-36 Memorial Museum (112 km from Perm). The only museum of political repressions in Russia. It is a former colony for political prisoners who served their sentence here during Stalin’s times.
  • The Chusovaya River History Ethnographic Park (120 km from Perm). It is a fairy-tale place at the foot of Arinina Mountain. The park has kids’ skiing school of the Olympic reserve.
  • Molebskaya anomaly zone, the locals call it Molebka (170 km from Perm). It is a local Bermuda Triangle, a kind of a mysterious place where you can observe unusual phenomena, including UFOs, various airglows and other interesting and strange phenomena.
  • The Museum of Salt History in Solikamsk (213 km from Perm) which shows how salt was produced from the 17th to the 20th century in Russia. There is the only fully preserved salt plant in Russia which houses a museum as well.

WATCH: Trump speaks at campaign rally in central Wisconsin

MOSINEE, Wis. (AP) — With just days to go before his first — and likely only — debate against Vice President Kamala Harris, former President Donald Trump leaned into his familiar grievances about everything from his indictments to the border as he campaigned in one of the most deeply Republican swaths of battleground Wisconsin.

Watch Trump’s remarks in the video player above.

“The Harris-Biden DOJ is trying to throw me in jail — they want me in jail — for the crime of exposing their corruption,” Trump claimed at an outdoor rally at Central Wisconsin Airport, where he spoke behind a wall of bullet-proof glass due to new security protocols following his July assassination attempt.

There’s no evidence that either President Joe Biden or Harris have had any influence over decisions by the Justice Department or state prosecutors to indict the former president.

Trump was speaking a day after appearing in court for an appeal of a decision that found him liable for sexual abuse, returning attention to his legal woes in the race’s final stretch. After his appearance, he delivered a lengthy statement to news cameras in which he brought up a string of past allegations of other acts of sexual misconduct — at times in graphic language — reminding voters of incidents that had potentially been forgotten.

Hours later, a Manhattan judge announced that the sentencing in Trump’s hush money case had been postponed until after the November election, granting him a hard-won reprieve. The sentencing had previously been scheduled for Sept. 18.

Trump has eschewed traditional debate preparation, choosing to holding rallies and events while Harris has been cloistered in a historic hotel in downtown Pittsburgh, working with aides since Thursday to prepare for Tuesday’s debate in Philadelphia.

Harris has agreed so far to a single debate, which will be hosted by ABC.

At the rally, Trump outlined his plans to “Drain the swamp” — a throwback to his winning 2016 campaign message as he ran as an outsider challenging the status quo. Though Trump spent four years in the Oval Office, he vowed anew to “cast out the corrupt political class” if he wins again and to “cut the fat out of our government for the first time, meaningfully, in 60 years.”

As part of that effort, he repeated his plan, announced Thursday, to create a new “Government Efficiency Commission” headed by Elon Musk that will be charged with conducting “a complete financial and performance audit of the entire federal government” to root out waste.

After again maligning the Congressional committee that investigated the Jan. 6, 2021, attack on the nation’s capitol by his supporters after his election loss in 2020, Trump told the crowd of thousands that he would “rapidly review the cases of every political prisoner unjustly victimized by the Harris regime” and sign their pardons on his first day back in office.

Trump has repeatedly defended those who have been jailed for crimes including attacks on law enforcement.

And he said he would “completely overhaul” what he labeled “Kamala’s corrupt Department of Injustice.”

“Instead of persecuting Republicans, they will focus on taking down bloodthirsty cartels, transnational gangs, and radical Islamic terrorists,” he said.

Both Harris and Trump have been frequent visitors to Wisconsin this year, a state where four of the past six presidential elections have been decided by less than a percentage point. Several polls of Wisconsin voters conducted after Biden withdrew showed Harris and Trump in a close race.

The crowd in Mosinee was greeted by a big screen video of Trump urging attendees to check their voter registration and make a plan for voting.

“If we swamp them, they can’t cheat,” Trump said, continuing to raise unfounded concerns about voter fraud, which is extremely rare.

Democrats consider Wisconsin to be one of the must-win “blue wall” states. Biden, who was in Wisconsin on Thursday, won the state in 2020 by just under 21,000 votes. Trump carried it by a slightly larger margin, nearly 23,000 votes, in 2016.

As Trump was campaigning, Harris took a short break from debate prep on Saturday to stop at Penzeys Spices in Pittsburgh’s Strip District, where she bought several seasoning mixes. One customer saw the Democratic nominee and began openly weeping as Harris hugged her and said, “We’re going to be fine. We’re all in this together.”

Harris said she was honored to have endorsements from two major Republicans: former Vice President Dick Cheney and his daughter, Liz Cheney, the former Wyoming congresswoman.

“People are exhausted, about the division and the attempts to kind of divide us as Americans,” she said, adding that her main message at the debate would be that the country wants to be united.

“It’s time to turn the page on the divisiveness,” she said. “It’s time to bring our country together, to chart a new way forward.”

Trump held his rally in the central Wisconsin city of Mosinee, with a population of about 4,500 people. It is within Wisconsin’s mostly rural 7th Congressional District, a reliably Republican area in a purple state. Trump carried the county where Mosinee is located by 18 percentage points in both 2016 and 2020.

During his speech, he railed against Harris in dark and ominous language, claiming that if the woman he calls “Comrade Kamala Harris gets four more years, you will be living (in) a full-blown Banana Republic” ruled by “anarchy” and “tyranny.”

He also railed against the administration’s border policies, calling the Democrats’ approach “suicidal” and accusing them of having “imported murderers, child predators and serial rapists from all over the planet.”

Many studies have found immigrants, including those in the country illegally, commit fewer violent crimes than native-born citizens and violent crime in the U.S. dropped again last year, continuing a downward trend after a pandemic-era spike.

Among those in the crowd was Dale Osuldsen, who was celebrating his 68th birthday Saturday at his first ever Trump rally. He hopes a second Trump administration will take on “cancel culture” and bring the country back to its “foundational past.

“We’ve had past administrations say they want to fundamentally change America,” Osulden said. “Fundamentally changing America is a bad thing.”

Many supporters embarked on hours-long drives from across Wisconsin to see Trump speak. Some came from even further.

Sean Moon, a Tennessee musician who releases MAGA-themed rap music under the stage name, “King Bullethead,” blasted his songs from a truck in the event parking lot. As a musician, he said Trump rallies approximate the experience of a raucous concert.

“Trump is a rockstar,” Moon said. “He’s incredible. People see he represents them and the deep state trying to kill him and take him out. But he’s standing strong, and he stands for the normal person.”

Democrats have relied on massive turnout in the state’s two largest cities, Milwaukee and Madison, to counter Republican strength in rural areas like Mosinee and the Milwaukee suburbs. Trump must win the votes in places like Mosinee to have any chance of cutting into the Democrats’ advantage in urban areas.

Republicans held their national convention in Milwaukee in July and Trump has made four previous stops to the state, most recently just last week in the western Wisconsin city of La Crosse.

Harris and her running mate, Minnesota Gov. Tim Walz, last month filled the same Milwaukee arena where Republicans held their national convention for a rally that coincided with the Democratic National Convention just 90 miles away in Chicago. Walz returned Monday to Milwaukee, where he spoke at a Labor Day rally organized by unions.

A Bilbao on Siberia’s Edge?

schedule a jail visit

By Finn-Olaf Jones

  • July 22, 2011

I WAS wandering though a dozen curtained-off video galleries on the second floor of one of Russia’s newest cultural hot spots, the Perm Museum of Modern Art (Permm), watching provocative art videos by a Siberian performance group named Blue Noses, when I came across a plain cardboard box. Peering inside, I was startled to see a film loop projected from the ceiling of one of the Blue Noses dressed as Lenin manically twitching in his coffin.

Perhaps Lenin, who famously disdained abstract art, really would be turning in his grave if he saw the sort of creations that this city, where his parents met, is attracting in its quest to become Russia’s center for contemporary art.

The gateway to Siberia and some 900 miles from Moscow, Perm used to be the last stop to nowhere, the transient point where criminals, political prisoners and other people deemed undesirable by the czars and the Soviet regime passed through on their way to forced exile and later the gulags, often never to be heard from again. During the cold war, Perm itself disappeared from Soviet maps when it became a “closed city,” off limits to outsiders thanks to its military production facilities.

But now, driving from the smokestack-ringed suburbs into the city center where candy-colored czarist buildings huddle with Siberian log cabins and Soviet concrete monstrosities, distinct flavors are emerging. Giant figurines of red Lego-like men lounge in the plaza of the former Soviet administrative headquarters and lurk from a nearby rooftop, the work of an art collective called the Professors.

Other eye-catching street art, like a bronze sculpture of a photographer shooting a giant set of ears, a 10-foot half-eaten apple, a tubular St. Stephen, appear, often incongruously, along the sidewalks.

For the past three years, this town of barely a million inhabitants has been aiming to establish itself as a key stop on Russia’s cultural map, opening gallery and performance spaces the way it once produced nuclear ballistic missiles. Perm has a dozen (and counting) theaters featuring productions that are attracting audiences from faraway St. Petersburg and Moscow. The broad esplanade running from the city’s main square has become the site of almost continuous international art, theater and music fairs during the summer. Even the grim-walled former prison camp outside town, Perm-36 , billed as Russia’s only gulag museum, was converted into a theater last July for a well-reviewed production of “Fidelio,” Beethoven’s opera about political repression.

Though its ambitions might seem a bit far-fetched, Perm has gained some outspoken adherents.   “Perm has overtaken both St. Petersburg and Moscow as the most exciting place to be for cutting-edge culture,” said Marat Guelman, a prominent art impresario based in Moscow, and a national television personality. In 2008, Mr. Guelman opened Permm in a renovated Stalinist ferry building. Featuring avant-garde works by artists like Valery Koshlyakov and Misha Most, Permm was hailed by The Financial Times as “one of the most spectacular galleries of modern art in Russia.”

What is going on?

“A city must have a dream,” said Oleg Chirkunov, 52, who was appointed governor of Perm Province in 2004. A local supermarket magnate fond of blogging about art and culture, Mr. Chirkunov works in a drab, Soviet-era government building that looms over Perm’s central square like a guillotine. “When I got appointed, Perm was losing a large portion of its young people: 160,000 in eight years. Something needed to be done to make this an attractive place to live.”   Options considered included making Perm a center for medical care or higher education. “We wanted something that would bring quicker results,” Mr. Chirkunov said.

He brought in a team to “rebrand” the city, appointing as the minister of culture not a politician but Boris Milgram, a former university classmate who had left Perm to become an avant-garde theater director in Moscow. He also hired city planners and Dutch-based KCAP architects to oversee a 50-year master plan for citywide construction and the development of the Kama River waterfront. According to Mr. Chirkunov, almost 3 percent of the region’s budget, 1.5 billion rubles ($53 million), has been set aside this year for cultural development.

The governor, whose appearance and energetic manner are those of someone a decade younger, has traveled the world in search of artists and ideas, meeting, for example, with officials from Avignon, France, and Brasília, two cities also trying to increase their cultural cachet. Although the emphasis in Perm is on developing local and national artists, international artists are also finding a home for their work here.

“We were in Frankfurt when the governor sent a private jet to pick us up,” recalled Emilia Kabakov, who, with her husband, Ilya, makes up a well-known Russian conceptual art team now based on Long Island, in New York. “He was very persuasive with his ideas and personally showed us around the city. We ended up donating a piece to their new art gallery.”

This summer, the city invited graffiti artists from as far away as Mexico and New York to convert highway overpasses, construction sites and industrial areas into colorful and highly personal murals.

Three years into the master plan, the result is a city that, while still unable to hide the shabby concrete apartment buildings and dreary stores that contribute to its aesthetic, also reveals a colorful flamboyance. The combination makes Perm an ideal spot for urban explorers with a yen for Russian history and a fascination with that peculiarly Russian habit of charging into the future with wildly optimistic (and sometimes wildly reckless) crusades.

During a spring visit to the city, I made my base for a four-day weekend at the Amaks Premier Hotel, a blandly comfortable and modern spot centrally located across the street from the leafy riverfront currently being liberated from years of urban isolation with new promenades, parks and pavilions.

Unlike any other secondary city I’ve been to in Russia, Perm gave me many options; some half-dozen hotels — there’s even a new Hilton — have been built to accommodate the 750,000 tourists projected to come to Perm this year. But none of them had the Amaks’s disco-cum-bowling alley off the lobby, one of those baroque interpretations of Western amenities I often find in Russia. And although the breakfast buffet was a short, sad affair of mystery meats and watery coffee, I developed a soft spot for the Amaks when a casual midnight query at the reception about a lost iPhone resulted in an immediate half-hour-long hotelwide hunt by the staff until the doorman produced it from the breakfast lounge where it had been forgotten.

On my first day in Perm, strolling toward the city’s central square after the hotel’s negligible buffet, I confronted a number of bland pizza and over-lighted fry joints typical of provincial Russia and braced myself for a few days of hunger. But then I came across the glass-and-stone constructionist Pasternak-Zhivago cafe and restaurant complex where I sat down to a delicious meal of Russo-French fusion cuisine. Nearby was a table with expensively dressed young women, who, I gleaned from a bit of eavesdropping, had come in from Moscow for the weekend. (Moscow is a two-hour, $180 flight away, St. Petersburg a two-and-a-half-hour, $250 flight away.)

On Lenina Street, in front of the cafe, the Perm tourist board has established a Green Line, a full-day, self-guided leisurely walking tour of the city with well-written signs in English and Russian along the way. I found it to be a riveting stroll, though I broke it up into two days. These are the streets that the Nobel Prize-winning author Boris Pasternak knew when he wrote his most famous novel, “Doctor Zhivago,” which was published in 1957.

Yuriatin, the town where Zhivago and his family escape from the privations of the Russian Revolution, is thought to be modeled on Perm, and I instantly recognized prominent buildings from the novel, like “The House With Figures,” an important landmark for Zhivago, which now belongs to the Russian Academy of Sciences.

Around the corner, the reading room where Pasternak worked and based his fateful reunion between Zhivago and his great love, Lara, is still on the second floor of the bright yellow public Pushkin Library where a cheery librarian led me to a small wall exhibit about the once-banned writer. The library staff seemed amused to see an American saunter in, and I posed with them for a snapshot as a few of the lone readers looked up from their desks. Typical for this part of the world, a couple of the faces peering up from their books were Vogue-cover beautiful, and it didn’t take a leap of the imagination to conjure up Lara catching Zhivago’s eye here.

Next to the library, another Green Line sign marks a neo-Renaissance building where Czar Nicholas II’s brother, Grand Duke Mikhail Alexandrovich , who had been named czar for a few hours after his brother abdicated in 1917, was seized and then assassinated one night in 1918 by local Bolsheviks.

Despite such chilling history, I found a pervasive neighborly vibe to Perm reminiscent of my hometown of Minneapolis, another creative center once considered a cultural Siberia. Passers-by regularly stopped to help me whenever I unfolded a city map. While I was trying to use my broken Russian to buy cough syrup at a local pharmacy, a mobile phone was suddenly proffered by an elderly woman waiting in line, “Please, my daughter speaks English, she’ll help you translate.” These sorts of things have never happened to me in Moscow.

While some compare Perm’s position on the international culture map to Bilbao, the grubby Spanish city given instant cultural cachet by a spectacular Frank Gehry-designed museum, I would place Perm in the company of more established cultural centers like Melbourne, and Edinburgh, where festivals and other splashy contemporary-art efforts complement rather than overwhelm an already rich cultural heritage. After all, Perm didn’t just buy a spot for itself in the international art scene; it has long been an incubator for artists, whether they chose to come here or not.

“Thanks to all the political prisoners who lived in Perm, and the fact that so many artists and ballet and theatrical companies from St. Petersburg and Moscow retreated here during World War II, Perm has been receptive to new and interesting ideas long before any of us showed up,” Mr. Guelman said. “This is a town already steeped in the arts.”

And in striking contrasts.

The czarist-era Ballet and Opera Theater, built in the late 1870s, features Russian standards and world class ballet. I had purchased orchestra seats for “Giselle” directly at the box office for $11 each the morning before, which was a good thing, because even though it was not yet tourist season, it was sold out to a highly appreciative, multigenerational local audience wearing their Saturday best. (I was distinctly underdressed in my T-shirt and blazer.) The performance ranked with productions I have seen in St. Petersburg and New York, and reminded me that Perm was the hometown of the great ballet impresario and founder of Ballets Russes, Sergei Diaghilev (his house is now a local museum). Yet just a mile down Lenina Street, the provocatively named Theater-Theater was staging cutting-edge performances like the recent productions of “Communicators,” a play about political intrigue set in a Russian bathhouse. All the principals performed in the nude.

If the Perm Museum of Modern Art’s Blue Noses videos and Russian realist and Abstract Expressionist paintings provoked shock and awe, I found the perfect antidote to be a five-minute walk along the verdant riverfront to the Perm State Art Gallery, which was founded in 1922.

Housed in the former 18th-century Transfiguration of Our Savior Cathedral, the gallery has one of the country’s foremost collections of icons and Russian old-master paintings, and was dotted with remarkably well-mannered children on school outings and the sort of chic, darkly dressed couples one might see in SoHo art galleries on weekends. Everyone seemed to be here for the upstairs gallery directly beneath the cathedral dome. There, I was confronted by fantastical 17th-to-19th-century religious sculptures, which are apparently quite famous within Russia, carved in complex detail by local peasants.   The figures of Jesus and Russian saints were posed in remarkably naturalistic stances while their expressive eyes and painted robes glimmered in the sunlight coming through the dome windows. One life-size carving of a seated Jesus looked so real in his seemingly existential angst that I was half-expecting him to be smoking.

The figures, unique to Perm, are not expected to stay here much longer. Prominently displayed in the museum’s gallery is a model of a new, expanded Perm Museum designed by the Russian architect Boris Bernaskoni. The model shows a giant multicolored cube of steel and glass emerging from the river embankment. Evidently, the master plan seeks not just to bring in the new, but also to celebrate Perm’s longstanding cultural treasures.

During summer weekends, locals picnic and play soccer on Perm’s broad esplanade, but when I strolled from the main square to Theater-Theater’s concrete neo-classical hulk on a chilly spring Sunday afternoon, I had the place almost to myself, save for a couple of families bundled up like mummies taking in the frosty air. This vast promenade surrounded by lawns is the epicenter of the extravagant array of festivals that attract so many out-of-towners during the summer. The highlight, White Nights, modeled after the Edinburgh Festival, is held here every June and features 2,000 performers in an international potpourri of cinema, art, theater and music. Other coming events: the Ethno-Futuristic Festival featuring multicultural dance, food and music (July 29 to Aug. 2), a Chekhov Theater Festival (Aug. 20 to 25) and Shalom, Perm! a celebration of Jewish culture (starting Oct. 29).

To accommodate the growing festivals (Mr. Milgram, the minister of culture, speculates that soon there are going to be more than 50 a year), the esplanade is being expanded, Mr. Chirkunov, the governor, said, to be “as big as the Washington Mall.”

It would be a large exaggeration to say that Perm’s experiment has gotten full support from the locals. I noted blank, bemused or even outraged responses to some abstract canvases and anorexic-looking steel saints. But everyone I spoke to agreed that something big and eye-catching is going on out here in the Urals. A formidable-looking middle-age Russian Valkyrie paused to watch me photograph a stylized metal mermaid that seemed to leap out of the sidewalk. I asked her what she thought of the city’s street art, and she shrugged her broad shoulders. “I don’t know what to make of it,” she said, “but it brought you here, didn’t it? It’s nice to see foreigners in Perm.”

“I’m not sure that this was the best use of our taxes,” said another local, Igor Tetuev, 31, a computer programmer, as we were sipping lattes in Coffee Expert, a cozy spot for a shot of caffeine just off the Green Line.   “But it has gotten a lively debate going. Perm has gotten interesting.”

The governor and his team intend Perm to get even more interesting. Plans for newer and bigger attractions for the world’s cultural tourists seem to emerge from the city with a regularity reminiscent of the Communist Party purges that used to bring more reluctant visitors here. The big news around town when I was there was that the English architect David Chipperfield, acclaimed for his reconstruction of the Neues Museum in Berlin, had been hired to refurbish the Opera and Ballet Theater while adding yet another auditorium — this time a 1,100-seater — to Perm’s burgeoning stage scene.

Cultural Vitality on the Edge of Siberia

View Slide Show ›

Time will tell whether Mr. Chirkunov’s vision is an expensive folly or a brilliant change of course for Perm, but there is something undeniably fun and dramatic in traveling to the edge of Siberia to find that a city once so forbidding has suddenly become a vibrant sanctuary for artists. Lenin, or one of the Blue Noses dressed as Lenin, might be turning in his grave, but I’m guessing Pasternak, himself a persecuted artist who also conjured up romantic visions for Perm, would have approved.

GETTING THERE

Perm has direct flights from Prague , Frankfurt , Moscow and St. Petersburg , and is on the Trans-Siberian Railway.

WHERE TO STAY

Ural Hotel , an enormous, nicely renovated Soviet-era hotel, dominates the central square. The basement restaurant, Stroganovskaya Votchina, serves excellent bear meat and beef stroganoff, a local favorite, given that the Stroganoff family hailed from the area. Lenina Street, 58; (7-342) 218-6261; en.hotel-ural.com . A double room with breakfast is 2,300 rubles, or about $81 at 28.22 rubles to the dollar.

Amaks Premier Hotel , a comfortable modern spot in the historical center across the street from the Kama River. Ordzhonikidze Street, 43; (7-342) 220-6060; en.amaks-hotels.ru . Double rooms with breakfast start at 3,990 rubles.

WHERE TO EAT

For a schedule of coming festivals in Perm, see visitperm.ru/en .

Because of an editing error, the cover article last Sunday about efforts in Perm, Russia , to remake the city into a cultural capital misstated, at one point, the name of a theater that stages cutting-edge performances there. As the article correctly noted elsewhere, it is Theater-Theater, not “-Theater.”
